Paladino Says NY Sen. Libous (Ab)using Fracking to Fundraise

Carl Paladino, a conservative who ran as the Republican candidate against Democrat Andrew Cuomo in the 2010 gubernatorial election in New York, isn’t a fan of New York State Senator Tom Libous. Libous is a Binghamton resident and the number two senator in the Republican-controlled (yes you read that right, Republican-controlled) New York State Senate.

If fracking begins in New York, much of it will be in the counties Libous represents. He’s been on record mostly supporting fracking in New York State, but there have been the odd statements here and there when he seems to back away from a full-throated endorsement. Paladino says Libous is a RINO (Republican In Name Only) who is manipulating the fracking issue to get more campaign money. Ouch. Tell us what you really think Carl!

NY Rumor Mill: Cuomo to Allow Test Sites for Fracking?!

The anti-drillers are hot and bothered. A fringe anti-drilling group called Toxics Targeting (from where else, Ithaca, NY) held a small rally in Binghamton yesterday. They enlisted the support of the Binghamton Mayor Matt Ryan to their cause. And this week’s cause? Send a letter to Gov. Andrew Cuomo asking him to ban fracking, but especially to drop any plans to allow the drilling of “demonstration wells” in Broome, Tioga and Chemung counties.

City of Binghamton Gets Sued Over Fracking Ban

Binghamton Mayor Matt Ryan’s folly, a symbolic ban on hydraulic fracturing within the city, has now come back to bite him in the rear end. His folly will cost Binghamton City taxpayers a lot of money as the city has now been sued over their illegal ban, passed at the eleventh hour last December before Ryan was about to lose a majority of support from the Binghamton City Council in January (voters tossing out some of the all-Democrat council members in the last election).

The Binghamton law firm Hinman, Howard & Kattell filed a lawsuit on Wednesday in state Supreme Court on behalf of five plaintiffs to overturn the Binghamton ban.

NY Town Votes NOT to Ban Drilling (!)

In a somewhat unique turnabout, some townships in New York State are voting to not adopt a gas drilling ban, preferring to let the state complete it’s now four-year-long review process before making any decisions about drilling. One of those towns is Colesville:

Cornell Veterinarians Say Fracking Poisons Animals & People

Another day, another attempt by the anti-drilling left to scare people. Honestly, when will the general public wake up to these pathetic attempts to stop drilling?

The latest attempt is from two Cornell professors—from the veterinary department—who came to Endicott, NY to warn people that fracking will poison their cows and horses and chickens and dogs and cats, oh my! (Perhaps the good profs should make a trip to PA, just across the border, where fracking is everywhere and the animals are just fine.)

Williams & Cabot Partner on New 120-Mile PA to NY Pipeline

Williams Partners and Cabot Oil & Gas are working on a new 120-mile natural gas pipeline, dubbed the Constitution Pipeline, that will stretch from Susquehanna County, PA through Broome County, NY, and on through Chenango County, Delaware County, and terminate in Schoharie County, connecting to the Iroquois Gas Transmission pipeline and the Tennessee Gas pipeline (see the map embedded below).

Binghamton Fracking Ban Heading to Court

Last December, at the eleventh hour shortly before Binghamton Mayor Matt Ryan knew he would lose his all-Democrat city council and hence an opportunity to stick it to the drilling industry, Ryan forced through a vote on a measure to ban fracking within the city limits for a period of two years (see this MDN story). There’s just one problem with the ban as enacted—it isn’t legal, at least according to attorneys Robert Wedlake and Kenneth Kamlet, who have sent a letter to the city demanding they either follow the law or they’re going to court.

Packed House for First-Ever NY NatGas Career Expo

Jobs in the shale gas industry was the focus of the first ever Natural Gas Career and Education Expo held at Broome Community College in Binghamton, NY yesterday. MDN editor Jim Willis attended.

Upon arriving, there was a line of 50 or more people waiting to get in to a packed exhibition area with more than 40 vendors, most of whom were looking for people to fill open positions. Exhibitors ranged from large oil and gas companies like Williams, Cabot Oil & Gas and Chesapeake Energy, to environmental consulting firms, equipment dealers and educational programs. Much of the time between 3 and 7 pm the exhibit area was packed, elbow to elbow, with job seekers. Early estimates MDN heard were that more than ~~400~~ 2,300 people attended the four hour event (see this article by the Press & Sun-Bulletin).

NY’s First NatGas Career Expo Today in Binghamton

If you live anywhere near the Binghamton, NY area, you might want to swing by Broome Community College this afternoon (April 11) between 3-7 pm. The Joint Landowners Coalition of New York together with Broome-Tioga Workforce NY is sponsoring the “Natural Gas Career and Education Expo” – reported to be the first such shale gas career expo in New York State. Over 40 vendors will have booths at the expo. (MDN was at first offered a booth, then the offer was retracted. We’re disappointed, but will still be attending to cover the event.)

There’s a full agenda of seminar sessions—see the agenda and list of vendors lucky enough to get a booth (embedded below). The event will be a great opportunity for those interested in jobs in the shale gas industry to gather and find out more. And yes, there are many New York residents in Broome County and surrounding areas who are landing jobs in the the drilling industry—because of the drilling that’s happening just across the border in Susquehanna County, PA and other northeastern PA counties. Judge Orders Arbitration in Chesapeake ‘Force Majeure’ Case

U.S. District Judge David N. Hurd ordered that a lease dispute case between a group of landowners in Broome and Tioga counties (New York) and Chesapeake Energy will go to arbitration for about 150 of the landowners. That’s not-so-good news for those landowners who want to keep the case in federal court. But he also ruled a second case with 32 landowners can go forward in federal court because those leases did not contain an arbitration clause. That’s good news for those landowners, and may end up being good news for those in arbitration. A copy of the judge’s order is embedded below.

Is NYS State Senator Tom Libous Reversing Course on Drilling?

Are the political winds shifting in New York State among the politicians that have been staunch supporters of gas drilling? There’s perhaps no stronger supporter among elected politicians in Albany than Tom Libous, a powerful state senator from Binghamton. Sen. Libous is the deputy majority leader of the NYS Senate and a member of the DEC’s Hydraulic Fracturing Advisory Panel (see this MDN story).

So when MDN spotted this quote by Sen. Libous in the New York Times in a story about how the review and approval process for fracking in the state is slowing down, it gives us great pause:

Binghamton Mayor Ryan Working Hard on City’s Top Priority

Binghamton, NY’s anti-drilling mayor, Matt Ryan, is hard at work on the city’s top priority. There’s the mundane “usual stuff” a mayor does. Broome County, NY Landowners Get Big Payment from Talisman

New York landowners in Broome County will receive millions in lease payments this month from Talisman Energy—$5000 per acre (they’ve already received $500 per acre). The landowners belong to the Friendsville Group, a landowner coalition that signed a deal with Talisman in 2009. Most of the Friendsville Group members are landowners just over the border in Pennsylvania, who already received their full $5,500 per acre payments two years ago. The New York members had to wait—either until permits were granted, or January 2012.

Expert Says Binghamton Fracking Ban is “Legally Dubious”

Robert Alt, a Fellow in Legal and International Affairs at The John M. Ashbrook Center for Public Affairs at Ashland University (Ohio) has written an op-ed article in the Binghamton Press & Sun-Bulletin on the topic of “legally dubious” moratoriums like the one recently passed by the City of Binghamton. Given that according to forthcoming new drilling regulations from the state Department of Environmental Conservation there would be no drilling in Binghamton anyway, Alt asks the question, just what “message” did City Council send?

The Real Story Behind Binghamton’s Fracking Ban

MDN recently covered the vote to enact a two-year moratorium on hydraulic fracturing in the City of Binghamton (see MDN stories here). It took some time, but we finally received a copy of the actual legislation that was enacted. The legislation is embedded below, along with all of the associated paperwork that goes with it.

Tom Shepstone, head of Energy in Depth’s Northeast Marcellus Initiative, was also at the Binghamton City Council public hearing and the vote that followed. Binghamton Fracking Ban Will Stay; The Real Impact

It now looks as though the fracking ban in Binghamton, NY will stay in place for the next two years. Binghamton City Council voted to pass the legislation Wednesday night (see MDN’s coverage here). Yesterday, Binghamton Mayor Matt Ryan signed the legislation into law. Interviews with several of the incoming new Council members, including Republicans, show there is no appetite to attempt a repeal of the new law.
