The benign-sounding Pennsylvania Environmental Defense Foundation (PEDF) has as its mission of filing frivolous lawsuits against legitimate businesses (or governments) who want to engage in sensible and safe commerce that involves natural resources. Last Friday, May 23, Pennsylvania Gov.
