2nd Canadian LNG Plant Gets U.S. Approval to Export Marcellus Gas

In May MDN told you that one of four proposed Canadian LNG (liquefied natural gas) export facilities that wants to export American shale gas received a green light from the U.S. Dept. of Energy to export our shale gas (see Canadian LNG Project to Export Marcellus Gas Gets DOE Approval). Good news. A second Canadian LNG export facility, Bear Head LNG in Nova Scotia, has just received the DOE’s official approval to export American shale gas. The shale gas they will export, if the plant gets built (still a big “if”), for both of the approved plants, would be Marcellus and Utica Shale natural gas. There are still many hurdles, including: (1) the Maritimes & Northeast pipeline has to get FERC permission to reverse its flow; (2) the gas has to get to the Maritimes & Northeast pipeline in the first place via new pipelines from either Kinder Morgan or Spectra Energy; and (3) the price of oil has to rise to make the whole thing economical, since LNG is so closely tied to the price of oil. KM Buys Shell’s Share in Elba LNG Export Plant, Marcellus Exports?

Kinder Morgan, the country’s largest midstream/pipeline company, announced yesterday they are buying out Shell’s share of a joint venture in building an LNG (liquefied natural gas) export facility at the existing LNG import facility on Elba Island, Georgia–near Savannah. Currently Kinder owns 51% of the Elba Island LNG export project and Shell owns 49%. Kinder will now own 100% of the project after they pay Shell $630 million. Depending on how fast the Federal Energy Regulatory Commission (FERC) acts, Kinder believes construction will begin by the end of this year an LNG exports will begin “in late 2017.” What does this have to do with Marcellus/Utica? Maybe nothing, but we suspect something. Kinder’s arch rival Williams owns the mighty Transco pipeline that connects, via the Elba Express pipeline, to the LNG facility. Currently Elba Island imports LNG. However, Williams has been on a mission to send Marcellus gas south–including to Georgia (see Marcellus Gas Heading to Georgia via Transco Pipeline). We don’t think it’s much of a stretch that Marcellus Shale gas, via the Transco, will be at least some of, if not the primary, source for gas exported from the Elba facility…

Manhattan Institute Says Now is Time to Ramp Up Shale Production

The New York-based Manhattan Institute, a non-profit think tank with a mission “to develop and disseminate new ideas that foster greater economic choice and individual responsibility” has just released a new report titled, “Step on the Gas! How to Extend America’s Energy Advantage” (full copy embedded below). The 20-page report says now is the time for the U.S. to press its advantage in shale energy. The report’s writer, senior fellow at the Manhattan Institute, Oren Cass, points out the cyclical nature of commodity prices for oil and gas and says even though prices are down now–they won’t stay that way. In order to take full advantage of the shale boom, Cass suggests 11 reforms to help craft a smarter U.S. energy policy–one that will amplify the current boom and extend it far into the future. At the top of the hit parade: allow domestic producers to export oil and gas, and streamline the process to let it happen more quickly…

Sabine Pass LNG Export Expansion Approved, Utica Gas Heading There?

Good news for Marcellus/Utica drillers–especially those in the Ohio Utica. Last Friday the U.S. Dept. of Energy issued a final authorization for an expansion to Cheniere Energy’s Sabine Pass Liquefaction LNG export facility in Cameron Parish, Louisiana. The approval means Sabine Pass can now export domestically produced liquefied natural gas (LNG) to countries that do not have a Free Trade Agreement (FTA) with the United States. The approval expands export capacity at the facility by an extra 1.38 billion cubic feet of natural gas per day (Bcf/d), to a new total of 3.58 Bcf/d. Why is it good for Utica drillers? Because at least one pipeline project will connect from Ohio all the way to the Sabine Pass facility (see Texas Gas Seeks to Reverse Flow of Pipeline from OH to LA), meaning some Utica and Marcellus Shale gas will get exported from the Gulf Coast…

Downeast Plans to Begin Building ME LNG Export Facility in 2017

In April MDN told you about a potential second East Coast LNG export terminal project that stands a good chance of getting built–in Maine of all places (see 2nd LNG Export Terminal for Marcellus Gas Advances – in Maine!). Downeast LNG, as the project is called, was originally planned to be an import-only facility. But last year, after getting preliminary approval for the import project from FERC, Downeast amended its application to become both an import AND export LNG terminal. And yes, it is Marcellus Shale gas they have in mind to export. We have progress to report: Downeast LNG has contracted with one of the world’s largest energy engineering and construction companies, CB&I, to design and build the facility when and if they get the necessary approvals. Downeast is hoping construction may begin as early as spring of 2017…

Marcellus/Utica Ethane to be Exported to Europe Starting This Year

Exporting of Marcellus/Utica ethane from the Marcus Hook facility near Philadelphia is about to become a reality. Ineos Olefins & Polymers, one of Europe’s largest petrochemical companies, has just taken delivery of the first (of a planned eight) Large Gas Carriers (LGC)–an enormous ship specially outfitted to haul NGLs like ethane. The ship is nearly two football fields long and will hold almost 1 million cubic feet of ethane. The plan is to haul ethane to Ineos’ crackers in Scotland and Norway. OH Congressman Bill Johnson: It’s Time US Ramps Up LNG Exports

U.S. Congressman Bill Johnson, who represents eastern and southeastern Ohio (Utica Shale country) has introduced HR 315, a bill to force the Dept. of Energy to make decisions within 30 days for each new LNG project filed with the agency. Johnson also recently went on a trip to Portugal, Belgium, and the Ukraine to discuss energy policy–specifically liquefied natural gas (LNG) exports from the United States. MA Bill Prevents Pipeline Costs from Passing to Electric Customers

Part of the opposition to pipelines in states like Massachusetts centers on the issue of whether or not the gas flowing through the pipeline will get exported. For sure the majority of the gas will be used in places like Massachusetts–and some of that will go to consumers–but a great deal of it will go to electric generating plants, to lower the incredibly high cost of electricity in New England. Because the customers for the gas are electric utilities, and because the utilities don’t have piles of cash laying around, the utilities (in some cases, not all cases) want to pass along some of the cost of the proposed pipelines to electric rate payers. That is, electric customers. You and me. The response from anti-drillers is, “Hey–since a lot of this gas will get exported anyway, not benefiting the state, why should electric rate payers bear the cost of building the pipeline?” And so some anti-drilling state legislators have introduced a bill that would prevent any pipeline cost from being passed on to Massachusetts rate payers if ANY of the gas in that pipeline eventually gets exported. Do anti-drillers, in this case, have a point?…

IEA 2015 Global 5-Year Gas Market Report, U.S. LNG in Trouble?

Yesterday the International Energy Agency (IEA) released its “Medium-Term Gas Market Report” covering the next five years. The somewhat troubling forecast is that the overall demand for natural gas will grow at a slower pace–just 2% per year–rather than their previous prediction from last year–2.3% per year–for the next five years. Normally with low low gas prices demand would pick up. But the IEA says Asia’s demand for natural gas over the next five years will *decrease* instead of increase, which more than offsets low prices stimulating demand. The IEA says this has big implications for the flurry of LNG export facilities being planned in the U.S. According to the IEA, several U.S. LNG export facilities will “likely to be delayed or even cancelled”…

Earthjustice Asks Court to Stop Construction at Cove Point LNG

Three weeks ago MDN told you about the frivolous lawsuit filed by Earth[in]justice attempting to stop the Cove Point, Maryland LNG export plant from being built (see DOE Grants Cove Point LNG Final Approval, Earthjustice Sues). Earth[in]justice sued on behalf of themselves (they are a small group of Washington, DC lawyers backed by Big Green money), and on behalf of Chesapeake Climate Action Network, Patuxent Riverkeeper, and the Sierra Clubbers. Meanwhile, Dominion, the owner of the project, has pushed forward with construction at the site. Dominion is about to begin construction on the foundation of the new facility sometime in June, so Earth[in]justice has just filed another lawsuit–a request for a cease and desist order to stop Dominion from constructing the foundation until after their frivolous lawsuit has a chance to get in front of a sympathetic judge…

Anti Group “NOPE” Opposes Spectra Energy New England Pipeline

Both Spectra Energy and Kinder Morgan have competing pipeline projects to move Marcellus Shale gas to New England where it’s desperately needed. Spectra Energy’s project is called Access Northeast and has a number of regional utility partners–companies that want to buy cheap, abundant and clean-burning Marcellus Shale gas–to sell to New Englanders. Spectra Energy’s project will expand several existing pipeline systems and join them together, running from New York through Connecticut and into Massachusetts. Kinder Morgan’s project is called Northeast Energy Direct (NED), which builds a new extension of the mighty Tennessee Gas Pipeline system from New York across Massachusetts, into New Hampshire and back into Massachusetts. Both projects face resistance from nutty fossil fuel haters. The reality for both projects is that although they will deliver an abundance of new supplies of natural gas, which is good during the winter, there will be an oversupply in the summer. You don’t just turn the spigot off on a pipeline. So the plan is to put some of that natural gas on the Maritimes & Northeast pipeline and send it on up to Canada where it can be used by Canadians and/or exported. Yes, exported. Export is not a dirty word, nor will it raise the prices here at home–at least not appreciably (by more than a few cents per Mcf). A new group of anti-drillers has sprung up to oppose the Spectra Energy project. They call themselves DOPE…oops, that’s NOPE (No Pipeline Expansion). NOPE is all up in arms because a little bit of natural gas may get exported, and they think they have the smoking gun to prove it…

Canadian LNG Project to Export Marcellus Gas Gets DOE Approval

In April MDN shined the spotlight on one of four LNG export projects planned for Nova Scotia, Canada–Pieridae Energy’s Goldboro LNG project (see Canadian LNG Project Woos Europeans with Promise of Marcellus Gas). There are a number of hurdles Pieridae must overcome before the first shovel hit the ground to build the facility. The Maritimes & Northeast pipeline has to get FERC permission to reverse its flow. The gas has to get to the Maritimes & Northeast pipeline in the first place via new pipelines from either Kinder Morgan or Spectra Energy. The price of oil has to rise to make it economical. And oh, since it will be U.S. shale gas from the Marcellus/Utica feeding the LNG plant getting exported, the U.S. Dept. of Energy will need to approve export licenses for the plant. You can check that last one off the list. The DOE announced last week they are granting Pieridae permission to export up to 292 billion cubic feet (Bcf) per year of natural gas (0.8 Bcf per day) to countries that have a Free Trade Agreement (FTA) with the U.S. The DOE has not yet ruled on exports to non-FTA countries…

DOE Grants Cove Point LNG Final Approval, Earthjustice Sues

We have two big pieces of news to share with you today about the Cove Point, Maryland LNG export facility being built by Dominion. The first is that yesterday, after a years-long process, the Obama Dept. of Energy finally gave Dominion their final stamp of approval to build the facility. Last month we pointed out this last piece of the puzzle still had not fallen into place (see Cove Point LNG Plant STILL Waiting for Final DOE Approval?!). It now has. There is nothing else in the way to stop the project. Except, possibly, a lawsuit–which is the second big piece of news. On Wednesday we told you that the Federal Energy Regulatory Commission had finally, this week, responded to a request for a re-hearing on the facility demanded by anti-drilling groups. FERC declined (see FERC Says “No” to Anti’s Request for Cove Point LNG Re-hearing). As we explained on Wednesday, the groups needed an official response from FERC on a re-hearing before they could launch yet another frivolous lawsuit. As we predicted on Wednesday, they’ve now filed a frivolous lawsuit in another last-gasp attempt to stop the Cove Point export facility from becoming reality…

FERC Says “No” to Anti’s Request for Cove Point LNG Re-hearing

In December MDN told you about the latest strategy from the anti-fossil fuel nutters at Allegheny Defense Project and Wild Virginia–an attempt to get another hearing on Dominion’s Cove Point LNG export facility (see Anti Groups Ask FERC to Stop Construction on Cove Point LNG Plant). Before the two can file yet another frivolous lawsuit with the aim of tying up progress on the plant in legal knots, they must first apply for a “rehearing.” They did so and requested the Federal Energy Regulatory Commission (FERC) have Dominion stop work on the plant in the meantime. FERC said “no” to stopping construction, and “we’ll get back to you in our own good time” on the rehearing. Five plus months later (yesterday) FERC responded, and as we predicted, they handed Allegheny Defense Project and Wild Virginia a big, fat “no” to the rehearing request. You can bet the frivolous lawsuit will get filed within the next few days…

2nd LNG Export Terminal for Marcellus Gas Advances – in Maine!

You may have heard about the Cove Point, Maryland LNG (liquefied natural gas) export facility along the shoreline of Maryland that Dominion is beginning to build. Although Dominion received both FERC and Dept. of Energy (DOE) approval and has begun construction, they are still waiting on a final final final final approval from the DOE (see Cove Point LNG Plant STILL Waiting for Final DOE Approval?!). Cove Point was, as far as we knew, the only LNG export project on the East Coast of the U.S. that would be fed by Marcellus Shale gas. That is, until we spotted a second LNG export project that’s making serious headway–in Maine. The Downeast LNG project began life in 2005 as an LNG import project, but last year, after getting preliminary approval for the import project from FERC, Downeast amended its application to become both an import AND export LNG terminal. And yes, the gas they plan to export is Marcellus Shale gas…
