    Special Briefing Oct. 16 on WV’s Gas-Fired Power Plant Opportunities

    In August, newly elected West Virginia Governor Patrick Morrisey announced a plan that includes the state growing its electric energy production from a current 16 gigawatts (GW) of generation to a massive 50 GW by 2050—what Morrisey calls the “50 by ’50” plan (see WV Gov. Morrisey Wants 50 GW of PowerGen in State by 2050). Natural gas will play a starring role in accomplishing that objective. At next week’s AI Energy Conference 2, being held in Pittsburgh on October 16, Bryce Custer, founder of Ohio River Corridor, LLC, will deliver a special presentation on the intersection of artificial intelligence (AI) data centers and the rapidly evolving power generation landscape in West Virginia.     Commonwealth LNG Asks FERC for Extra 4 Years to Build

    Commonwealth LNG is developing a 9.5 MTPA (million tonnes per annum) liquefied natural gas (LNG) export terminal project located near Cameron, Louisiana. In September, Commonwealth announced it had signed a deal with EQT Corporation to provide 1.0 MTPA of LNG for EQT to resell (see EQT Signs Third Deal to *Buy* LNG – This One Commonwealth LNG). Commonwealth, in its press release, stated that with the EQT deal, it now has sufficient commitments (5.0 out of 9.5 MTPA) to proceed with a final investment decision (FID), which it plans to make by the end of this year.     U.S. Senate Finally Confirms 2 New FERC Commissioners

    We finally have all five members in place for the Federal Energy Regulatory Commission (FERC). Yesterday, the U.S. Senate, despite the best efforts of Democrats to further delay confirmation votes for *any* Trump appointments, voted to confirm a slate of over 100 new appointments, including two new members of FERC, on a party-line vote of 51-47. In June, President Trump nominated Laura Swett of Vison & Elkins to replace Republican Mark Christie, who had been elevated to Chairman under Trump (see “Bittersweet” – Trump Replacing GOP FERC Chair Mark Christie). In July, President Trump nominated David LaCerte to replace Democrat Willie Phillips, someone whom we admired (see Trump Nominates David LaCerte to Replace Willie Phillips at FERC).     SC Landowners Receive Notice of Survey Work for Elba Express Pipe

    In April, MDN told you about a new greenfield expansion of Kinder Morgan’s Elba Express pipeline into South Carolina to serve growing demand for natural gas in the state (see KM Pipes Update: Expand Elba to SC; SSE4 Survey Work Done). The $431 million Elba Express Bridge project is designed to provide 325 million cubic feet per day (MMcf/d) of firm transportation capacity to a new gas-fired power plant in Colleton County, SC (see SC PSC Approves Gas-Fired Power Plant Proposed for Edisto River). Letters have been sent to 185 landowners in South Carolina along the proposed route, requesting permission to survey their land for the project.     WV Severance Tax Collections Up 10.8% Thx to NatGas Price, Production

    According to West Virginia Deputy Revenue Secretary Mark Muchow, the state’s severance tax collections are rebounding, with $82.2 million collected so far this fiscal year, representing a 10.8% increase over the same period last year. The rise reflects higher natural gas prices—up about 50% from last year. Production is up too—a 5.5% increase—which helps. Coal production is up, though prices, especially for metallurgical coal, have declined. September collections alone were $51.7 million, exceeding estimates by $16.3 million.     Energy Cos. Spending $50B Next 5 Years on New NatGas Pipelines

    Energy companies are set to invest nearly $50?billion over the next five years in building or expanding 8,800 miles of U.S. natural gas pipelines to meet soaring domestic consumption, record LNG exports, and growing data center demand, greatly aided by regulatory changes under President Trump. Surging gas production, particularly in the Permian Basin as a byproduct of crude oil output, has outpaced pipeline and processing capacity, resulting in occasional negative Waha prices and production slowdowns. Major operators, such as Kinder Morgan and Enbridge, face record backlogs but continue to expand, especially in Texas and the Gulf Coast, with future gas growth tied to sustained oil prices.     FERC Votes to Sunset 53 Outdated & Unnecessary Regulations

    Last week, FERC voted to sunset 53 outdated and unnecessary regulations to advance the Commission’s core mission of ensuring reliable, safe, secure, and economically efficient energy for consumers at a reasonable cost. The actions respond to President Trump’s Executive Order “Zero-Based Regulatory Budgeting to Unleash American Energy” issued in April 2025, which directs agencies to incorporate a sunset provision into their regulations governing energy production to stimulate innovation and deliver prosperity to everyday Americans.     Europeans Think They Can Regulate Our O&G, LNG Standards

    The Europeans have tried to regulate the U.S. oil and gas industry for more than a year (see Europeans Presume to Impose Their Regulations on American Gas). You probably know what we think of that. They’re are doing it again. The European Union’s Corporate Sustainability Due Diligence Directive (CS3D) imposes strict climate and labor compliance requirements on nearly 17,000 global companies, including about 3,000 large U.S. firms, extending to their suppliers and subcontractors worldwide. American energy companies, particularly LNG exporters, face potential annual compliance costs of up to $2.7 million and fines of 5% of their global revenue for noncompliance, with the possibility of private lawsuits.     U.S. Rig Count Remained Even @ 549; Pa. Lost 1 Marcellus Rig

    After gaining rigs for four weeks in a row, last week the Baker Hughes U.S. national rig count stayed even, neither gaining nor (more importantly) losing any rigs. The count remained at 549 active rigs. Sadly, Pennsylvania lost one rig, from 18 to 17, after maintaining its count for 10 consecutive weeks. Ohio kept 13 rigs in the Utica for a second week after gaining a rig two weeks ago. West Virginia kept its seven active rigs, the same number since May 30 (four months).     FERC Issues Favorable Enviro Assessment for MVP Southgate Pipeline

    On Friday, the Federal Energy Regulatory Commission (FERC) released an Environmental Assessment (EA) for the Mountain Valley Pipeline (MVP) Southgate project. An EA is not a “decision document.” It presents FERC staff’s independent analysis of the environmental issues for the commissioners to consider when making a final approval decision. However, the EA is a good indicator of what is to come, and according to the document issued on Friday, positive developments (such as final approval) are forthcoming.     PA Democrats Seek to Destroy PJM Grid by Forcing State to Leave It

    What is it about the modern Democrat Party that seeks the total destruction and annihilation of that which they perceive as a political threat? The party, or perhaps more accurately, the radical left elements of the party (which increasingly is all of the party), wants to destroy law and order, including our police departments. Just look at the “protests” (i.e., violent riots) in places like Portland, Oregon. Look at the violence against ICE (U.S. Immigration and Customs Enforcement) employees in places like Chicago. And look at the dangerous talk of politicians like Pennsylvania Governor Josh Shapiro, who is threatening to force the state out of the PJM Interconnection electric grid (see PA Gov. Shapiro Gets Uppity with PJM, Threatens to Leave the Grid). Others in Shapiro’s party are now taking up the mantle with calls to leave PJM, attempting to blame PJM for high electric prices—prices caused by Shapiro and the Democrat Party with their policies and demands for a carbon tax.     ARCH2 and MACH2 Hydrogen Hub Projects Keep Fed Funding, For Now

    In October 2024, the Bidenistas announced seven hydrogen hub projects (from 33 finalists) that would receive a collective $7 billion in federal funding (see Hydrogen Hub Winners Announced – WV Takes Prize in M-U Region). Among the winners was the West Virginia-led Appalachian Regional Clean Hydrogen Hub (ARCH2), which is a project that will use Marcellus/Utica natural gas as the feedstock to produce “blue” hydrogen, which is hydrogen made from natgas where carbon dioxide from the process is captured and either used or stored underground. ARCH2 qualified for up to $925 million of taxpayer money. Another winner was the Mid-Atlantic Clean Hydrogen Hub (MACH2) project, centered in Joe Biden’s home state of Delaware. MACH2, funded with up to $750 million, would give a few economic table scraps to the Philly area, which excites and titillates PA politicians. Last week, the Department of Energy announced it is canceling funding for two of the seven hydrogen hub projects. Both ARCH2 and MACH2 survived the cuts…for now.     Energy, Labor, Policymakers Unite to Say Pa.’s Energy Future is NOW

    Last Thursday, energy and labor leaders gathered for the “All About Propane & Energy Reliability” one-day conference, held in Boothwyn, PA (Delaware County, near Philadelphia). The speakers highlighted the significant economic and employment impact of energy production, particularly at the Marcus Hook Industrial Complex. Speakers noted that Pennsylvania is the second-largest natural gas producer, with 12,000 wells producing 7.4 trillion cubic feet of natural gas last year. Marcus Hook, originally a crude oil refinery dating to 1901, now exports propane and ethane globally, supporting hundreds of jobs and generating substantial wages and tax revenue. Projects like the Mariner East 1 and 2 pipelines created millions of man-hours for local trades. Panelists emphasized Marcus Hook’s ongoing growth potential and its central role in local and statewide energy development.
