8 New Shale Well Permits Reported for PA-OH-WV Aug 3 – 9

The Marcellus/Utica region received 8 new drilling permits last week, August 3 – 9, down 7 from two weeks ago. Pitiful. (Cue Linda Ronstadt’s “Poor, Poor, Pitiful Me“) It’s actually a little worse than that. Two weeks ago, the Ohio Department of Natural Resources didn’t issue a report. One of the Ohio permits from last week is actually from two weeks ago. Pennsylvania only issued 2 new permits, Ohio issued 6 (5 new + 1 tardy), and West Virginia was a big, fat goose egg. The Marcellus/Utica region received (as near as we can tell) 15 new drilling permits last week, July 27 – August 2, down 4 from two weeks ago. The reason for our hesitation is that the Ohio Department of Natural Resources didn’t issue a report for last week. They sometimes are tardy in their report filing, catching it up in the next week’s report. The drillers who received new permits included: Seneca Resources (6), Expand Energy (6), JKLM Energy (2), and Jay-Bee Oil & Gas (1). Last week, Pennsylvania issued 23 new permits (after issuing just 1 two weeks ago). Ohio issued 2 new permits. And, West Virginia issued 1 new permit. The Marcellus/Utica region received 31 new drilling permits last week, June 15 – 21, up from the pathetic 2 permits issued two weeks ago. However, not all 31 permits reported last week were issued last week. Ohio, which is increasingly tardy in updating its public reports, included permits in last week’s report that should have been in the previous week’s. Last week, Pennsylvania issued 18 permits. Ohio issued 9 new permits, all of which should have been reported two weeks ago. West Virginia issued 4 new permits last week. We purposely waited to release the permit numbers, intending to do so last Thursday, ahead of taking off on Friday. But we waited because we thought perhaps more permits would be added to the various state databases on Thursday or Friday (or maybe even Saturday). But no. The only permits we can find for the week of June 9 – 14 are two Pennsylvania permits, both in Butler County. Ohio’s ODNR has issued no new permits for two weeks in a row (are they lazy, or were there really no new permits issued?). West Virginia issued no new permits after issuing just one the prior week. Last week was a disappointing week for new permits issued to drill shale wells in the Marcellus/Utica. The M-U region received just 8 new drilling permits from June 1 – 7, down from 30 permits issued two weeks ago. The main reason for the disappointing low number is that the Ohio Department of Natural Resources (ODNR) reported no new permits issued, which it sometimes does (and then “catches up” in the following week). The Marcellus/Utica region received 30 new drilling permits last week, May 25 – 31, up from 15 permits issued two weeks ago. However, not all 30 permits reported last week were issued last week. Ohio, which is occasionally tardy in updating its public reports, included permits in last week’s report that should have been included in the previous week’s report. Last week, Pennsylvania issued 8 permits. Ohio issued 17 new permits, of which 9 were from last week, and 8 were from the week before but not reported until last week.
