28 New Shale Well Permits Issued for PA-OH-WV Nov 18 – 24
For the week of Nov 18 – 24, permits issued in the Marcellus/Utica continued to be strong, with 28 new permits issued, down just two from the 30 issued the prior week. The Keystone State (PA) issued 11 new permits, with five going to CNX Resources, all in Allegheny County. Two permits were issued to Southwestern Energy (now Expand Energy) in Lycoming County. The remaining four were single permits issued to EQT Corporation (Greene County), Infinity Natural Resources (Indiana County), Range Resources (Washington County), and Apex Energy (Westmoreland County). We’ve written a number of times about the Ohio Utica Shale and its beginnings with gas legend Aubrey McClendon, who, as CEO of Chesapeake Energy, was one of (if not THE) first to recognize the Utica as an oil play. However, it was a successor company, Encino Energy, that figured out how to coax large quantities of oil out of the Utica shale. Encino is one of the big success stories of drilling for oil in the Ohio Utica Shale. However, using the right tech is only part of the equation that transformed a company founded in 2017 into the #1 largest oil producer in Ohio and all of the Marcellus/Utica. 
Encino Energy wants to establish new oil and gas wells on Leesville Lake lands owned by the Muskingum Watershed Conservancy District (MWCD) in Carroll County. The conservancy district’s board of directors is expected to consider a lease agreement with the company’s Ohio affiliate at its meeting tomorrow. The left is apoplectic. The MWCD manages over 54,000 acres of land in Ohio. Over the past decade, the MWCD has leased over half of that land for shale drilling. This isn’t the conservancy’s first rodeo with shale drillers. Encino is one of four operators the MWCD has leased with and is the largest of the four that leases MWCD-owned acreage.

The Ohio Department of Natural Resources (ODNR) released production numbers for the second quarter of 2024 yesterday. The story the numbers tell continues to be about Utica oil, which continues to rise each quarter. Ohio’s total oil production during 2Q24 was 8.01 million barrels, up 23% from 2Q23’s 6.5 million barrels and up 11% from 1Q24’s 7.2 million barrels. The story of oil in the Buckeye State can’t be told apart from Encino Energy (EAP), which produced nearly half of all the state’s oil during 2Q24. As for natural gas production, it’s no surprise it went down slightly in 2Q24, given the current low price for gas. The state produced 526.6 Bcf in 2Q24, down 3.7% from 2Q23’s 547.0 Bcf, and down 1.4% from this year’s first quarter number of 534.0 Bcf. MDN pulled the numbers from the ODNR quarterly report and produced top 25 lists for both gas and oil wells.
We spotted news that the Cambridge City School District (in Guernsey County, Ohio) has signed a second lease with Encino Energy (EAP Ohio LLC) to allow shale drilling under 4.8 acres. The first lease (which we missed) was signed in February of this year, allowing Encino to drill under 182 acres. The land is located along Wills Creek Valley Drive, often called the main campus. EGADS! Drilling *under* little chil’ren? Monstrous! (That’s sarcasm, folks. We know of other wells drilled directly next to schools in PA, with zero health and safety effects on the kiddies.)
