16 New Shale Well Permits Issued for PA-OH-WV Aug 12 – 18

This week’s permit report is a bit different. Technically, for the week of August 12 – 18, a total of seven new permits were issued across the Marcellus/Utica. However, last week’s permit report omitted West Virginia numbers because the state’s online data service was out of order (see 26 New Shale Well Permits Issued for PA-OH-WV Aug 5 – 11). It’s back online this week, so we’ve included August 5 – 11 with August 12 – 18 for West Virginia, bumping the number much higher. So, for this report, we’re reporting a total of 16 new permits across all three states, but nine of those permits are from WV from two weeks ago. The big surprise for August 12 – 18 is that Pennsylvania issued no new permits. That’s the first time we remember that happening, not a single permit in PA.

Encino Signs 2nd Lease with Cambridge, OH City School

We spotted news that the Cambridge City School District (in Guernsey County, Ohio) has signed a second lease with Encino Energy (EAP Ohio LLC) to allow shale drilling under 4.8 acres. The first lease (which we missed) was signed in February of this year, allowing Encino to drill under 182 acres. The land is located along Wills Creek Valley Drive, often called the main campus. EGADS! Drilling *under* little chil’ren? Monstrous! (That’s sarcasm, folks. We know of other wells drilled directly next to schools in PA, with zero health and safety effects on the kiddies.)

12 New Shale Well Permits Issued for PA-OH-WV Jun 17 – 23

We didn’t bring you the latest permit numbers on Friday because the Pennsylvania Dept. of Environmental Protection’s report website was down (again, for the umpteenth time). The site was back online this morning, so we ran our weekly query and discovered PA issued a whopping three permits for the week of June 17-23, all of them issued to Coterra Energy in (gasp) the township of Dimock! Yes, drilling in Dimock is back. Love it! In addition, Ohio issued nine new permits, with seven going to Encino Energy for oil drilling in Guernsey and Harrison counties. Ohio also issued two permits to Ascent Resources in Jefferson County. West Virginia issued no new shale permits for that period.

Ohio About to Net $60+ Million for Drilling Under State Parks

check is in the mail

A request by the Ohio Office of Budget and Management (OBM) to set up two new bank accounts to accept payments from drillers is the tipoff that drilling is about to begin under some of Ohio’s state land, including state parks. The state will receive nearly $60 million in lease signing bonus payments to drill under Salt Fork State Park (in Guernsey County), Valley Run Wildlife Area (in Carroll County), and the Zepernick Wildlife Area (in Columbiana County). The vast majority of that is for drilling under Salt Fork.

Onerous New EPA Regs Would Prevent Brand New OH Gas-Fired Plant

Last Thursday, MDN brought you the news that U.S. Senator Shelley Moore Capito (from West Virginia) and Congressman Troy Balderson (from Ohio) introduced a resolution to block the EPA’s latest attack against the natural gas industry (see 44 Senators, 138 House Mbrs Intro Resolution to Block EPA Power Reg). Using 1,020 pages of new regulations, which will go into effect this year, all coal-fired plants that are slated to remain operational in the long term and all new gas-fired power plants will be required to control (capture) 90% of their carbon emissions using expensive and unproven technology. Translation: New gas-fired plants won’t get built, and most, if not all, coal plants will shutter, with the result that electricity will, by necessity, be rationed (see WSJ Calls Biden EPA Power Plant Regs a Plan to “Ration Electricity”). Using the EPA’s new standards, a state-of-the-art gas-fired power plant built in Guernsey County that went operational one year ago would not meet the new standards.

Mystery Driller Asks Ohio to Lease More of Salt Fork State Park

In February, the Ohio Oil & Gas Land Management Commission (OGLMC) met to award contracts to drill under (not on) several Ohio state parks, including 5,700 acres of the 20,000-acre Salt Fork State Park in Guernsey County (see Ohio Awards Drilling Contracts for State Parks – Salt Fork Surprise). The big news for us was that Encino Energy, which has long coveted the Salt Fork State Park property, did NOT win the contract for it. At some point, Encino pulled its proposal for Salt Fork and instead concentrated on several other parcels. The contract for Salt Fork was awarded to Infinity Natural Resources. This just in… The OGLMC has received a new nomination to drill under another 2,300 acres of Salt Fork State Park.
