PA Court Turns Down Chester Co. Request to Block ME Construction

Score another victory for the Mariner East Pipeline project in southeast Pennsylvania. On Tuesday Pennsylvania Commonwealth Court ruled against Chester County Commissioners and their attempt to obtain an injunction to stop construction of the Mariner East pipeline project. The petition fought to curtail open trench construction rather than horizontal directional drilling on two easements the county gave to the pipeline. Energy Transfer/Sunoco Logistics wants to change from using underground horizontal directional drilling (HDD) to instead use conventional bore or open trench technology on those easements, which would avoid more problems with HDD already experienced during construction.

Time to Finish Mariner East 2 Pipeline Says SEPA Former Senator

In January the Pennsylvania Dept. of Environmental Protection (DEP) finally, after more than a year, agreed to lift a moratorium on new construction work for several Energy Transfer pipeline projects in the state, including the Mariner East 2 and 2X projects (see PA DEP Clears Way for ET to Complete Mariner East Pipelines). A few weeks later the DEP assessed a $1.95 million fine on the Mariner East 2 project (see PA DEP Slaps Energy Transfer Again – $2M Fine re Mariner East 2). Fine paid, permission granted…At least ET can restart work on ME2 now, right? Wrong.

Mariner West Seeks to Move Marcellus Ethane to Michigan & Canada

You always hear about Energy Transfer’s Mariner East pipeline projects (ME1, ME2, and ME2X), but you hardly ever hear about Mariner West. Did you know that ET’s Mariner West hauls ethane from shale processing and fractionation areas near Houston, Pennsylvania to Marysville, Michigan and all the way to Sarnia, Ontario? That’s right. They can flow up to 50,000 barrels a day!

Lancaster Couple Guilty of Trespass re Mariner East 2 Pipeline

Last December the husband and wife team of Mark and Melinda Clatterbuck got themselves arrested for illegal trespass and disorderly conduct at a Mariner East 2 (ME2) pipeline site near Philadelphia (see Antis Arrested for Trespass Near ME Pipe Claim “Intimidation”). This isn’t their first pipeline trespassing offense and arrest. The couple said the December arrest was “harassment” and “intimidation.” A Chester County judge didn’t buy that line of reasoning and yesterday convicted them, ordering the couple to pay a fine plus court costs.

The Positive Impacts of Mariner East Pipeline Across PA

Seems like all we see in mainstream media are articles bashing Energy Transfer’s Mariner East (ME) NGL pipeline projects. Most of the negative press comes from southeastern PA where the pipeline has hit snags in building through Philadelphia suburbs. Imagine our surprise in seeing a guest editorial in a southwestern PA newspaper supporting the ME project, a column that details just how this massive project has benefitted the Keystone State in numerous ways–all across the state.

Rover Pipe Wants to Flow Extra 175 MMcf/d – No Extra Cost/Equipment

The $4.2 billion, 713-mile Rover Pipeline system that flows Marcellus/Utica natural gas from western PA and eastern OH all the way to Canada, placed the final two pieces of the system online in November 2018 (see FERC OKs Final 2 Rover Pipeline Laterals – Now 100% Online). The mainline Rover pipeline flows 3.25 billion cubic feet per day (Bcf/d). Rover wants to expand that capacity without any new equipment and without any additional cost. How do they plan to pull that rabbit out of their hat?

PA DEP Slaps Energy Transfer Again – $2M Fine re Mariner East 2

Two weeks ago the Pennsylvania Dept. of Environmental Protection (DEP) announced the largest fine for a single company/project in its history. DEP slapped Energy Transfer (ET) with a $30.6 million fine for the construction and subsequent explosion of the company’s Revolution gathering pipeline in western PA (see ET Allowed to Fix/Restart Revolution Pipe…After Record $30M Fine). As part of the fine, DEP said ET could restart construction to fix Revolution. DEP also said ET could restart construction for another project: Mariner East 2 (ME2). Yesterday the other shoe dropped when DEP announced a new fine related to ME2 work–for $1.95 million.

Mariner East Pipe Flips PA from Propane Shortage to Surplus

3rd Lawsuit Filed Against Energy Transfer re Mariner Corruption

MDN previously told you about unconfirmed rumors that the FBI is investigating the PA Gov. Tom Wolf administration over how permits came to be issued for the Mariner East 2 pipeline project (see FBI Investigates Wolf Admin for Corruption re ME Pipe Permits). The allegation/rumor is that Wolf and/or members of his staff pressured the Dept. of Environmental Protection (DEP) to approve permits for the pipeline project in return for something (money or something else). Two different law firms seized on the rumor as reason enough to launch speculative class action lawsuits for shareholders, accusing Energy Transfer (the builder) of corruption (see 2nd Class Action Lawsuit Against ET/Sunoco re Mariner East Pipe). A third such lawsuit was filed last week–this one by a public employee retirement fund.

ET Allowed to Fix/Restart Revolution Pipe…After Record $30M Fine

The Pennsylvania Dept. of Environmental Protection (DEP) has just issued the largest single fine to any single company in its history–$30.6 million assessed on Energy Transfer for the explosion of the Revolution Pipeline–a gathering pipeline located in southwestern PA. The fine, along with new plans and assurances by ET, means the company can finally, some 17 months after the explosion, fix the damaged pipeline and return it to service.

PA DEP Clears Way for ET to Complete Mariner East Pipelines

The Pennsylvania Dept. of Environmental Protection’s (DEP) recent settlement with Energy Transfer (ET) concerning the Revolution Pipeline explosion in southwestern PA also has significant impact on southeastern PA. How? The signed consent order in which ET pays the state $30.6 million lifts a moratorium on granting new permits to ET for *any* of its pipeline projects in PA for the past one year–including permits to complete the Mariner East (ME) projects. With the consent order comes a lifting of that permit moratorium, meaning the final bits of ME can now be completed.

PA Judge Fines Mariner East Pipe $1K for Scaring Homeowner

Pennsylvania Public Utility Commission Law Judge Elizabeth Barnes has tried to stop or block or otherwise do damage to the Mariner East pipeline projects for years. Most (all?) of her actions against the project have, in the past, been reversed by a vote of PUC Commissioners (see PA PUC Overrules Lib Judge – Mariner East 1 Returns to Service and PA PUC Allows ME2 Pipeline Work to Restart Near Philly). Will PUC members also overturn Barnes’ latest overreach in fining the Mariner East 1 pipeline $1,000, to be given to a nearby homeowner who doesn’t feel “safe” living 1,000 feet from a pipeline that’s been there all of his life?

Ohio AG Lawsuit Against Rover Pipe Tossed by Appeals Court

In Nov. 2017 the Ohio Attorney General’s office under then-AG Mike Dewine (RINO swamp dweller, now governor) sued Energy Transfer at the prompting of the Ohio EPA claiming the company’s Rover Pipeline project was guilty of “polluting state waters while constructing a natural gas pipeline across Ohio” (see OH EPA Director Manipulates Atty General to Sue Rover Pipeline). A Stark County judge threw the case out in March of this year (see OH Judge Tosses AG’s Lawsuit Against Rover Pipe Enviro Violations).

Antis Arrested for Trespass Near ME Pipe Claim “Intimidation”

They previously got themselves arrested in Lancaster County, PA when protesting the Williams Atlantic Sunrise pipeline project (see Lancaster Pipeline Protesters ‘Do the Hokey Pokey’ & Get Arrested and 2 Lancaster Radicals Arrested Stopping Atlantic Sunrise Pipe Work). Now that Atlantic Sunrise is built and in the ground and flowing gas, they’ve moved on to protesting against Energy Transfer’s Mariner East 2 project near Philly.

Rover, NEXUS NatGas Exports to Canada Currently “Maxed Out”

For some time we’ve been concerned about competition for Marcellus/Utica gas coming from western Canada being piped to Canada’s East Coast (see TC Energy Plan to Move Western Canadian Gas to East Coast Approved). TC Energy’s (formerly TransCanada) plan to haul gas over 1,000 miles across the continent at steeply discounted rates seemed like it was working (see TC Energy Cuts Rates 3rd Time to Sell W. Canada Gas to New England). Maybe we worried for nothing. S&P Global Platts is reporting Canada’s net imports of U.S. gas at the Dawn Hub have surged.

SEPA DA Charges Off-Duty Police w/Crime for Providing Pipe Security

In what has to be the outrage of the century, Chester County, PA District Attorney Tom Hogan, drunk on his own power, has falsely charged both Energy Transfer (Sunoco Logistics Partners) and several PA constables (essentially off duty police officers) with bribery and conspiracy because the off-duty officers had the gall to moonlight as security to protect Mariner East pipeline workers from anti-fossil fuel crazies and wackos.
