In May 2019, New York’s Department of Environmental Conservation (DEC), under the direction of then-Gov. Andrew Cuomo, denied a permit for the Williams Transco Northeast Supply Enhancement (NESE) natural gas pipeline (see NY Gov. Cuomo Denies Permit for Williams NESE Pipeline to NYC). A month later, the New Jersey Dept. of Environmental Protection (NJDEP), under the direction of Gov. Phil Murphy, did the same thing (see NJ DEP Rejects Williams NESE Pipe Permit, but Allows a Do-Over). Both states subsequently rejected permits a second time a year later. And then Donald J. Trump happened.
