A nice bump up in permit numbers last week, mainly due to Pennsylvania. The Marcellus/Utica region received a combined 27 permits last week, Jan. 12 – 18. Pennsylvania issued 21 new permits, Ohio issued 5, and West Virginia issued just 1. A return to normalcy last week for permits issued to drill new shale wells in the Marcellus/Utica. Two weeks ago, we reported that just one new permit was issued (see M-U Issues Just One New Permit Last Week, Dec 29 – Jan 4). As promised, we double-checked to be sure there wasn’t a lag in posting permits by the various environmental agencies. There were no new permits (except the one) for two weeks ago. As for last week, Jan. 5 – 11, Pennsylvania issued 12 new permits, Ohio issued 2, and West Virginia issued 7. The combined number of new permits issued to drill shale wells across the Marcellus/Utica region was 26 for the week of Dec. 22 – 28, more than double the 12 issued two weeks ago. Pennsylvania issued 15 new permits, Ohio issued 6, and West Virginia issued 5. Among the companies receiving new permits were Antero, EOG, EQT, Hilcorp, INR, and Range Resources. Green County, PA, OKs Phase 1 of New Data Center with 910-MW Plant

The Greene County Planning Commission recently voted 8-1 to approve Phase 1 of “Project Hummingbird,” a massive data center complex proposed for the former Robena Mine site in Monongahela Township. This initial phase focuses on land grading, reclamation, and site preparation for a “power island” featuring two natural gas turbines totaling 910 megawatts (MW) and a water treatment plant. PA DEP Ready to Issue Permits for EGTS Pipe Project from PA to OH

Eastern Gas Transmission and Storage (EGTS), a wholly owned subsidiary of Berkshire Hathaway Energy Company (Warren Buffett’s company), filed a new project with the Federal Energy Regulatory Commission (FERC) in July (see Eastern Gas Files with FERC to Expand Pipe Flows from PA to OH). The project, called the Appalachian Reliability Project (ARP), is designed to move more natural gas from Pennsylvania to Ohio. ARP will leverage existing EGTS pipeline infrastructure while increasing its system capacity through pipeline additions (4 miles of new pipe) and station upgrades. Over the weekend, the Pennsylvania Department of Environmental Protection (DEP) published a notice in the PA Bulletin looking for comments on the department’s plan to issue three permits related to the project. 60 New Shale Well Permits Issued for PA-OH-WV Dec 1 – 7

After a pathetic showing two weeks ago (just 8 permits), last week was a barnstormer—the most permits we’ve seen issued in a single week since we’ve been chronicling permits here on MDN. But, there’s a catch. Last week’s report for the combined three states shows 60 (!) permits issued, with 22 going to Pennsylvania, 24 to Ohio, and 14 to West Virginia. However, Ohio’s numbers are inflated because the Ohio Department of Natural Resources (ODNR) reported numbers last week that stretch back three weeks in time. You may recall Ohio didn’t issue permits for two weeks in a row. They actually issued permits but didn’t report them. So, this report includes 6 permits for the two missing weeks. Still, removing six from the total means 54 permits were issued last week, which remains a record high. Could the spike in the spot price for natural gas in the M-U be the reason? ECA Marcellus Trust I Gives Investors 2-Cent Dividend for 3Q25

ECA Marcellus Trust I, the royalty interest holder in some of the wells drilled and maintained by Greylock Energy in Greene County, PA, announced yesterday that it will issue a 2-cent per unit dividend to unitholders for the third quarter of 2025. The company continues to hold back some profits ($90,000 in 3Q25) to build a cash reserve for “future known, anticipated or contingent expenses or liabilities.” ECA Marcellus Trust I, traded over-the-counter on the Pink Sheets, canceled distributions to investors for the first three quarters of 2020 due to the pandemic and the crash in oil and gas prices. The company restarted paying dividends in 4Q20. Since then, the Trust has paid out something in most quarters, floating from under a penny to as high as 18 cents/unit in 3Q22. After the high number of new permits issued two weeks ago, we thought last week the new permit number would sink (fast) for sure. But no! For the week of October 20 – 26, the number of permits issued to drill new wells in the Marcellus/Utica *increased* from the previous week. There were 39 new permits issued across the three M-U states last week, up from the 37 issued two weeks ago. Pennsylvania issued 23 new permits last week, up from 19 the previous week. Ohio issued 11 permits, a slight decrease from 13 two weeks ago. And West Virginia issued 5 new permits, the same number as two weeks ago. Just, wow! Minor Wastewater Spill of 340 Bbls at EQT Pad in Greene County, PA

EQT Corporation self-reported a wastewater spill at its Secretariat Well Site in Gilmore Township (Greene County), PA, on October 3. Multiple spots were found after the completions crew removed its containment apparatus from the pad. EQT immediately got to work remediating the site and has (so far) removed 340 barrels of wastewater (14,280 gallons) and 21.5 roll-off boxes of dirt. EQT reported the spill to the Pennsylvania Department of Environmental Protection (DEP) as soon as it was observed on October 3. A DEP inspector finally showed up on October 10. Pitt/Duquesne Study Links EQT Frac-Out to Water Contamination

Recently, two neighboring towns in Greene County, PA, declared a Disaster Emergency related to a “frac-out” at the EQT Lumber well that happened three years ago, in July 2022 (see Freeport Twp (PA) Declares Disaster Emergency re EQT Frac-Out and Second PA Town Declares Disaster Emergency re EQT Frac-Out). Both towns, Freeport and Springhill, claim that they have residents whose water wells were contaminated (and therefore undrinkable) following the EQT frac-out event in 2022. Both say that making this official declaration will help them qualify for government funding to run a water line into the affected areas to deliver water. French Investment Firm Sells SW Pa. Gas-Fired Power Plant for $1B

A power project we’ve been tracking since 2017 is a 620-megawatt (MW) Marcellus-fired electric plant in Greene County, PA, called the Hill Top Energy Center (see our stories here). In 2019, investment firm Ardian, based in Paris, France, announced that it had purchased a 41.9% stake in the project, becoming the majority owner (see SWPA Gas-fired Electric Plant Project Gets French Investment). In April of this year, Ardian announced it had purchased the other 58.1% stake it did not already own, becoming the sole owner (see French Investment Firm Buys Out SW Pa. Gas-Fired Power Plant). There were 11 new permits issued across the three M-U states last week, down from 19 issued two weeks ago (and way down from 30 issued three weeks ago). Pennsylvania issued just three new permits, with one each going to Expand Energy, EQT Corporation, and Range Resources in Bradford, Greene, and Washington counties, respectively. For the week of August 25 – 31, the number of permits issued to drill new wells in the Marcellus/Utica decreased from the previous week. There were 19 new permits issued across the three M-U states last week, down from 30 issued two weeks ago. Pennsylvania issued just six new permits, with two going to CNX Resources in Greene County. Another two went to EQT (including Rice Drilling), also in Greene County. Seneca Resources and Formentera Operating both received a single permit in Cameron and Lycoming counties, respectively. Second PA Town Declares Disaster Emergency re EQT Frac-Out

Last week, MDN brought you the news that Freeport Township, located in Greene County, PA, declared a Disaster Emergency on June 23, 2025 (see Freeport Twp (PA) Declares Disaster Emergency re EQT Frac-Out). The emergency is related to a “frac-out” at the EQT Lumber well that happened three years ago, in July 2022 (see Possible Frac-Out Reported at EQT Well Site in Greene County, PA). Now comes word that a second township that neighbors Freeport, Springhill, has also officially declared a Disaster Emergency for the same reason. Springhill’s declaration happened on August 7. For the week of August 18 – 24, the number of permits issued to drill new wells in the Marcellus/Utica nearly doubled from the previous week. There were 30 new permits issued across the three M-U states last week, a significant increase from the 16 issued two weeks ago. Pennsylvania issued the lion’s share with 14 new permits. Six of PA’s permits went to EQT for a single pad in Greene County. Four permits were issued to Expand Energy for a pad in Bradford County. Three permits were awarded to Sabre Energy for a pad in Sullivan County. And a single permit was issued to Range Resources in Beaver County.
