Yesterday the Pennsylvania Public Utility Commission (PUC), the agency charged with keeping tabs on impact fee revenue from shale drillers, announced that impact fee revenue (PA's version of a severance tax) is going down by $36 million from fees levied in the previous year--to $188 million. That's the lowest yearly impact fee revenue in the
