    New York Landowner Group Sponsors Letter Writing Campaign to Thank Gov. Cuomo and Commissioner Martens

    The Joint Landowners Coalition of New York (JLCNY) is encouraging landowners in New York State to thank Gov. Andrew Cuomo for his actions in lifting the gas drilling moratorium, and encourage him to keep the process moving along quickly. How? By printing and signing a letter saying just that. The JLCNY has produced a form letter supporters can use (see below).

    MDN heartily endorses the letter and encourages drilling supporters to sign and send it at their earliest opportunity.

    SRBC Seeks Comments on Rule Changes that Govern Shale Gas Drilling, Two Public Hearings Scheduled

    On June 23, 2011, the Susquehanna River Basin Commission (SRBC) approved the release and publication of a Proposed Rulemaking package which, if finally adopted after being subject to public review and comment, would make certain changes to 18 CFR Part 806.

    The purpose of the regulatory amendments set forth in this proposed rulemaking is to make further modifications to the Commission’s project review regulations, most of which relate to the approval of hydrocarbon development projects (ie shale gas drilling). These changes would be made to 18CFR Part 806. An Executive Summary of the proposed rule changes is embedded below.

    A Further Update, and a Correction, on Recent Ohio Lease Deals

    MDN has recently highlighted a few articles about the increase in activity in Eastern Ohio with new leases being signed. MDN is written from the Southern Tier of New York, so Ohio is not normally my beat. From the press accounts, it appeared to me (in fact it was referenced in the original articles) that the leases were related to the Marcellus Shale. But astute MDN reader and Ohio landowner Dan Ellis wrote a friendly note to let me know that I was wrong. Thanks Dan! I don’t want to perpetuate an inaccuracy.

    New Penn State Study: Marcellus Shale Drilling Created $11.2 Billion in Economic Activity & Supported 140K Jobs in PA in 2010

    A new report titled “The Pennsylvania Marcellus Natural Gas Industry: Status, Economic Impact, and Future Potential” was released yesterday by three Penn State University researchers. The report is the third in a series of economic forecasts from the same researchers and outlines the astonishing impact Marcellus Shale drilling has had and continues to have in Pennsylvania—generating $11.2 billion in economic activity in the state in 2010 and supporting nearly 140,000 jobs. The 68-page report was funded by the Marcellus Shale Coalition, an industry group based in PA (a full copy of the report is embedded below).

    The report’s authors predict the Marcellus Shale play will become the nation’s leading supplier of natural gas by 2020, providing one quarter of all natural gas used in the U.S. A summary of the key findings in the report includes:

    Helpful Guide for Marcellus Landowners on Seismic Testing for Natural Gas

    Seismic testing to create a map of underground geology almost always precedes gas drilling. Seismic testing has been, and continues to be, very active in Centre County, PA, appropriately named being located smack in the middle of the state. Seismic testing usually involves large trucks thumping the ground to produce vibrations picked up by computers that use the sound waves to create 2D and 3D maps of what lies beneath. Sometimes helicopters are used, and sometimes holes are drilled and small explosive charges are ignited to create sound waves.

    Marcellus Drilling in Central PA Slowing Down in 2011

    The Centre County (PA) Natural Gas Task Force says that drilling for Marcellus gas in the county has slowed down this year, with only about a quarter of the number of new wells being drilled this year vs. last year. Why? According to the task force, the reasons for the slowdown are low gas prices and lack of pipeline infrastructure.

    Should Broome County, NY Retain Mineral Rights (Including Gas Rights) on Properties Seized for Back Taxes?

    In 2008, Broome County, NY starting retaining the mineral rights of properties it had seized for unpaid taxes and later resold. The policy was implemented before the Marcellus Shale was even thought of in the county. Broome County sits just across the border from Susquehanna County, PA and is squarely in the middle of what some believe to be some of the highest producing parts of the Marcellus Shale, so mineral rights and who owns the gas beneath the land has suddenly become a big deal.

    Some county legislators argue that the county’s original move to retain the mineral rights violates personal property rights. Others want to keep this potential pot of gold in county coffers. A vote on the matter is due this week.

    SRBC Temporarily Suspends Water Withdrawals for Marcellus Drilling at 36 Locations to Protect Stream Levels

    The Susquehanna River Basin Commission, which oversees a huge watershed area that runs from Upstate New York all the way to the Chesapeake Bay in Maryland, is preemptively and temporarily putting water withdrawals for gas drilling on hold in parts of of the watershed because stream levels are dropping from lack of rain.     Civil Disobedience Training Camp at Keuka Lake, NY to Train Young People in How to Oppose Marcellus Drilling

    As MDN has written before, the real, deep-down motivation for those who oppose drilling for natural gas in the Marcellus Shale is not really about chemical contamination of groundwater, noise, roads and the many other (often legitimate) concerns people have with drilling. At it’s core, this is a fight, a battle, about a philosophy. The philosophy driving opposition to drilling says, in essence, that all fossil fuels are bad, and even though natural gas may burn cleaner than coal and oil and produce less carbon, it still must be opposed because it’s not “sustainable” and if natural gas usage increases, it will delay the marvelous future that awaits us all with solar, wind power and other so-called alternative energy sources.

    MDN readers are sometimes skeptical when I point out this philosophical motivation. Need more proof? Take a look at an email just received by MDN from an organization in New York called The Green Umbrella about an upcoming event that will train young people in non-violent civil disobedience so they can attempt to stop Marcellus drilling in New York State. The event page, linked to at the bottom of the email, lists Frack Action and Food & Water Watch as co-sponsors of this civil disobedience training event.

    PA Environmentalist Groups Try to Make a Federal Case Against McKeesport Sewage Treatment Plant over Marcellus Wastewater

    Two activist environmental organizations, Clean Water Action and Three Rivers Waterkeeper, are attempting to make a federal case against the McKeesport (Allegheny County) municipal sewage treatment plant that in the past has accepted hydraulic fracturing wastewater because the plant won’t categorically commit to never accepting fracking wastewater again.     Pittsburgh Councilman Doug Shields Lobbies to Get Drilling Ban Added to City’s Charter

    Pittsburgh, PA enacted an ordinance banning hydraulic fracturing and Marcellus gas drilling some eight months ago. Leading the charge against drilling was city Councilman Doug Shields (Democrat-District 5). Now Mr. Shields is concerned that once he’s gone from office, future city councils may waver in their anti-drilling commitment and may repeal the ban, so he wants to enshrine the ban in the city’s charter:

    FrackTrack Establishes New Well Water Registry for Homeowners in PA

    In March 2011, MDN wrote  a review and recommendation of the then-brand new FrackTrack online mapping service. The service visually shows (on Google Maps) gas well locations throughout Pennsylvania, along with details for each well like the exact name and address of the well, permit information, any known violations, etc. You can read MDN’s original review here.

    The same organization is now hard at work on a new project to catalog privately-owned water wells and springs used as water supplies throughout Pennsylvania. FrackTrack uses data available from the state, but has found many holes and gaps in the data, and so they have launched a new project to encourage home owners to register their wells and springs with the service.
