Trump BLM Restarts O&G Leasing in Ohio’s Wayne National Forest
Did you know that there are federal lands in the Marcellus/Utica? The Wayne National Forest (WNF) is a patchwork of public and private mineral rights that covers over a quarter of a million acres of the Appalachian foothills in southeastern Ohio. For years, the Bureau of Land Management (BLM) blocked new permits and shale drilling in WNF. During the first Trump administration, the BLM began to auction off federal leases and permits (see our stories about BLM auctions in WNF here). However, a federal judge blocked drilling in WNF in 2021, after Biden seized control of the White House (see Federal Judge Blocks Permits to Drill in OH’s Wayne Natl Forest). For the week of Dec 30 – Jan 5, permits issued in the Marcellus/Utica rebounded from holiday lows. There were 30 new permits issued last week, up from just 12 issued the week before. The Keystone State (PA) issued nine new permits, with six going to Range Resources in Allegheny County and three to EQT, split between Lycoming and Washington counties. 
The Ohio Oil and Gas Land Management Commission (OGLMC) approved two bids to drill for oil and gas under (not on) state-owned lands yesterday. Antero Resources was the sole bidder to drill under a Dept. of Transportation (DOT) property in Noble County. Southwestern Energy won its bid to drill under DOT land in Monroe County along the Ohio River. The OGLMC also advanced five other nominations to drill under state-owned properties to the bidding process. Two weeks ago, MDN told you about an odd situation in Ohio. DeepRock Disposal, an injection well company owned by a former member of the Ohio Oil & Gas Commission and current State Senator, Brian Chavez, leaked injected wastewater beyond its permitted boundary of a half mile into a non-functioning conventional well “miles away” (in Noble County) where the water came to the surface (see 
The Cleveland Plain Dealer has the long knives out for Ohio State Senator Brian Chavez (Republican) and Ohio Gov. Mike DeWine (also a Republican). The Plain Dealer is accusing DeWine’s Ohio Department of Natural Resources (ODNR) of corruption in not charging an injection well company owned by Chavez called DeepRock Disposal $1.3 million for cleaning up wastewater that migrated from a DeepRock injection well to a nearby conventional production well in Noble County. Instead, says the Plain Dealer, the ODNR sent the bill to the conventional well operator!
DT Midstream (DTM), headquartered in Detroit, owns major assets in the Marcellus/Utica region and other regions like the Haynesville. DTM issued its fourth quarter 2023 update last Friday. The Marcellus/Utica region (which they call Northeast in the report) received several prominent mentions during a conference call with analysts. Also of note were comments by DT CEO David Slater, who said he’s positioning the company to take advantage of “bolt-on” opportunities in the regions where they operate. Meaning he’s on the lookout for mergers and acquisitions.
According to an article in Ohio Country Journal, interest and activity in eastern Ohio’s oil and gas leasing has been growing in some new areas. Those areas include, says Clif Little, Ohio State University Extension educator in Guernsey County, portions of Guernsey and Noble counties where there hadn’t been interest in the past. Little specializes in, among other things, oil and gas leases.
