11 New Shale Well Permits Issued for PA-OH-WV Jul 3-9
New shale permits issued for Jul 3-9 in the Marcellus/Utica saw a dramatic decrease after posting a dramatic increase the week before. There were 11 new permits issued last week, way down from the 39 issued the previous week. Last week’s permit tally included a scant 3 new permits in Pennsylvania, 3 new permits in Ohio, and 5 new permits in West Virginia. The top permittee for the week was Northeast Natural Energy, receiving 5 permits in Monongalia County, WV.

The Ohio Dept. of Natural Resources (ODNR) recently released production numbers for the first quarter of 2023, and wow! What a surprise! Oil production in the northern Utica Shale skyrocketed, led by wells drilled by Encino Energy. According to an analysis by the Youngstown Business Journal, four shale wells drilled by Encino in Columbiana County have “shattered previous production figures in the county.” Adding up all oil production by all drillers, Encino had the most oil production in the state, with 53.7% of the total oil produced in the Utica/Point Pleasant during the first quarter. It certainly looks like Encino has cracked the oil code in the Buckeye State!
Yeah, you read the headline correctly. Encino Energy offered the State of Ohio $1.8 BILLION (estimated) to drill for natural gas and oil under Salt Fork State Park, located in Guernsey County, OH. The park includes 17,229 acres of land and 2,952 acres of water. In December, Encino made an offer to the state immediately after House Bill (HB) 507 passed. The offer includes a payment of $5,500 per acre as a signing bonus and 20% royalties. No drilling would be done inside the park. All drilling would be done on land surrounding (on the outside of) the park.
It’s rare these days to come across information about the terms of a lease deal. Back in the day, when leasing was still going strong and there were a number of landowner coalitions, we would learn of lease terms and share them here on MDN. When we hear of lease terms nowadays, it’s almost always a deal between a municipality or governmental entity and a driller, forcing the information to be made public. We have one such deal to share today. Earlier this week, the East Guernsey Local School District Board of Education (in Lore City, Guernsey County, Ohio) voted to approve an oil/gas lease with Encino Energy.
