Last week we told you Dominion Energy cleared its first hurdle for the monster 3,000-megawatt (3 gigawatt) Cumberland Energy Center in Cumberland County, Virginia (see Dominion 3 GW Gas Plant Clears First Hurdle in Cumberland, VA). Now the greens have noticed something that’s been staring them in the face since 2020: Virginia’s flagship climate law — the Virginia Clean Economy Act, or VCEA — supposedly bans new fossil fuel plants and orders every existing one shut down by 2045. So how on earth is the state’s biggest utility proposing the second-largest gas plant in the entire country? Simple. The law has a back door, and Dominion has already walked through it once. Back in May we told you Dominion Energy had brass you know what announcing a monster 3,000-megawatt (3 gigawatt) gas-fired power plant in Cumberland County, Virginia, while its much smaller Chesterfield peaker project was still stuck in the mud after three years of green lawfare (see Dominion Energy Floats Plan for New 3 GW Gas-Fired Power in Virginia). Last night, Dominion got its first “yes” for this huge new project. The Cumberland County Planning Commission voted 5-1 to recommend approval of a conditional use permit for the Cumberland Energy Center, and voted 6-0 that the project squares with the county’s comprehensive plan. It happened after hours of public comment — and after a rally of yellow-shirted opponents outside the meeting hall. One down, a bunch to go. In May, Dominion Energy announced plans to construct a multibillion-dollar, 3-gigwatt (GW) combined-cycle natural gas power plant in Cumberland County to address the state’s rapidly increasing electricity demand, particularly from data centers (see Dominion Energy Floats Plan for New 3 GW Gas-Fired Power in Virginia). The proposed Cumberland Energy Center, situated on 900 acres, will include two natural gas units capable of future hydrogen use. If regulatory approvals are secured, construction will begin in 2029, with operations commencing between 2033 and 2034, generating power for approximately 750,000 homes.
