Coal Supporters Try to Stop Moundsville, WV NatGas Electric Plant

It’s been a while since we’ve checked in on the proposed 549 megawatt, $615 million electrical generating plant to be built near Moundsville (Marshall County), WV. At last check almost a year ago, Moundsville Power was on schedule for an opening in 2018 (see Moundsville (WV) Electric Plant on Schedule for 2018 Opening). At that time project developer Andrew Dorn said he expected the project to break ground in early 2016. That didn’t happen. What’s the holdup? A group supporting coal-fired electric generation called Ohio Valley Jobs Alliance filed an objection to the West Virginia Air Quality Board’s permit issued for the project. Coal plants are dying almost daily, thanks to President Obama’s war on coal. People who support those dying plants are waging war on natural gas in a desperate attempt to stem the inevitable. Gastar Leaving the Marcellus/Utica “on or before” April 8th

As MDN previously told you, Gastar Exploration has found a buyer for its Marcellus/Utica wells and leased acreage located mainly in Marshall and Wetzel counties in West Virginia–for $80 million (see Gastar Leaving Marcellus/Utica, Sells Assets to Tug Hill for $80M). Williams Pays EPA $14K Penalty for WV Condensate Pipeline Accident

In April 2015 a 4-inch condensate pipeline owned and operated by Williams ruptured in Marshall County, WV following torrential rains and landslides (see 2 Williams Pipelines Rupture in Marshall County After Heavy Rains). Ten days following the break Williams still hadn’t located the rupture which spilled 132 barrels of condensate into Little Grave Creek, a tributary flowing into the Ohio River (see Williams Still Can’t Find Leak in 4-inch WV Condensate Pipeline). Finally, after 15 days, Williams located the break and began repair work to fix it (see Williams Locates WV Condensate Pipeline Leak, Remediation Begins). When you have an accident, it’s costly. Not only will the state take a bite (see WV DEP to Fine Williams for Condensate Pipeline Leak in WV), but the feds want their pound of flesh too. The federal Environmental Protection Agency (EPA) announced last week that a year after the accident they’ve shaken down Williams for $14,440 as a “penalty” for the accident. New Marcellus/Utica Driller Quietly Launches w/$800M Investment

Details are just now coming to light of a new E&P (exploration and production, or drilling) company headquartered in Pittsburgh and focused totally on the Marcellus and Utica region. Until now the company has flown under our radar. The company is American Petroleum Partners (APP)–not to be confused with Aubrey McClendon’s American Energy Partners (AEP)–and is headed by Rice Energy alumnus Varun Mishra, who is the founder and CEO. The big news is that last September Mishra’s new company, founded in 2014, received a major injection of investment capital. Apollo Global Management invested $411 million in APP with the option to double it up to $800 million. MDN has it on very good authority that although APP quietly issued a press release about this last September (see it below), the company has intentionally kept the news quiet. Not any more! Gastar Leaving Marcellus/Utica, Sells Assets to Tug Hill for $80M

Gastar Exploration is throwing in the towel in the Marcellus/Utica. Gastar is selling its Marcellus/Utica assets–mainly located in Marshall and Wetzel counties in West Virginia, to Tug Hill for $80 million. Gastar has seen the light and that light is in becoming a “pure play” company focused solely on the Oklahoma STACK Play. Why sell what they admit are “high-quality”? Because they can’t get enough money for their gas in the northeast–and they can’t get enough money because there aren’t enough pipelines to move the gas to other markets. So they’re throwing in the towel and calling it quits. In addition to the sad news that they’re leaving the Marcellus, Gastar also delivered the bad news that their proved reserves went down 45% in 2015 due to lower commodity prices…

With Marcellus and Utica Shale drilling comes truck traffic–a lot of truck traffic. Which is great if you’re a driver who needs work, or a trucking company who wants to chase the business. But not so great if you live in the area where trucks are jamming up the roadways. Another downside to the truck traffic is the occasional accident. Southwestern Energy Renewing Leases in WV, PA

Tick tock tick tock. Every day that passes brings landowners and drillers closer to the end of an initial five-year lease contract. In October 2014, Southwestern Energy purchased a humongous 413,000 acres of leases from Chesapeake Energy, most of that land in West Virginia (see Chesapeake Sells Close to 25% of Marcellus/Utica Operation). Southwestern paid over $5 billion for the deal. That leased acreage came with an expiration–which is happening now, at least for some (most?) of the acreage. Every lease is different. Some leases allow the driller to pay the same (or a different) renewal payment to keep the lease going for another period of time, typically another five years. The $5 billion question is, what will Southwestern do? Everyone is scaling back right now. Companies just can’t afford to do much drilling. Will Southwestern opt to renew those leases that they paid big bucks for? It seems we have an answer to that question. A WV newspaper is reporting that Southwestern has begun extending leases in Ohio and Marshall counties…

Gastar Deal to Lease Under the Ohio River in WV Falls Apart

Remember the brouhaha over energy companies bidding to drill on land underneath the Ohio River in West Virginia? We told you about one such lease–Gastar won a bid on a 232-acre tract underlying the river at the border of Marshall and Wetzel counties. They paid $3,500 per acre as a signing bonus and 20% royalties in their winning bid (see Gastar Wins Lease to Drill Under Ohio River in WV). There were just a few minor details to settle before the deal closed. Guess what? Gastar never closed the deal. Since October 2014 the price of natural gas has crashed, making it uneconomical to drill in many (most?) locations, and Gastar didn’t want to part with its precious capital–so no deal was never finalized. And now the West Virginia Division of Natural Resources is about to call the deal dead and shop it again. Problem is, it’s now a buyer’s market for leases, not a seller’s market as it was in October 2014. WV won’t get anywhere near the same terms this time around, of that we’re sure…

WV Hare Krishnas “Purify” Gas Money to Benefit Commune

Outside of Moundsville (Marshall County), WV is a Hare Krishna community called New Vrindaban. Hare Krishna is an offshoot of Hinduism. According to Wikipedia, “International Society for Krishna Consciousness (ISKCON) was formed to spread the practice of bhakti yoga, in which those involved (bhaktas) dedicate their thoughts and actions towards pleasing the Supreme Lord, Krishna.” We’re not here to make fun of any particular religion, but believe it or not, there is a tie-in between Hare Krishna in New Vrindaban and the Marcellus Shale. The community there (a commune, actually) used to have the opinion (still does) that “gas drilling is exploitative, that it is unsustainable and ‘contributes to the culture of death and toxicity.’ Somehow signing bonuses and royalties helped them to see past their disdain. The Krishnas in Moundsville used to use horse and buggies to get around. Those days are long gone and fossil fuel-powered cars are here to stay. The Krishnas in New Vrindaban signed leases, a couple of times, over the past few years and they haven’t looked back. They like the money that “toxic” gas has brought to the commune…

New Pipeline Threading/Inspection Facility Opening Near Wheeling

Yes, new businesses do start up to serve the Marcellus/Utica industry–even in this down cycle. And they’re successful. The latest example comes from the Wheeling, WV area where a new state-of-the-art facility is starting up in Benwood to “inspect and place threading on pipe used to carry natural gas.” JLE Industries, based in Dunbar, PA, is investing $6 million to convert the former Wheeling-Pittsburgh Steel facility into a facility opening in January that will, when fully operational, employ 45 people…

Unimin Energy Expands Frac Sand Terminal in Benwood, WV

A Texas-based company, Unimin Energy Solutions, has 11 frac sand terminals throughout the Marcellus/Utica region (see the map). The most recent terminal they opened was this past June in Jerry Run, WV (see Unimin Energy Opens 11th Marcellus/Utica Frac Sand Terminal). Another of those 11 sites is in Benwood (Marshall County), WV. Last week Unimin held a grand opening of its 2nd unit train capable terminal at Benwood. The Benwood terminal now has almost 20,000 tons of silo storage capacity and can load up to 55 frac sand trucks per hour. Noble Energy 3Q15: Marcellus Prod. Up 50%, 1st Utica Well Drilled

Noble Energy is a global driller involved in a number of shale plays in the U.S. including the DJ Basin, Eagle Ford Shale, Delaware Basin and Marcellus Shale. Noble idled the last remaining drilling rig they were operating in the Marcellus in September (see Noble Energy to Idle Remaining Marcellus Rig Next Month). Even so, they had a banner third quarter in the Marcellus. Noble issued their third quarter update yesterday and although the section on their Marcellus operations is brief (read it all below), it packs a punch. Even with reducing rigs to zero, Noble completed and brought online their first Utica Shale well (in Marshall County, WV). Noble’s production volumes in the Marcellus in 3Q15 rocketed to 493 million cubic feet of natural gas equivalent per day (MMcfe/d), more than a 50% increase over 3Q14 numbers. Marshall County Commissioner Still Opposes $615M Electric Plant

In August 2014 the Marshall County, WV board of commissioners (a 3-person board) voted to approve a plan to build a Marcellus Shale-powered electric plant in the county (see Marshall County Votes to Accept Gas-Powered Electric Plant). The vote was a bit complicated. In a nutshell, Moundsville Power, a company owned by developers from Buffalo, NY, proposed a deal to the county. They want to build a 549-megawatt plant costing $615 million. But if Moundsville owns the plant, it’s subjected to high property taxes. Moundsville proposed selling the plant to the county but running it for them. In essence the county will own the plant on paper. Because it’s county owned, no property taxes! However, Moundsville would make rental payments to the county–or payments in lieu of taxes (PILOT). The payments would not be as much as if it were taxed–about $13 million less over 30 years. But the county still gets $31 million over those 30 years–and $31M is a whole lot better than $0. Moundsville would not have built the plant at all if not for the PILOT arrangement. One of the three commissioners, Bob Miller, voted against the plan. Now he’s trying to convince the state legislature to overturn the PILOT plan, although he says he still wants the deal with Moundsville to go forward…

Gastar Puts All Marcellus/Utica Assets (Leases/Wells) Up for Sale

What a difference a few months, or even a week, can make. In August, Gastar Exploration, which owns roughly 60,000 acres of leases in the Marcellus/Utica mostly in Marshall and Wetzel counties in West Virginia, was talking up their drilling program in the northeast (see Earnings Call Reveals More Details on Gastar’s Marcellus/Utica Plans). Just last week we reported on Gastar CEO Russ Porter’s talk at OGIS in San Francisco about the Marcellus/Utica and what’s ahead for his company (see Gastar CEO Porter Talks about Marcellus/Utica at San Fran Conf). Lately it seems like Gastar, which also drills in the Mid-Continent region of the country, has been giving a little more love to Mid-Continent area because gas prices in the northeast remain stubbornly low. Looks like the Mid-Continent is about to get all of Gastar’s love. Wheeling Area 5th Fastest Growing Economy in US – Thanks to Shale

Hey anti-drillers who like to lie about the benefits of fracking: Tell us again how there’s no positive economic impact from the shale industry. It’s all just smoke and mirrors and the only ones who make money are Big Oil & Gas. Tell us how the jobs are “temporary” and the money from the industry illusory. Then we’ll tell you about the Wheeling Metropolitan Statistical Area, comprised of Belmont County, OH along with Marshall and Ohio counties in WV. The Wheeling MSA’s gross domestic product grew by 9.5% from 2013 to 2014, according to data provided by the U.S. Department of Commerce. That’s the fifth fastest growing MSA in the country–out of 381 MSAs. Oh, and the reason it’s growing so fast? Yep–the Marcellus and Utica Shale boom happening in the region…
