Syracuse Bans Fracking Inside City Limits

In a purely symbolic gesture, the Syracuse (NY) Common Council yesterday voted to ban the use of hydraulic fracturing inside city limits to drill for natural gas. It’s symbolic because new drilling rules, if ever released in New York, specifically prohibit drilling in the Syracuse watershed area. But politicians like Democrat Kathleen Joy, the driving force for getting the ban adopted, don’t let facts get in the way of political grandstanding.

Rush Township PA Attempts Drilling Ban with Novel Ordinance

Those opposed to Marcellus Shale gas drilling in Rush Township (Centre County), PA, including a majority of the supervisors in the township, believe they have found a new and novel way to ban drilling that will skirt state law which says only the state has the right to regulate oil and gas drilling. This new way is to introduce an ordinance that prohibits drilling in any location that is a source for public drinking water supplies on the theory that drilling activity near those sources is a threat to the public.

It’s a stretch, but Rush officials are gambling this new ordinance may succeed where an outright ban on drilling would likely be overturned in court. The end result of an outright ban or this new ordinance will be the same: An almost total ban on shale gas drilling in the township, denying landowners their property rights.

Mt Airy PA City Council Sues DRBC to Prevent Fracking

Mt. Airy City Council voted on Oct. 13 to sue the Delaware River Basin Commission (DRBC) to prevent the Commission from allowing hydraulic fracturing to move forward in Mt. Airy.

Huge Shale Find in UK, Marcellus x 10?

An interesting tidbit those of us in the U.S. can only salivate over… There is a shale formation in the U.K. that spreads all the way from North Wales (in the south of England) to near the Scottish border in Cumbria (in the north) and well over into Yorkshire as well. That is, it sits under most of the country. But here’s the unique thing about that shale deposit: A couple of exploratory wells drilled by British Gas found the thickness of the shale layer to be 3,000 feet! That is ginormous. By comparison, the Marcellus Shale layer is an average 300 feet thick. The UK shale layer is 10 times that amount. Meaning it holds perhaps 10 times the amount of shale gas as an equivalent section of the Marcellus.

Morgantown Gas Wells Fracked, No Air Pollution

MDN has chronicled the attempt by Morgantown, WV to ban drilling up to one mile outside of the city line—a saga that spanned many months. In the end, a judge struck down the ban and two wells were drilled and fracked. The main concern was that fracking might somehow contaminate the city’s water supply, which comes from the nearby Monongahela River (something that did not happen). But another concern was that the fracking process might cause air pollution that would affect a nearby elementary school. It seems that fear was also unfounded:

New PA Study: No Link Between Fracking & Water Contamination

The Center for Rural Pennsylvania is a bipartisan legislative agency serving as a resource and research arm for rural policy in the Pennsylvania Assembly and Senate. The Center has just released the results of a study conducted in 2010 and 2011 analyzing the impacts of Marcellus Shale gas drilling on rural drinking water supplies. This was an unbiased, large scale study of water quality in 233 private water wells in rural Pennsylvania before and after the drilling of nearby Marcellus Shale gas wells. The study results are embedded below.

The study found that dissolved methane exists in about 20 percent of private water wells—before drilling begins. In the executive summary, the study concludes:

Will Most Drillers Even Bother with New York?

Final Resolution to Dimock, PA Water Problem?

Dimock, PA has been a rallying cry for many who oppose shale gas drilling. For those with only a peripheral knowledge of the struggle, the word Dimock conjures up an image of nasty hydraulic fracturing fluids seeping into ground water supplies and contaminating them so they are now undrinkable by humans or animals. But such an image would be wrong.

What happened in Dimock, according to the PA State Department of Environmental Protection (DEP), is that the drilling company Cabot Oil & Gas did not properly case (enclose the bore hole), which led to methane (natural gas) escaping through cracks into the local water supply for area homes. Methane gas in water does not kill when consumed, but it can become an explosion hazard as happened with one local water well in the area.

Columbus Twp, PA Ban on Injection Wells Rescinded

Under threat of a lawsuit, supervisors in Columbus Township (Warren County, PA) reversed their previous ban on the disposal of fracking fluids in two injection wells in the township (see this previous MDN story about the lawsuit).

Injection wells are deep wells used to dispose of fracking fluid from those drillers who do not recycle all of the fracking fluid used in their drilling operations. The fluid is pumped into the wells under high pressure, forcing it deep into the ground. Ohio has hundreds of such injection wells due to a better underground geography. However, PA currently has only a relative handful of injection wells (less than a dozen?), including the two in Columbus Township.

WVU Prof: Methane in Water Supplies is Not from Fracking

Dr. Shikha Sharma, an assistant professor at West Virginia University and the lead researcher of a new WVU study looking at the source of methane found in water supplies (see this MDN story), says those who think that hydraulic fracturing is the cause of methane found in their water supply may be wrong. New Database to Track Marcellus Drilling Impact on PA Water

A new database is on the way to track the impact of Marcellus Shale drilling on water quality in Pennsylvania, thanks to a $750,000 research grant by the National Science Foundation. The database will be created and maintained by Penn State, University of Pittsburgh, Bucknell University and Dickinson College. Researchers will identify and use data collected from multiple sources, including watershed groups, government agencies and others.

PA Marcellus Drillers Extracting More Gas Faster

The PA Department of Environmental Protection reports Marcellus Shale drilling companies are extracting more gas faster—60 percent more gas in the first six months of this year, compared to the last six months of 2010. More wells are coming online in PA, and drillers are becoming more efficient and using less chemicals, water and sand as they learn how best to use the ingenious technology of hydraulic fracturing.

List of Health Care Pros Who Oppose Gas Drilling in NY

A list of 250+ physicians and other health care professionals, along with the usual group of opposition groups, sent a letter to New York Gov. Andrew Cuomo yesterday requesting more study of shale gas drilling’s affects on health before approving new regulations and issuing permits to drill. A copy of their letter is embedded below.

A copy of the list of “health care professionals” which includes doctors, nurses, psychologists, veterinarians, dentists, professors, students and others is listed below in case those who support drilling might want to re-think whether or not they continue using the services of these people given their activist stance against drilling.

New WVU Study Looks at Methane in Water Supplies

A new research study is on the way in West Virginia that tackles the question of “Is there methane in the water supply? And if so, how did it get there?” One of the charges often leveled at shale gas drilling is that it causes a migration of methane (natural gas) into water supplies. Perhaps the most famous case in recent years is that of Dimock, Pennsylvania (see MDN stories about Dimock).

A researcher from West Virginia University is conducting a new study by sampling and analyzing water samples in the Monongahela River watershed to determine if there’s methane in local water supplies, with an eye to determining how it got there if it is there.

Gov. Corbett’s List of New Rule Changes for Shale Drilling

Yesterday, Pennsylvania Gov. Tom Corbett unveiled his plans to implement many of the 96 recommendations made by his Marcellus Shale Advisory Commission (see this MDN story for the original list of recommendations). The list is impressive, tightening many loopholes and hiking fees and fines. The governor’s press release outlining all of his proposed plans is embedded below.

All eyes were on a potential “impact fee” to help local municipalities cover costs of road repairs, increased costs for emergency services and other costs that come with an increase in population. Corbett announced he is in favor of an impact fee assessed by the county where the well is drilled. Each well will be subject to a fee of up to $40,000 in the first year, $30,000 in the second year, $20,000 in the third year and $10,000 in the fourth through tenth years, adding up to a potential total of $160,000 per well. The way that revenue is split is lengthy and complicated, but essentially 3/4 of the money stays at the local level.

Western PA Township Wins Right to Put Ban on Nov. Ballot

Those opposed to drilling will get a measure to ban shale gas drilling put on the ballot in Peters Township (Washington County, PA) this fall. A judge has just ruled in favor of the Peters Township Marcellus Shale Awareness Group to have the measure put on the election ballot for Nov 8.
