Carroll County Anti-Drillers Eager to Help with Air Quality Study

The anti-drilling group Carroll Concerned Citizens (Carroll County, OH) is only too eager to help out with a new air quality study that will be conducted by the University of Cincinnati (UC) and Oregon State University’s (OSU) College of Medicine in Carroll County. Perhaps a little too eager. Using a grant from the National Institutes of Health, the two universities are teaming up to place passive air quality sampling equipment on properties close to active or recently-completed shale drilling operations. Carroll Concerned Citizens (CCC) is one of the local “partners” that’s “assisting” in the study. Err, yeah. Please tell the CCC volunteers this is a scientific study, K? And tell them to keep their cigarettes at home when they’re out and around checking the air sampling equipment, K?

Iron Eagle Frack Wastewater Plant in Carroll County Goes Online

A month ago MDN told you about a new frack wastewater recycling plant about to start operation in Carroll County, OH (see New Frack Wastewater Recycling Plant Opens in Carroll County, OH). We’re happy to report the plant is now up and running–even though OH has yet to approve new regulations that oversee such operations.

Question: How can Iron Eagle Enterprises build and open the plant without fear it may be shut down again after the new regs are in place? New Frack Wastewater Recycling Plant Opens in Carroll County, OH

A new frack wastewater recycling facility is about to open in Sherrodsville (Carroll County), Ohio. The new plant was built by Rettew Flowback (of North Canton, OH) and is owned and will be operated by Iron Eagle, a Youngstown-based company that rents equipment to oil and gas drillers. The new plant will employ 50 people and is set to open it’s doors “by Dec. 1” according to an Iron Eagle spokesperson. It will have the capacity to process up to 588,000 gallons of water per day.

UC Study: OH Utica’s Most Drilled County – No Water Contamination

Results from a new scientific study of drinking water in the most drilled Utica Shale county in Ohio, Carroll County, were released last week at a meeting of Carroll Concerned Citizens (anti-drilling group). And what, pray tell, did the study, conducted by researchers at the University of Cincinnati find? “You have very good quality water. There’s no evidence of problems from drilling.”

Whoops, that story line won’t play well in the mainstream media! We thought that (like Mary and her little lamb) everywhere that drilling went, water problems were sure to follow. What happened to that nursery rhyme thinking? That’s right–it’s a fiction that’s debunked by study after study after study. The UC study is just one more in a long line that proves shale drilling doesn’t contaminate drinking water supplies…

OH Utica Drilling Shifting from North to South, Gradually

Although the Ohio Utica Shale is still in its relative infancy (very early days yet) when it comes to figuring out where the best places to drill are located, the “sweet spot” is ever-so-gradually taking shape. Early on Chesapeake Energy guessed it was in the northern counties of eastern Ohio–particularly in Carroll and Columbiana counties. But in December 2012 they admitted they got it wrong (see Chesapeake Admits Misjudging Ohio Utica Sweet Spot). Gulfport seems to have dialed in on one of the more productive locations in the Utica–in Belmont and Harrison counties (see Gulfport’s New Record-Breaking Well in Belmont Cnty – 30.3 Mmcf/d).

In fact, Belmont County now has 50 permits to drill. That may seem small compared to 339 permits in Carroll County, but as we said, ever-so-gradually the focus on drilling seems to be shifting south in Ohio. An update…

OH Utica Shale Gives Rise to Crop of New Hotels

It seems as if new hotels are springing up all over the Utica Shale in eastern Ohio. The latest announcement: A New York City asset management firm says they’ll spend $5.2 million to build an 83-room hotel in…Carrollton, OH. Where? Exactly. Carrollton isn’t even a city–it’s a village, population 3,200, and it’s in Carroll County–in the middle of nowhere. But Carrollton also happens to be in the middle of one of the hot spots of the Utica Shale. And this hotel isn’t the only new hotel going up in Carrollton! A second hotel is already under construction in Carrollton–for $13.3 million (100 rooms).

Aubrey Leases More Land for Drilling — in the Northern Utica!

The puzzle pieces continue to fall into place with respect to the deals being done by former Chesapeake Energy CEO Aubrey McClendon in the Utica Shale. Last week MDN told you about a joint venture between McClendon’s new company, American Energy, and Red Hill Development, to lease land for drilling in southeastern Ohio–counties like Guernsey and Harrison (see McClendon’s Utica Company Does JV with OH Driller, Drilling Soon). We now know about a second joint venture–this one with Great River Energy–a new production company formed through a partnership between McClendon’s American Energy and Texas firm Orange Energy Consultants.

The surprise about this new jv? They’re leasing land in Columbiana and Carroll counties, north of what is thought to be the “sweet spot” in the Utica wet gas area. Looks like Aubrey just can’t stay away from the northern Utica!…

Carroll County, OH Transformed by Utica Shale Drilling

What’s it like when drilling comes to town? Who better to tell us than someone from “the epicenter” of drilling in eastern Ohio? Amy Rutledge is director of the Carroll County Chamber of Commerce. She spoke this week at an energy summit in Columbus sponsored by America’s Natural Gas Alliance.

Startling fact #1: According to Rutledge, Carroll County has fewer than 30,000 people living it–but when drilling came to town, 200 property owners in Carroll became instant millionaires from the bonus checks they received. Startling fact #2: Drillers have (so far) paid over $40 million to rebuild Carroll County’s roadways–that’s 80 years worth of road work completed in two years for a county with an annual budget of just $500,000 allocated for roads…

Sierra Buckeye Responds: We Didn’t Default on Carroll County Lease

Last week MDN told you about a kerfuffle in Ohio between Carroll County commissioners and Sierra Buckeye, a driller with whom the county signed a lease in July 2012 for 481 acres of county-owned land (see Carroll County, OH Says Sierra Buckeye in Default on Utica Lease). The county says Sierra was supposed to drill by a certain deadline and did not do so, throwing the lease agreement “in default” and implying Sierra is subject to make extra penalty payments under the lease terms.

Sierra Buckeye contacted MDN to tell their side of the story. They claim that yes, they did ask for an extension of the lease terms until Nov. 1 of this year, but that Carroll County commissioners went silent and did not respond to multiple requests, and that no, they are not in default and don’t owe a penny more. In fact, they have canceled (or “released”) the lease per Carroll County’s request–transmitting the release last week. What miffs Sierra Buckeye is that they had to learn about the commissioners’ intentions by reading about it in the newspaper…

OH Town Votes to Give Up 1/4 Royalties for Cash Payment Now

Should a municipality that’s leased village-owned land to a shale driller (in this case in Ohio’s Utica Shale) sell some of their future potential royalties for cash now in order to buy a firetruck? It’s not a hypothetical question. Carrollton, OH council members voted this week to do just that. Selling future earnings is nothing new: It happens with lottery winners. They win a lottery with a payout over the next 20-30 years but want (or need) the money now. So they sell their future payments to a third party for a discounted amount of cash now.

It’s one thing for an individual to do it, but quite another (in our opinion) for a municipality to do it…

Carroll County, OH Says Sierra Buckeye in Default on Utica Lease

In May 2012 Houston-based driller Sierra Buckeye signed a deal with the Muskingum Watershed Conservancy District (in Ohio) to lease 185 acres of District-controlled land for $4,500 per acre plus 20% royalties on all gas produced–really good terms. In October 2012 Sierra Buckeye signed a deal with Carroll County, OH to lease 481 acres of county-owned land for the same terms, receiving a check for over $2 million as the signing bonus. However, built into the Carroll County lease deal are penalties if Sierra Buckeye does not begin drilling by certain deadlines.

The initial deadline came and went and the county extended it. The second deadline is now past and Sierra Buckeye is asking for a third deadline (November). The county has had enough and has told Sierra Buckeye the lease contract is now in default…

New NatGas Powered Electric Plant Coming to Carroll County, OH

Carroll County Energy in Carroll County, OH–a subsidiary of Advanced Power Services–announced Monday they plan to spend $800 million to build a new 700-megawatt natural gas electric generating plant in the county. The new plant will create 500 temporary construction jobs and 25-30 permanent jobs when completed. It will supply electricity to 700,000 homes by using low-cost Utica (and Marcellus) Shale gas to generate electricity–made necessary because some 5,800 megawatts of coal-fired plants are due to retire in Ohio by end of 2015. M3 to Build Heliports at OH Processing Plants “Just in Case”

Utica East Ohio Midstream–a joint venture between M3 Midstream, Access Midstream and EV Energy Partners–is in the process of building three natural gas processing plants in eastern Ohio. Two of the plants–Leesville (in Carroll County) and Kensington (in Columbiana County) will be cryogenic plants used to separate natural gas liquids from methane. MDN recently told you about delays in building the Kensignton plant (see M3 Midstream’s Kensington, OH NGL Plant Launch Date Slips). The third facility, located in Scio (Harrison County), will be a fractionation plant used to further separate NGLs from Kensington and Leesville into their constituent compounds, like ethane, propane and butane. Both Kensington and Scio are scheduled to go online sometime “this summer” (see Scio fractionation plant scheduled to go online this summer).

This story, however, is not about schedules for the launch of Utica East Ohio’s plants. It is about M3’s plans to build heliports at the Kensington and Scio plants…
