Odebrecht Moves Forward with WV Cracker Plant Plans

The previously announced ethane cracker plant that is slated to be built near Parkersburg, WV is coming along very nicely, according to Odebrecht spokesman David Peebles. A talk at the West Virginia Chamber of Commerce’s Annual Meeting and Business Summit at The Greenbrier last week, along with conversations with the Parkersburg News and Sentinel, provided some key details about just where the project sits. Once again MDN notices how quickly (and convincingly) the Odebrecht cracker project is progressing after being announced just last fall, as opposed to the ponderous path being taken by Shell with their planned cracker plant, announced 2 1/2 years ago. Neither plant is a done deal, yet. But in light of Odebrecht’s full-speed-ahead attitude and news from last week, it sure seems like the WV cracker is a lot closer to being a done deal than the Shell cracker…

Antero Waits for NE Cracker Plants, Pipeline to Sell Ethane

Antero Resources is a big and getting bigger driller focused on the Marcellus and Utica Shale region. The company now has 493,000 acres leased and projects they could potentially drill wells on up to 5,000 locations across that acreage (see Antero Boasts 5K Potential Drilling Locations in Marcellus/Utica). From the wells already drilled, Antero is now pumping (or close to pumping) 1 billion cubic feet of natural gas per day (see MDN Welcomes Antero Resources to the 1 Bcf/d Club). Since a lot of Antero’s operations are in the “wet gas” area, they also produce a lot of ethane. Right now that ethane is largely considered a “waste product” because they can’t readily sell it. Cracker Race Continues: Odebrecht Files Remediation Application

The race continues to see who will build the first multi-billion dollar ethane cracker plant in the Marcellus/Utica region. Yesterday MDN brought you the news that Shell had filed, back in May, a detailed air pollution application with the PA Dept. of Environmental Protection (DEP) for their proposed cracker plant in Beaver County, PA (see Details for Shell Ethane Cracker Revealed in Air Pollution Application). Although arriving on the scene several years after Shell’s project, Odebrecht announced last November they want to build a cracker plant near Parkersburg, WV (see WV Announces Brazilian Company to Build Ethane Cracker Complex). Details for Shell Ethane Cracker Revealed in Air Pollution Application

We now have a very detailed, inside look at Shell’s proposed ethane cracker plant. In May, Shell filed an Air Quality Plan Approval application with the Pennsylvania Dept. of Environmental Protection. The 715-page document (just now coming to light, full copy embedded below)–mammoth in scope and size–lays out, in detail, just how much air pollution the proposed ethane cracker would produce. As part of that document we gain insight into the technology Shell plans to use at the plant. The application also outlines other potential impacts from the plant, including soil and vegetation. The application concludes that the proposed plant emissions “are not expected to result in adverse effects to soils, crops, or plant species of concerns, within the vicinity of the project site”…

Antero Signs Deal to Export Marcellus/Utica Ethane to Sweden

Borealis AG, an Austrian petrochemical company (majority-owned by International Petroleum Investment Company (IPIC) of Abu Dhabi) announced yesterday that it has signed a deal with Marcellus and Utica Shale powerhouse driller Antero Resources to buy some of Antero’s Utica/Marcellus ethane. The ethane will be pipelined to the Marcus Hook refinery near Philadelphia via the Sunoco Logistics Mariner East Pipeline. That’s if Sunoco can get the Mariner East Pipeline operating, given the current legal entanglements (see Setback for Mariner East NGL Pipe – Judges Say Not Public Utility). From Philly, the ethane will be loaded on container ships and sent to a Borealis ethane cracker plant in Stenungsund, Sweden…

Range Announces Multiple Agreements to Sell Natgas & Ethane

A big, important announcement from Range Resources yesterday to go along with the big, important news that ETP will build a new Marcellus/Utica pipeline (see today’s lead story). Range confirmed ETP’s announcement yesterday that they (Range) will be a customer for the new Rover Pipeline that crosses Ohio and will eventually connect to Canada. In fact, Range says they are the “foundation” shipper on that new pipeline, which is due to be in service October 2017. Range will ship 400,000 million Btus (or 388 million cubic feet) per day on the Rover Pipeline–for 20 years. In addition, Range also announced agreements to sell their Marcellus gas for export via the Cheniere LNG export facility in Sabine Pass and via a second unnamed LNG facility. And the really big news (for MDN)–Range has signed up to become the second source of ethane for the Odebrecht WV cracker plant. They also plan to sell ethane to the Sasol cracker plant planned in Lake Charles, LA…

Attorney Says Sunoco Should Seek FERC Approval for Mariner East

A Pittsburgh attorney, writing in the Pittsburgh Post-Gazette, weighs in on the complex issue of whether or not Sunoco Logistics is a public utility corporation under Pennsylvania’s definition with the right to use eminent domain to force landowners in Washington and Westmoreland counties to allow Sunoco to lay pipeline under their land. The pipeline in question, as we previously wrote about, is the Mariner East ethane pipeline. Sunoco needs to lay 50 miles of pipeline in western PA. Most of the Mariner East pipeline already exists (being repurposed) and stretches from western PA all the way to Philadelphia and the Marcus Hook refinery. Sunoco still needs to build 31 compressor stations along the pipeline’s route as it crosses PA (see More Pushback from PA Residents on Proposed Mariner East Pipeline).

Sunoco is facing a plethora of lawsuits and filings to counter their request to be declared a public utility corporation (not to be confused with being a public utility proper). Pittsburgh attorney William P. Bresnahan II says that Sunoco likely is a public utility based on a definition by the Federal Energy Regulatory Commission (FERC). He hints that if Sunoco plays their cards right–by which he means seeking and getting FERC approval for the Mariner East project–Sunoco will put to rest endless local lawsuits. Marcellus/Utica Ethane Exports on the Way – from the Gulf Coast!

Enterprise Products Partners, builder of the ATEX (Appalachia-to-Texas Express) ethane pipeline from Washington County, PA through Ohio and all the way to the Gulf Coast, has just announced what they plan to do with some of the ethane they’re sending to the Gulf Coast. Yes, right now it’s being sold to cracker plants along the Gulf Coast for processing into ethylene (used to make plastics), but Enterprise has just announced they will build an ethane export facility and send some of that cheap, abundant ethane to foreign destinations.

Enterprise says U.S. production capacity and use for ethane exceeds demand and it only makes sense to export some good, ole American energy to other countries. Good for them, and good for u$…

Big News from Shell PA Meetings: Beaver County WANTS a Cracker!

Yesterday Shell held two meetings in Beaver County, PA to talk to area residents about their proposed plan to possibly build a multi-billion dollar ethane cracker plant. One session was from 11 am to 2 pm, the other from 4-7 pm, both held at the Shadow Lakes country club in Hopewell. Shell expected around 350 people to show up for the daytime session–more than 700 showed. By the end of the day, well over 1,000 people attended the two sessions. As predicted, Shell did not say they’ve decided to move forward, but they are still actively pursuing the project. From that perspective, neither event produced anything “newsworthy.”

Yet, there was big news coming from the two sessions: Attendance was twice what they expected, and the overwhelming majority of those attending support the project and want to see it built. We would go so far as to say Beaver County came out in force with open arms and rolled out the red carpet for Shell. They WANT this cracker plant, and they want it bad. Which is good news for Shell–to have such overwhelming community support…

Plastics, Low Electric Rates from Utica/Marcellus Help NE OH Cos.

How can northeastern Ohio, once thought to be the epicenter for Utica Shale drilling but now yesterday’s news, still profit from the shale drilling revolution happening in the southern part of the state? As Dustin Hoffman’s character was told in The Graduate, one word: plastics. Plastics and petrochemicals were the main focus of the “Plastics Products from Utica Energy” event held in Canton, OH on April 7th. Ethane from Utica and Marcellus Shale drilling can be cracked to produce ethylene, the raw material used in making plastics. With two cracker plants planned in the region–one in Beaver County, PA and one in Parkersburg, WV–petrochemical manufacturers in northeastern OH are in a great geography to take advantage of shale drilling, even if it’s not happening where they are located.

However, plastics is not the only thing Ohio manufacturers need. They also need cheap electricity, and natural gas used to fire electric generating plants is lowering the cost of electricity throughout the region (along with lowering pollution), which is very good news for northeastern OH, giving their manufacturers a leg up on other areas…

NOVA Visits Pittsburgh, Takes About Sarnia Cracker Expansion

Last December MDN brought you the news that NOVA Chemicals, which operates the Corunna ethane cracker plant in Sarnia, Ontario (Canada) plans to expand their cracker plant using more Marcellus and Utica Shale ethane (see NOVA Chemicals Plans Expansion of Corunna Cracker in Sarnia). At that time NOVA said they will expand capacity by an additional 20% gradually between 2014 and 2018.

At a special event in Pittsburgh designed to strengthen the already-strong connection between Pennsylvania and Canada, called Pop-Up Canada, NOVA vice president John Hotz provided a few more details about NOVA’s plans for the Corunna cracker plant…

WV Commerce Sec Burdette Praises Odebrecht/Antero, Warns Drillers

Aside from WV Gov. Earl Ray Tomblin, no one in West Virginia has been more dedicated, more focused and more committed to finding an ethane cracker plant for the state than WV Commerce Secretary Keith Burdette. MDN has stories going back years that mention Burdette and his quest for a cracker (just one example: WV’s Burdette Still in Hunt for Ethane Cracker Plant). We think it’s a fair statement to say without Burdette, the Odebrecht cracker plant project would not have happened. Our hat is off to Keith and the marvelous work he’s done for the state.

Yesterday Keith delivered a rousing speech at the Marcellus to Manufacturing Ethane Development Conference at the Charleston Civic Center. We have a transcript of his speech below. In it, Keith acknowledges the contributions of Odebrecht’s David Peebles in making this project happen. He also praises Antero Resources for their bold and brave commitment to providing half of the ethane for the new cracker plant. Finally, Keith sounds a word of warning to other drillers that are signing agreements to ship ethane out of the northeast region. He believes they may want to reconsider. The northeast has enough ethane for “a dozen crackers” if so much of it wasn’t heading to the Gulf Coast or Canada via pipeline…

Antero to Provide 50% Ethane Needed at Parkersburg Cracker Plant

The ethane cracker plant planned for Parkersburg (Wood County), WV, to be built by Odebrecht and operated by Odebrecht subsidiary Braskem America, took another giant step closer to reality yesterday. Powerhouse Marcellus/Utica driller Antero Resources announced they will provide 30,000 barrels per day of ethane for the proposed new plant when/if it gets built. That’s half of what the plant needs to operate. Antero Resources CEO Paul Rady was joined by Odebrecht VP of business development David Peebles on stage at the Marcellus to Manufacturing Ethane Development Conference at the Charleston Civic Center for the big announcement yesterday. WV Gov. Earl Ray Tomblin took to the stage to crow about the deal too (he’s earned the right).

It was just Monday of last week that MDN observed that the Odebrect cracker plant just “feels” like it’s going to happen (see Odebrecht’s WV Ethane Cracker has The Big Mo–Momentum). County Officials Meet with Shell on PA Cracker, Come Away Hopeful

Seems like it’s “cracker day” at MDN. Long before Odebrecht announced their potential ethane cracker plant for Parkersburg, WV, Shell announced plans to build a cracker in Pennsylvania. In fact it was exactly two years ago this month that Shell announced the location would be Monaca (Beaver County), PA (see Shell Announces Location of Ethane Cracker Plant). PA state legislators eventually voted on a package of significant tax breaks for the proposed new plant (see PA Legislature Reaches Deal on Tax Credit for Cracker Plant). However, since that time, it seems like the PA cracker deal has cycled through highs and lows as to whether it would actually get built (see PA Ethane Cracker – On Again, Off Again…Now On Again?).

More recently MDN told you the pendulum had swung back to the pessimistic side (see Shell’s Shale Pessimism Signals Worry for Some re PA Cracker). But what’s this? Last week some 30 Beaver County officials met with Shell about the proposed ethane cracker plant and left that meeting feeling “hopeful”–which is a good sign. Shell told the officials about moving forward with plans to move a portion of a local roadway, relocate power lines and other big-ticket projects that Shell would not be spending money on unless there is serious interest in moving forward.
