Kimberly Kann, a resident of Conestoga Township in Lancaster County, PA, decided she would break the rules at a town meeting this past April. The meeting was to discuss so-called home rule and the role it should play in the town with respect to regulating pipelines, like the planned Atlantic Coast Pipeline project from Williams.
