Beaver, PA Anti-Frackers Want County to Ban Marcellus Drilling
Last night a couple of anti-fossil fuel residents in Beaver County, PA addressed the new Beaver County Commissioners board at their first meeting of 2016. Both are from the Beaver County Marcellus Shale Awareness Committee, a group formed in 2010 to oppose Marcellus Shale drilling in the county. The two want the commissioners to ban fracking in the county. One of the two, with a receding hairline, gray hair and a ponytail (a sure sign he was once a 60s hippie), calls himself a Reverend and claims a bunch of liberal churches–even the pope!–are against fracking. The Rev doesn’t care much for Shell’s plan to build an ethane cracker in the county either. His alternative? Stick a bunch of solar panels on that site. An expert speaking at the Utica Summit III yesterday in Stark, OH said he believes the Marcellus/Utica region will see three, possibly four, ethane crackers built. Tom Gellrich of consulting firm TopLine Analytics, a company that “closely follows ethane markets,” said he thinks the first ethane cracker to get built will be the Shell cracker plant in Beaver County, PA…

While two, possibly three, major ethane cracker plant projects are being considered for the Marcellus/Utica region, there are six ethane crackers currently being built in the Gulf Coast region. The kicker? Marcellus and Utica Shale ethane will feed some of, perhaps portions for all of, those six cracker plants. It’s a shame, really. We could be reaping the rewards of a massive influx of jobs and investment not only by building an ethane cracker, but with the satellite businesses that will locate around it. Instead, much of that investment and those jobs are slipping away to the Gulf via NGL pipelines…
Shell continues to act as if it has already made the decision to build a $2-$3 billion ethane cracker plant complex in Beaver County, PA, even though they continue to refuse to say they’ve made a decision. What’s our evidence? In June Shell finally purchased the land where the cracker will be built, the former Horsehead zinc smelter property in Potter that will be the primary location of the cracker plant IF it gets built (see 
A pipeline upgrade project in western Pennsylvania is making excellent progress. In February 2014 National Fuel Gas Company (NFG) filed an application with the Federal Energy Regulatory Commission (FERC) for the Line N West Side Expansion and Modernization Project in Washington, Allegheny, Beaver, Venango and Mercer Counties, PA. The project calls for building some 23 miles of new pipeline next to an existing NFG pipeline in Washington and Beaver counties, along with compressor station and other upgrades along other portions of the existing Line N pipeline. NFG previously signed Range Resources and NFG’s own subsidiary, Seneca Resources, as customers for an increase in capacity to flow an additional 175,000 decatherms per day, Dth/d (175 million cubic feet per day, MMcf/d). The extra capacity allows Range and Seneca to move of the Marcellus Shale gas they produce in western PA to market. Although construction is still underway, NFG has asked FERC to begin partial service now, two months ahead of schedule…
Time, once again, to haul out the tea leaves to see if there’s anything we can divine from an announcement yesterday by Shell that they’ve made a “final investment decision” (or FID) to move forward with a multi-billion dollar project to build a new deep-water offshore drilling platform in the Gulf of Mexico. What in the world does that have to do with the Marcellus/Utica? Good question! Let us read the tea leaves and connect some dots for you…
