A nice bump up in permit numbers last week, mainly due to Pennsylvania. The Marcellus/Utica region received a combined 27 permits last week, Jan. 12 – 18. Pennsylvania issued 21 new permits, Ohio issued 5, and West Virginia issued just 1. 21 New Shale Well Permits Issued for PA-OH-WV Jan 5 – 11

A return to normalcy last week for permits issued to drill new shale wells in the Marcellus/Utica. Two weeks ago, we reported that just one new permit was issued (see M-U Issues Just One New Permit Last Week, Dec 29 – Jan 4). As promised, we double-checked to be sure there wasn’t a lag in posting permits by the various environmental agencies. There were no new permits (except the one) for two weeks ago. As for last week, Jan. 5 – 11, Pennsylvania issued 12 new permits, Ohio issued 2, and West Virginia issued 7. M-U Issues Just One New Permit Last Week, Dec 29 – Jan 4

It hardly seems worthy of a post to update you on new permits to drill in the Marcellus/Utica when just one permit was issued. We suppose there may be a lag at the various environmental agencies that issue permits, but maybe not. The sole permit issued last week was in Washington County, PA, to Rice Drilling (aka EQT). The details of that well are in the report below. We will re-run our permit search next week to see if any additional permits appear for last week, Dec. 29 through Jan. 4. The combined number of new permits issued to drill shale wells across the Marcellus/Utica region was 26 for the week of Dec. 22 – 28, more than double the 12 issued two weeks ago. Pennsylvania issued 15 new permits, Ohio issued 6, and West Virginia issued 5. Among the companies receiving new permits were Antero, EOG, EQT, Hilcorp, INR, and Range Resources. Volatility is the watchword for new permits in the Marcellus/Utica. Three weeks ago, the combined count between Pennsylvania, Ohio, and West Virginia was a measly 8 new permits (see 8 New Shale Well Permits Issued for PA-OH-WV Nov 24 – 30). Two weeks ago, the number soared to the highest we’ve seen for a single week in a long time, maybe ever, at 60 new permits (see 60 New Shale Well Permits Issued for PA-OH-WV Dec 1 – 7). Last week? 60 New Shale Well Permits Issued for PA-OH-WV Dec 1 – 7

After a pathetic showing two weeks ago (just 8 permits), last week was a barnstormer—the most permits we’ve seen issued in a single week since we’ve been chronicling permits here on MDN. But, there’s a catch. Last week’s report for the combined three states shows 60 (!) permits issued, with 22 going to Pennsylvania, 24 to Ohio, and 14 to West Virginia. However, Ohio’s numbers are inflated because the Ohio Department of Natural Resources (ODNR) reported numbers last week that stretch back three weeks in time. You may recall Ohio didn’t issue permits for two weeks in a row. They actually issued permits but didn’t report them. So, this report includes 6 permits for the two missing weeks. Still, removing six from the total means 54 permits were issued last week, which remains a record high. Could the spike in the spot price for natural gas in the M-U be the reason? 8 New Shale Well Permits Issued for PA-OH-WV Nov 24 – 30

The number of new permits issued in the Marcellus/Utica from November 24 – 30 was a paltry 8, down from 23 issued the prior week. We typically issue these weekly permit updates on Fridays, but last Friday, the PA DEP website, where we extract information, threw an error, so we delayed until today. This morning the PA DEP site shows only a single permit was issued during that period, so we don’t know whether there are still data problems. For now, we’re going with the information as it is (and will recheck it later this week). So, given that proviso, Pennsylvania issued 1 new permit, down 22 from the prior week. Ohio got skunked, issuing no new permits for the second week in a row. Hey ODNR, wake up! West Virginia issued 7 new permits, down from issuing 10 permits the prior week. The number of new permits issued in the Marcellus/Utica from November 17 – 23 was 23, down from 31 issued the prior week. Pennsylvania issued 13 new permits, down 1 from the prior week. Ohio got skunked, issuing no new permits. Must be the ODNR staffers went on vacation early for Thanksgiving. Back into the 30s! The number of new permits issued in the Marcellus/Utica last week was 31, after being 24 the week before. Over the past five weeks (including last week), the number of new permits issued has been 37, 39, 37, 24, and 31, respectively. Not bad at all. Pennsylvania issued 14 new permits last week, down from 16 the prior week. Ohio issued 5 new permits, down from 6 the prior week. You knew the number of new permits issued in the M-U would come back down to earth sooner or later. Last week it happened. After three consecutive weeks with numbers of 37, 39, and 37, the number of new permits issued fell to 24 last week. Still respectable, but not in the coveted 30s. Pennsylvania issued 16 new permits last week, up from 13 the prior week. Ohio issued 6 new permits, down from 8 the prior week. We continue to be delighted with the number of new permits issued to drill shale wells in the Marcellus/Utica. Three weeks ago, that number soared to 37. Two weeks ago, it increased to 39. And last week the number remained high, down just two, back to 37 once again. Wow! We haven’t seen a sustained trend of high permit numbers like this in many moons. Pennsylvania issued 13 new permits last week, down from 23 the prior week. Ohio issued 8 new permits, down from 11 the prior week. After the high number of new permits issued two weeks ago, we thought last week the new permit number would sink (fast) for sure. But no! For the week of October 20 – 26, the number of permits issued to drill new wells in the Marcellus/Utica *increased* from the previous week. There were 39 new permits issued across the three M-U states last week, up from the 37 issued two weeks ago. Pennsylvania issued 23 new permits last week, up from 19 the previous week. Ohio issued 11 permits, a slight decrease from 13 two weeks ago. And West Virginia issued 5 new permits, the same number as two weeks ago. Just, wow! For the week of October 13 – 19, the number of permits issued to drill new wells in the Marcellus/Utica increased significantly from the previous week. There were 37 new permits issued across the three M-U states last week, up dramatically from the 7 issued two weeks ago. We can’t remember the last time we saw 37 (or more) permits issued. It’s been a looong time (months, at least). Pennsylvania issued 19 new permits. Ohio issued 13 permits. And West Virginia, which had been skunked with no new permits for three consecutive weeks, finally woke up last week (it’s woke!), issuing 5 new permits. For the week of October 6 – 12, the number of permits issued to drill new wells in the Marcellus/Utica dropped significantly from the previous week. There were only seven new permits issued across the three M-U states last week, down from 32 issued two weeks ago. The bottom fell out of the new permits issued. For the week of September 29 to October 5, the number of permits issued to drill new wells in the Marcellus/Utica increased from the previous week. There were 32 new permits issued across the three M-U states last week, up five from 27 issued two weeks ago. Last week, Pennsylvania issued 27 drilling permits across six counties—the highest weekly total the state has recorded in months, possibly even over a year. Ohio issued five permits in two counties.
