Yesterday MDN shared with your our detailed look at the production numbers—the amount of natural gas and gas liquids—produced in the entire state of Pennsylvania for the first half of 2012 (see this MDN story). Today the Philadelphia Inquirer, quoting Powell Shale Digest and other sources, takes a closer look at well by well statistics for the same period.

Here’s a few interesting tidbits brought to light by their analysis, and the surprise answer for who had the top two producing wells in the state for the first half of the year:

New PVR Marcellus Pipeline Comes Online in Northeast PA

The newest Marcellus Shale pipeline became operational today. PVR Partners made an announcement that their Wyoming Pipeline, a 30-mile pipeline running from northern Wyoming County, PA south to Luzerne County where it connects to the Transco interstate pipeline, is now operational. The new pipeline has a 750 million cubic feet per day capacity (MMcfd), of which 255 MMcfd (so far) has been spoken for by producers.

PA PUC Issues more Advisories for Act 13 Zoning Violations

It’s full speed ahead for the Pennsylvania Public Utility Commission (PUC) when it comes to evaluating whether (or not) local zoning ordinances violate portions of the new Act 13 drilling law, thereby making those local municipalities ineligible to receive impact fees.

But wait, isn’t there a case in PA Supreme Court that will be heard in October about the constitutionality of the zoning provisions of Act 13? Indeed there is. So how can the PUC push forward with evaluating zoning ordinances that have been ruled unconstitutional by lower courts? Good question.

Hitchhiking Poet Chronicles Life in the Marcellus Shale

We don’t know why we find this story fascinating, but we do. The Berks County (Philly suburbs) Poet Laureate, Craig Czury, has been hanging out in Susquehanna and Wyoming counties lately—hitchhiking. Czury sticks his thumb out, repeatedly, and hitchhikes between Montrose, PA (in Susquehanna County), and Tunkhannock (in Wyoming County), going back and forth along State Route 29. Why? To listen to people’s stories about Marcellus Shale gas drilling.

Czury is working on a series of poems to document his conversations with the people he rides with. He finds that people who pick up a hitchhiker will often open up and talk freely.

How Much Revenue will NE PA Counties Get from Impact Fee?

Pennsylvania’s northeastern counties stand to bring in millions of new revenue this year under the impact fee that Gov. Corbett is soon due to sign. Once the legislation is signed, county governments will have 60 days to decide whether or not to adopt an ordinance adopting the new fee structure, along with the restrictions it imposes on a county’s ability to regulate drilling via zoning (see this MDN story). Each county is allowed to keep 60 percent of the total impact fee collected. The other 40 percent? That goes to the state. The 40 percent is the “spread the wealth around” compromise lawmakers needed to strike in order to pass the legislation.

Possible New Case of Methane Migration in Wyoming County, PA

The Pennsylvania Department of Environmental Protection (DEP) sent a violation notice to Chief Oil & Gas on Jan. 4 for three gas wells in Nicholson Township (Wyoming County) saying there is 100 percent combustible gas between the cemented steel casings, which the DEP uses as a sign of flaws in construction of the well. The investigation began after a nearby resident complained of high methane levels in well water supplies. The DEP is still investigating two nearby water wells with high levels of methane and has not yet determined if Chief’s wells are the cause.

Energy Companies Big Help with Flood Relief in PA

Central and northwest Pennsylvania saw record-breaking amounts of rainfall from Tropical Storm Lee, and massive flooding along with it. It brought devastation to a wide area of Pennsylvania. Although some accuse the Marcellus drilling industry of only being in it for the buck, a number of drillers stepped up to the plate to help with flood relief.

Williams’ Pipeline Project in Northeast PA Hits Opposition

Williams is attempting to complete a pipeline that will at one end join to the Transco interstate gas pipeline in Dallas Township, PA, and at the other end join to the Tennesee Gas Pipeline near Springville (in Susquehanna County), PA. But local opposition from Dallas Township residents to the pipeline means Williams’ target completion date of October may be delayed.

Richard Smith, vice president of land for Carrizo Oil & Gas, spoke to the Wyoming County Chamber of Commerce at a luncheon yesterday outlining Carrizo’s plans for drilling in the Pennsylvania Marcellus Shale. He said that Carrizo will have five well pads “fully developed” in Wyoming County by September 2012. He also said Carrizo would begin drilling in Sullivan County by the end of this year.

Northeastern PA Experiencing a Boom for Local Businesses from Marcellus Shale Drilling

A recent meeting of the Wyoming County (PA) Chamber of Commerce saw over 400 members, mostly from area small businesses, networking and listening to presenters who have already reaped financial rewards from Marcellus drilling activity in the area. Two examples:

Early on as the industry developed in Susquehanna County about 18 months ahead of Wyoming County, [Bill Kelley of Taylor Rental] noted an occasional need for drillers to borrow rental equipment when something broke down. Not only did Kelley enhance his inventory, but in the intervening months he saw a need and created a new spinoff business known as BX3 Oilfield Supply. He enlarged his workforce to handle the clients.

Art Carpenter who oversees the Skidder Shop just out Rt. 92 south of Tunkhannock said his business has become a franchise dealer for water tankers and frankly can’t keep the rigs that run around $170,000 on the lot long enough.*

It’s not only landowners and energy companies who benefit from drilling—the entire community benefits.

Landowner Pipeline Group Forms in Northeast PA

Some Susquehanna and Wyoming County, PA landowners are forming a group to force drilling and pipeline companies to “behave responsibly” with installation and operation of new pipelines as more and more Marcellus Shale gas wells are drilled and go online in Northeast PA. The group wants to arm landowners with information about their rights when negotiating “right-of-way” agreements for pipelines.

Excerpts from an article in today’s WC Press Examiner:

The Lemon Township Pipeline Group has been meeting for months and its members are looking at a range of easement and right-of-way agreements that leaseholders need to consider as more and more drilling companies come into the area looking to get the gas from the Marcellus shale to market.

Such issues as price, nature, location, type, pipeline depth below surface, installation, road repair, pressure, timetable, abandonment, rights, restrictions and environmental responsibilities are among the many issues that individuals need to consider.*

PVR Midstream Building New Pipeline and Compression Facilities in Wyoming County, PA

From a Penn Virginia Resource Partners press release issued today:

The midstream division of Penn Virginia Resource Partners, L.P. (NYSE: PVR), PVR Midstream, announced today that it has entered into an agreement to construct and operate gas gathering pipelines and compression facilities servicing a private firm’s Marcellus Shale natural gas production in Wyoming County, Pennsylvania.

PVR Midstream will construct a 12-inch gathering pipeline and compression facilities with 25 million cubic feet (MMcf) per day of throughput capacity. This system is expected to become operational during the second quarter of 2010, with the potential for additional system extensions.

PVR Midstream’s 2010 capital investment in this system is anticipated to range from $6 to $7 million, with potential future system extensions costing up to $10 million. PVR Midstream expects its investment to be accretive to distributable cash flow once the system is operational.
