Shell & Williams Tie the Knot on New Midstream JV for NW PA

More pipelines for both dry and wet gas, and perhaps just as important, a new cryogenic gas processing plant is coming to northwestern PA courtesy of a brand new joint venture partnership between midstream giant Williams and exploration & production giant Shell. The new jv will service not only Shell (the first customer to be signed), but also other energy producers in the area. It will be aimed at both the Marcellus and Utica Shale in the region.

Williams Methane Pipeline Ruptures in Marshall County, WV

Early Friday afternoon, a 24-inch methane-only natural gas pipeline built and maintained by Williams near their Fort Beeler cryogenic processing plant ruptured. The pipeline is located 4 miles south of Cameron (Marshall County), WV.

Williams, Boardwalk Announce Marcellus-to-Gulf Coast NGL Pipeline

Williams and Boardwalk Pipeline Partners, two midstream (pipeline) companies today announced a bold new project to build and repurpose some existing pipelines into a new natural gas liquids (NGL) pipeline that will run from the Marcellus and Utica Shale region all the way to the Gulf Coast. The new project, dubbed the Bluegrass Pipeline, would provide an initial 200,000 barrels of NGL capacity per day, expandable to 400,000 barrels. If all goes according to plan, Williams and Boardwalk would like to have the new pipeline online by late 2015.

The JV partners maintain the pipeline is needed because in just a few years the northeast will have too much NGLs and not enough processing capacity to handle it all. MDN heard that argument and its opposite argued at the recent Utica Shale event we attended in Columbus. Access Midstream’s 2012 Numbers: Chesapeake Deal Nets 1 Bcf/d

In December, MDN told you about a complex 3-way deal in which Chesapeake Energy sold off its remaining midstream subsidiary (pipelines, compressor stations and processing plants), including midstream assets in the Marcellus and Utica Shale, to Access Midstream Partners. Access immediately turned around and sold 50% of itself to Williams. In essence, Chesapeake sold its midstream assets to Williams using Access as an intermediary (see Chesapeake, Access & Williams in Complex 3-Way Midstream Deal). No doubt there are certain tax advantages to structuring the deal the way they did. The Chesapeake acquisition netted an additional 1 billion cubic feet of natural gas per day for Access.

Access issued its fourth quarter and full year 2012 report yesterday. They spent $735 million and made $478 million in revenue for 2012. Access predicts capital spending in 2013 will be $1.6-$1.7 billion and they expect to make around $850 million in revenue. They predict the revenue number will grow to over $1 billion by the end of 2014, more than doubling revenue from 2012 (in just two years).

Iroquois Announces Interconnect for Constitution Pipeline in NY

In news related to the soon-to-be built Marcellus Shale Constitution Pipeline (being built by Williams), Iroquois, a major interstate natural gas transmission pipeline, announced today they plan to move forward with development of a new interconnect project that will expand their existing compressor station and metering facilities in Wright, New York in anticipation of the new Constitution pipeline connecting to the Iroquois at Wright. Plans call for Iroquois’ new construction to be completed by March 2015 when the Constitution plans to go in service.

New Marcellus Constitution Pipeline Announces “Final” Route

After more than a year of work, Williams has finalized the route for the new Marcellus Shale Constitution Pipeline that will run from the heavily-producing Marcellus Shale gas fields of Susquehanna County, PA all the way up to Schoharie County, NY, where the pipeline will connect with two large interstate pipelines: the Iroquois and the Tennessee. Williams Files with FERC for New Access Point to NYC from Transco Pipeline

New York City Mayor Michael Bloomberg has said it’s critical that NYC get more supplies of shale gas—in the near future. New York has new rules going into effect starting in 2015 that will ban certain types of fuel oil, which means all of those apartment buildings will need to be heated with an alternative, and windmills won’t do the job (see Why Mayor Mike Bloomberg Suddenly Loves Fracking).

Williams Partners yesterday filed an application with FERC to provide a new delivery point from their Transco pipeline to provide additional natural gas to NYC—but it involves constructing a new 3.2-mile pipeline (mostly offshore) to make it happen. NC Utility Signs Deal with Cabot for PA Marcellus Gas

Dominion, Caiman in $1.5B Utica JV: Blue Racer Midstream

Two large midstream (pipeline & processing plant) companies, Dominion and Caiman Energy II, announced a new $1.5 billion, 50/50 joint venture to form a new midstream services company to service the Utica Shale in Ohio and Pennsylvania. The name of the new company is Blue Racer Midstream. Sound familiar? It should. Yesterday MDN brought you the news that Williams is investing $380 million in Caiman Energy/Blue Racer (see this MDN story).Williams owns nearly half of Caiman Energy II (47.5%).

One of the core assets of the new Blue Racer Midstream company will be Dominion’s previously announced $500 million natural gas liquids processing plant in Natrium, WV (see this MDN story). The Natrium plant was scheduled to go online by Dec. 31—a deadline that won’t be met. However, work on the new NGL plant continues at a “furious pace” and the plant will be online in early 2013. Dominion’s extensive gathering pipeline system in eastern Ohio is also part of the deal.

Williams Invests $380M in New Utica Shale Midstream Project

Farmer Does Jail Time After Confrontation with Pipeline Co

A western PA cattle farmer claims workers from Williams/Laurel Mountain Midstream pumped acid mine drainage onto his farm and damaged his fences while drilling a ditch for a pipeline across his property. The farmer was ordered to stay away from the workers last month after confronting them about damage done to his fences. He violated a court order and confronted them a second time when he saw what he thought was acid mine drainage being pumped onto his land from the ditches being dug. This time he got four days in the local clink.

Chesapeake, Access & Williams in Complex 3-Way Midstream Deal

Chesapeake Energy has sold off its remaining midstream operations (pipelines, compressors and processing plants) to Access Midstream Partners for $2.16 billion. The sale includes Chesapeake’s midstream assets in the Marcellus and Utica Shale region, along with assets in the Eagle Ford, Haynesville and Niobrara shale plays.

At the same time (keep your eye on the bouncing ball here), midstream giant Williams paid $2.4 billion to buy a 50% stake in Access Midstream. That is, the two deals are connected—Chesapeake to Access, Access to Williams. On paper, Chesapeake sold its midstream properties to Access, but it practice it seems the sale was actually to Williams via Access Midstream. In addition, Williams announced that Chesapeake is “supporting” their effort to build a natural gas liquids (NGL) pipeline from the Marcellus/Utica area to the Gulf Coast.
