    Virginia DEQ Approves Dominion’s Chesterfield Peaker Plant Project

    Mixed signals are coming from Virginia’s regulatory agencies regarding a gas-fired project in Chesterfield. In June 2023, Dominion Energy announced plans to build four small “peaker” electric generating plants in Chesterfield County near Richmond (see Dominion Plans to Build 1,000-MW Gas Peaker Plant Near Richmond, VA). The Chesterfield Energy Reliability Center (CERC) calls for building four 250-megawatt gas-fired power plants (1,000 MW total) that can jump into action during the coldest and hottest days of the year to help supply enough electricity for 250,000 homes—to keep the lights on because solar and wind are not up to the task. In November 2025, the State Corporation Commission (SCC) finally approved the project. But three weeks later, the SCC canceled its approval so it could consider a last-minute appeal filed by radical green groups (see Va. SCC Unapproves Dominion’s Chesterfield Gas-Fired Plant). However, a day after the SCC withdrew its approval, the Virginia Department of Environmental Quality (DEQ) gave its approval for the project.     Record Broken in 2025: U.S. First Country to Export 100 MMT of LNG

    In 2025, the United States became the first nation to exceed 100 million metric tons (mmt) of liquefied natural gas (LNG) exports annually, reaching a record 111 mmt. This 24% year-on-year growth, fueled by high terminal utilization and the rapid ramp-up of facilities like Venture Global’s Plaquemines plant, solidified the U.S. as the world’s leading exporter over Qatar. Europe remains the primary market as it shifts away from Russian energy, while shipments to Turkey and Egypt also stayed strong.     Nova Scotia, Canada Does 180, Plans to Frack Shale for Natural Gas

    It’s kind of interesting how things sometimes work out. Mark Carney became the 24th Prime Minister of Canada on March 14, 2025, following the resignation of Justin “man-child” Trudeau in January 2025. Before entering federal politics, Carney served as the UN Special Envoy on Climate Action and Finance. He worked (hard) to try to defund fossil energy companies. But what’s this? The Canadian province of Nova Scotia, which banned fracking in 2014, has reversed course and now wants to open up the province for fracking. Not a peep from Carney against Nova Scotia’s plan to allow fracking. Apparently, Carney has found that actually governing a country is a whole lot different from prancing around at the UN bashing fossil energy.     12 New Shale Well Permits Issued for PA-OH-WV Dec 15 – 21

    The combined number of new permits issued to drill shale wells across the Marcellus/Utica region was 12 for the week of Dec. 15 – 21. Pennsylvania issued 8 new permits, while Ohio issued 4. West Virginia issued no new permits for that period. Among the companies receiving new permits were Seneca Resources, CNX Resources, Gulfport Energy, and EOG Resources.     M-U Rig Count Stays @ 39 for 3rd Week; Nat’l Count Adds 3 @ 545

    The venerable Baker Hughes rig count turned in its weekly report early last week, on Dec. 23 (Tuesday instead of the usual Friday) due to the holiday. The Marcellus/Utica rig count gained 1 rig three weeks ago in the Ohio Utica, bringing the total to 39 rigs. For the past three reports in a row, the M-U has maintained that count—the most rigs it has operated in more than a year. Pennsylvania has held at 18 active rigs for six consecutive weeks. Ohio has operated 14 rigs for three straight weeks (its highest in over a year). And West Virginia maintained 7 rigs, which it has operated since May 30. There were 24 rigs targeting the Marcellus and 15 targeting the Utica. The national count picked up 3 rigs, bringing the total to 545 active rigs. Producing 40,489 barrels of oil in its first quarter, the well significantly outperformed neighboring sites, validating predictions that the Utica play would yield oil as it moves north. Regional leaders and attorneys attribute this success to advanced drilling technologies, specifically improved surfactant chemistry and closer fracturing stages. This production spike in the Wehr well has revitalized local interest in mineral rights and spurred infrastructure investments, such as Vallourec’s $48 million pipe mill expansion, highlighting the region’s growing economic potential.     Trump Pauses 5 Offshore Wind Deals; Connected to Constitution Pipe?

    A big announcement from the Trump Department of the Interior (DOI). Yesterday, the DOI announced an immediate pause on all large-scale offshore wind project leases currently under construction in the United States. There are five such projects along the East Coast, including one off the coast of New York State. The DOI said the decision stems from “national security risks” identified by the Department of War in classified reports, specifically concerning radar interference known as “clutter” caused by massive turbine blades. Trump previously negotiated a deal with NY Governor Kathy Hochul to allow two pipeline projects—the Northeast Supply Enhancement (NESE) project and the Constitution Pipeline—in return for building the offshore Empire Wind 1 project (see White House Claims NY Gov. “Caved” on Pipelines, Hochul Says No). Our immediate thought is to question whether this pullback on the wind project is somehow connected to the pipeline deal.     Ohio Board Approves “Behind the Meter” Power Plant Near Columbus

    Back in February, MDN told you that a company called PowerConneX had pre-applied to build a 120-megawatt natural gas-fired power plant at a 49-acre site in New Albany, Licking County (near Columbus) that will host a data center (see New Power Plant/Data Center Proposed in Columbus, OH Suburb). Instead of connecting to the local grid, the power plant will be “behind the meter”—providing 100% of its power to a local data center. The company filed the full, official application in June, expanding the capacity of the power plant to 216 MW. According to news we’re just hearing about now, the Ohio Power Siting Board (OPSB) approved the expanded application at its Nov. 20 board meeting. Critics argue that this approach violates constitutional principles of fair market valuation, under which taxes should reflect what a willing buyer would pay rather than total development costs.     U.S. House Passes SPEED Act for Speedier Permitting of Pipelines

    On July 25, 2025, House Natural Resources Committee Chairman Bruce Westerman (R-AR) and Rep. Jared Golden (D-ME) introduced the Standardizing Permitting and Expediting Economic Development (SPEED) Act to streamline federal environmental reviews for energy and infrastructure projects, addressing delays blamed for hindering U.S. construction (see Bipartisan SPEED Act for Permitting Reform Introduced in Congress). The bipartisan bill aims to accelerate permitting by limiting the scope of environmental impact reviews to immediate project effects, excluding downstream impacts like carbon emissions from fossil fuel use, and imposing a 150-day deadline for legal challenges.     Auburn U Study Finds Hydrogen is WORSE Than CO2 for Global Warming

    A big, fat, red flag has just been waved by researchers at Auburn University and Stanford University regarding the future of hydrogen as a nirvana energy source. A new study published in the esteemed scientific journal Nature suggests that embracing a “hydrogen economy” will require a deeper scientific understanding of the global hydrogen cycle to support a climate-safe, sustainable hydrogen economy. Unlike greenhouse gases, including carbon dioxide (CO2) and methane (CH4), hydrogen itself does not trap heat in Earth’s atmosphere. Through interactions with other gases, however, hydrogen indirectly heats the atmosphere roughly 11 times faster than carbon dioxide during the first 100 years after release, and approximately 37 times faster during the first 20 years.     The Marcellus/Utica rig count gained 1 rig two weeks ago in the Ohio Utica. The combined count hit 39 total rigs. Last week, the M-U maintained that count—the most rigs it has operated in more than a year. Pennsylvania has held at 18 active rigs for five consecutive weeks. Ohio picked up 1 rig two weeks ago and now operates 14 rigs. West Virginia maintained its 7 rigs, which it has operated since May 30. There were 24 rigs targeting the Marcellus and 15 targeting the Utica, for a combined 39 rigs in the M-U.     Antero CEO Explains Decision to “Double Down” on West Virginia

    Two weeks ago, MDN brought you the news that Antero Resources, the country’s fifth-largest natural gas producer and largest producer in West Virginia, had cut a deal to buy WV driller and midstreamer HG Energy II for a combined (upstream & midstream) $3.9 billion (see Antero Resources Buys HG Energy II in Deal Worth $3.9 Billion). The deal will add a massive 385,000 net acres to Antero’s existing ~475,000 net core Marcellus acreage position, bringing with it another 850 MMcfe/d in production. The same day we told you that Antero was selling its considerable Ohio Utica assets for $1.2 billion (see NOG & INR Partner to Buy Antero Resources’ Ohio Utica for $1.2B). In an unusual move, Antero CEO Michael Kennedy published a newspaper column to explain the company’s decision to “double down” on WV.
