It takes a “lowly” county engineer in an Ohio Utica Shale county–Columbiana–to have the guts to stand up and say if Republican politicians are going to cave and raise taxes on Utica Shale drilling, they ought to at least allocate some of the new-found money to the places that are actually impacted by drilling, instead of giving all the money away to people who had nothing to do with it!
