    New Fortress to Reapply for Permits to Build Wyalusing LNG Plant

    NOW we understand why antis have restarted their attacks on the various components of New Fortress Energy’s Wyalusing LNG liquefaction plant–a project that has been dead as a doornail for three years. Yesterday we told you we were somewhat mystified by the actions of antis in the Delaware River Basin in opposing LNG-by-rail transportation and a permit for the seemingly dead project in land-locked Bradford County, PA (see Antis Still Attacking Dead NFE PA-to-NJ LNG Export Plan). And then the penny dropped. Actually, two pennies dropped. One penny (moment of understanding) is that NFE has, in its latest filing with the U.S. Securities and Exchange Commission (SEC), confirmed it plans to apply for updated permits for the Wyalusing LNG plant. Cool! The project lives! The second penny is that the Pipeline and Hazardous Materials Safety Administration (PHMSA) has again failed to suspend an LNG-by-rail rule from the Trump administration era that was supposed to be axed no later than yesterday.

    EIA Mar. DPR: M-U Production Loses Ground, Haynesville Gains

    The Marcellus/Utica lost ground in March versus February production, according to the latest estimates released by the U.S. Energy Information Administration (EIA) in its monthly Drilling Productivity Report (DPR). The latest revised numbers from EIA show that the agency expects that the M-U will produce 34.88 Bcf/d (billion cubic feet per day) of natural gas in March. EIA said in February, the M-U produced 35.02 Bcf/d (see our proprietary chart of EIA data below). EIA predicts the M-U region will add another 75 MMcf/d (million cubic feet per day) of production in April over March–but EIA almost always revises the numbers back down–so we take that prediction with a grain of salt.

    Equitrans & PA DEP Talk About How to Fix Wells in Rager Storage Leak

    Last November, one of the ten natural gas storage wells at the Equitrans Rager Mountain Gas Storage Area in Jackson Township, Cambria County (in Pennsylvania) began to leak. The well ended up leaking roughly 100 million cubic feet per day (MMcf/d) of gas into the atmosphere (see Equitrans Gas Storage Well in Cambria County, PA is Leaking). It took two weeks (14 days) for the leak to get fixed, after it had leaked roughly 1.4 billion cubic feet into the air (see Storage Well Leak Fix in Cambria County Failed, Leaked 1.4 Bcf). Both the state Dept. of Environmental Protection (DEP) and the federal Pipeline and Hazardous Materials Safety Administration (PHMSA) investigated (see Feds Investigate Equitrans Storage Well Leak in Cambria County, PA). Little did we know, but the PA DEP ordered Equitrans to plug several of the 12 wells at the Rager area, and it ordered the company to make certain (expensive) upgrades to the other wells. Equitrans appealed that order. According to the DEP, the two sides are nearing a settlement.

    Court Overturns PUC Decision Allowing PECO NatGas Reliability Stn

    Headquartered in Philadelphia, PECO (a subsidiary of Exelon Corp.) is Pennsylvania’s largest electric and natural gas utility, delivering power to more than 1.6 million electric customers and more than 532,000 natural gas customers in southeastern Pennsylvania. In the autumn of 2020, PECO floated a plan to build a natural gas reliability station in Marple Township (Delaware County, PA) to allow the company to distribute more natural gas into Delaware County through 11.5 miles of new natural gas main lines. The building itself (pictured) is handsome. No one would even know what it is! The PA Public Utility Commission (PUC) granted PECO’s request and (of course) the project was promptly challenged in court. Commonwealth Court, normally conservative and pro-gas, has just ruled against the PUC’s action instructing the state agency to take another look before granting permission to build the reliability station.

    PA DEP Wants to Take Over Regulation of Injection Wells from EPA

    Yesterday at a Pennsylvania Oil and Gas Technical Advisory Board meeting, Kurt Klapkowski, Acting Deputy for Oil and Gas Management (part of the Dept. of Environmental Protection), told board members the DEP is about to file a letter of intent as early as this week to apply for “primacy” to regulate underground injection wells in the state. Currently, the U.S. Environmental Protection Agency (EPA) is the primary regulator of PA injection wells–including oil and gas injection wells. In some states with the necessary structure in place, the EPA delegates its authority to oversee and regulate such wells. PA wants to be one of those states. Me before you.

OOGEEP is rebranding itself as the Ohio Natural Energy Institute. We have to wonder, why are they dropping oil and gas from the name? What does natural energy actually mean?

    Feds Invest Tiny $47M to Reduce Methane Emissions in Oil & Gas

    We find this story kind of funny–and sad. The left and the Bidenistas are panicked over methane leaks. They claim methane leaks into the atmosphere are 70X more potent in causing man-made global warming than plain old carbon dioxide in the atmosphere. It’s all a hoax, but, whatever. Let’s assume it’s a worthy thing to try and reduce the amount of methane leaks coming from oil and gas operations (ignoring, for the moment, the fact there are two other sources of methane leaks much larger than oil and gas–nature itself and agriculture). The Biden administration, which just released a $6.6 TRILLION budget (an incomprehensible number), is going to fund research on how best to detect and stop methane leaks for O&G. Guess how much the Bidenistas will spend on this critical work? (Please don’t laugh…) A grand total of $47 million.
