Rig Counts for World, US Continue Steep Slide in March; M-U Down 1

We’ve now gone beyond cutting into the bone and sinew with rig count losses–we’re now severing limbs. February’s Baker Hughes rig counts were awful, with both international and U.S. counts hitting record lows (see Rig Counts for World, US & Marcellus/Utica Crash in February). Somehow, it got worse in March. International rig counts went down 33 from 1,018 counted in February to 985 in March. In the U.S., rig counts went from 532 in February to 478 in March–a loss of 54 (10%). Month after month it just keeps going lower. Will the patient survive the carnage? On a more positive note, the number of rigs in PA, OH and WV cumulatively (the Marcellus-Utica) went down by just 1 rig. PA’s count went up 1 rig, OH’s count went down 2 rigs, and WV’s count stayed the same. Here’s the details…

PA DEP Reignites Initiative re Inspections/Compliance/Enforcement

On Tuesday the Pennsylvania Dept. of Environmental Protection (DEP) issued an ambiguous, slightly threatening-sounding announcement about “restarting a process” that will lead to more consistency with “inspections, compliance and enforcement activities.” The announcement does not specifically mention the oil and gas industry, but o&g is a large part of what the DEP does–so presumably this is a new effort to clamp down on drillers and midstream companies. How will the DEP become more “consistent” with inspections and compliance and enforcement? That’s left unsaid. The DEP says it is conducting an “internal review” now, to be completed in May. They promise a coming public notice and comment period this summer…

ecorpStim Successfully Fracks PA Marcellus Well Using Baby Oil

Every now and again eCORP Stimulation Technologies, or “ecorpStim” as they are known, reappears with a press release to announce they’re still around. The last such time MDN covered the company was in July 2014 (see ecorpStim Says New Manufacturing Process Lowers Non-Water Frack Cost). ecorpStim’s technology uses non-flammable liquefied propane as the fluid for fracking. It has the benefit of turning back into a gas and coming back out of the hole–captured and sold at a profit (or captured and re-used). One issue is, of course, the cost–although ecorpStim says they have worked hard to lower the cost. Another issue is potential flammability. However, last year ecorpStim began experimenting with “light alkanes” as an alternative fluid for fracking. In everyday language, light alkanes are “baby oil.” A big plus with using baby oil is that it’s nonflammable. It’s also safe for human ingestion and totally safe for the environment. ecorpStim released an announcement yesterday to say they have successfully fracked a Marcellus Shale well in Fayette County, PA using their new baby oil process…

Rice Energy Fined ~$400K by PA DEP for Not Asking “Mother May I?”

The Pennsylvania Dept. of Environmental Protection (DEP) has slapped Rice Energy and a couple of Rice’s subsidiary companies with a hefty fine of $393,500. Egads! Must be Rice did some very nasty things, right? Turns out most of the reason why the DEP fined Rice was for not playing “Mother May I?” with the DEP. In one case Rice installed a waterline between a well pad and an impoundment–without “Mother May I?” permission from the DEP. In another case Rice built a pipeline through a swamp (i.e. “wetland”) without getting DEP “Mother May I?” permission. And in yet another case Rice installed three waterlines under a creek instead of one. Rice’s midstream subsidiary was cited for “not using best management practices”–a severe no no for the DEP. Rice Midstream’s lack of management practice decorum led to a small incidence of erosion that briefly turned a creek brown. Call in the EPA! That’s your PA DEP hard at work for the people–always on the job ensuring those nasty drillers tow the line and pay big fines…

PennEast Spins FERC Delay as a Good Thing – Optimism or Denial?

We understand the value of a healthy, optimistic attitude. We consider ourselves to be a “glass half full” rather than “glass half empty” type of people. But we’re also realists. Last week the builders of the proposed PennEast Pipeline–a $1.2 billion, 114-mile, 36-inch diameter pipeline that will deliver approximately 1 billion cubic feet of natural gas per day from the Marcellus gas fields of northeastern PA to locations in southeastern PA and across the border to Trenton, NJ–received what we considered bad news. The Federal Energy Regulatory Commission (FERC) told PennEast they would extend the amount of time they are taking until December of this year, rather than August, to complete their Environmental Review. And FERC won’t issue their final decision on authorizing the project until March 2017–at the earliest. PennEast had requested FERC wrap it all up by this August–an 8-month delay. In our book, that’s mildly bad news. But yesterday PennEast issued a press release saying the FERC announcement is an “important milestone,” almost lauding FERC for moving so quickly given a plateful of pipeline applications–even though it means the PennEast project now won’t be completed until 2018 instead of 2017. Is this a “glass half full” optimistic attitude? Or self-deluding denial? We can think of many reasons why it’s a manifestly bad thing that FERC has delayed–not the least of which is are multiple lawsuits sure to be launched by the radicals at THE Delaware Riverkeeper…

Judge Rules Seneca May Challenge Injection Well Ban in Elk County

There is a new development in the case of an illegal ban on injection wells passed by Highland Township in Elk County, PA. In 2013 the radical leftist PA-based group Community Environmental Legal Defense Fund (CELDF) convinced enough ignoramuses in Highland Township to pass a so-called Community Bill of Rights. Seneca Resources, a driller with leases and an active drilling program in Elk, had planned to drill an injection well on their own property to dispose of their own flowback and produced water. The CELDF-inspired ordinance Highland Twp prevented it, and Seneca threatened to sue the town (see Seneca Resources Threatens to Sue PA Town over Injection Well). Seneca made good and filed to sue, but the town and CELDF tried to prevent the lawsuit. Last week U.S. Magistrate Judge Susan Paradise Baxter ruled that Seneca has standing to sue and the lawsuit will now go forward. By the way, in October of 2015, Judge Baxter ruled in an almost identical case in Grant Township (located in nearby Indiana County) that the town’s injection well ban was illegal (see Fed Judge Overturns Grant Twp, PA Ban on Injection Wells). Even the dullards who enacted the ban in Highland should be able to see the writing on the wall. They’re about to lose. Taxpayers in Highland who are footing the bill (since the CELDF doesn’t pay for legal fees and judgments) are the biggest losers. They may want to remember that come election time…

PA DEP’s $8.9M Methane Migration Fine Appealed by Range Resources

Last June the Pennsylvania Dept. of Environmental Protection (DEP) sent Range Resource a notice they planned to fine the company a whopping $8.9 million for methane migration into water wells and a nearby stream in Lycoming County, PA (see PA DEP Slaps Range with Record $8.9M Fine for Methane Migration). The DEP said the Range well, drilled in 2011, had been leaking methane since at least 2013 (improperly cemented well casing) and the methane had “contaminated the groundwater-fed wells of private water supplies, and a nearby stream.” But the DEP never actually sent a bill for the fine to Range. Why? Because Range immediately appealed the DEP’s initial notice to the PA Environmental Hearing Board. It now appears the appeal process will drag on at least until the dog days of summer–in July…

MDN Subscriber Does Bang-Up Job as Moderator at NE O&G Awards

Each year the Oil & Gas Awards hosts an industry summit followed by an award ceremony in various locations across the country. For the past couple of years MDN editor Jim Willis has been a moderator at the summit. However, Jim could not attend the event held last week in Pittsburgh (see Winners of 2016 Northeast Oil & Gas Awards [FREE Access]). So in his place, Jim nominated Charlie Schliebs, Co-founder and Managing Director at Stone Pier Capital Advisors in Pittsburgh (and long-time MDN subscriber), to be moderator. Top 10 Shale Wells of 2015 for Marcellus, Utica, Entire Country

Rystad Energy Ranks, a data company based in Norway, hosts web-based portal with easy-to-use access data on oil and gas wells around the globle. They call their service “Rystad Energy cubes.” Rystead has made a wealth of data available in predefined “ranking lists” where the user can change filter settings to drill into and slice and dice the data. They call it their “database list format Ranks.” Up to now, Rystad Energy cubes have been available only through Rystad Energy’s proprietary Cube Browser. With “Ranks” users can now access predefined analyses based on the same databases. The really cool thing? They offer the “top 10” for various queries absolutely free. No registration required. We took it for a spin and produced Top 10 lists for Marcellus Shale well production in 2015, Utica Shale well production in 2015, and all American shale wells for 2015. ‘Wackos in the Trees’ Protest Continues in Huntingdon County, PA

Yesterday we told you about a Big Green effort to stop tree clearing for the Mariner East 2 pipeline in Huntingdon County, PA–about a young woman who climbed 40 feet up a tree to sit in a tree house so crews could not cut down the trees around her (see PA Anti Literally Goes Up a Tree to Stop Mariner East 2 Pipeline). She’s still “up a tree.” Looks like her publicity stunt worked because starting today crews can’t legally cut any more trees for fear of hurting an Indiana bat. (We say it’s more than bats that are batty in Huntingdon County.) The young woman’s mother, who happens to own the property and the trees, was arrested approaching the cutting crews (after being told by a judge to stay away) because, she says, she feared they would cut a tree close to her ~~blithering idiot~~ daughter and hurt her. There’s also another nutter up a tree on the property. Even though the tree climbers prevented harvesting of a few trees, Sunoco Logistics, the builder of the pipeline, says it’s no big deal–they got almost all of the trees cut they needed to and come fall it won’t take long to nip the last few. Philly Green Group Throws Temper Trantrum After Energy Hub Meeting

Petulant, spoiled rotten children often grow up to be petulant, spoiled rotten adults–adults who throw temper tantrums when they don’t get their own way. Such is the case with members of Green Justice Philly, a coalition of anti-drilling groups opposed to fossil fuels and opposed to a plan to bring more fossil fuels to Philadelphia as part of a northeastern “energy hub” concept. Yesterday we told you about Wednesday’s closed-door meeting where a new study was released, a “road map” that can be used to bring more natural gas and natural gas liquids to the City of Brotherly Love (see Philly Chamber Publishes Roadmap to Turn Region into “Energy Hub”). There certainly wasn’t much love displayed by a handful of boisterous protesters outside of the meeting. The meeting was private and the disruptive protesters were not allowed inside to conduct their normal mischief. And therein lies the winter of their discontent. PA Anti Literally Goes Up a Tree to Stop Mariner East 2 Pipeline

Another environmentalist has tipped over the edge. The daughter of a landowner in Huntingdon County, PA scampered up a tree and planted herself there to prevent that tree and others near it from being cut down by crews clearing a path for the Mariner East 2 pipeline. Just two days ago we told you that Huntingdon County Common Pleas Judge George Zanic previously issued an order to Ellen Gerhart to allow tree clearing on three acres of her property (see Court Grants Mariner East 2 Right to Clear Trees in Huntingdon, PA). Gerhart’s daughter Elise literally “went up a tree” yesterday to a platform pre-built there, between two trees, and says she’ll stay there until the end of the week when tree-clearing season is over. You can’t clear trees after March 31st for fear of killing a threatened bat species. No word on when/if authorities will climb the tree and forcibly remove her. Thing is, she’s not alone. Radical environmentalists are behind Gerhart’s stunt. Two well-known anti-drilling radicals were arrested for blocking work at the site–and bail was set at $100,000 each. Yes, it’s time to get serious with these repeat lawbreakers. It’s also time to go up the tree and extricate Ms. Gerhart and put her in jail with them…

Philly Chamber Publishes Roadmap to Turn Region into “Energy Hub”

Yesterday a large group of business, labor and political leaders gathered in Philadelphia to hear about plans to turn Philly into an “energy hub” with more pipelines delivering natural gas and natural gas liquids to the region. Chemical plants and manufacturers would spring up to use the gas and gas liquids–creating a huge economic impact for the region. According to press reports there were 200 or more gathered for the unveiling of a new report from the Greater Philadelphia Chamber of Commerce’s Greater Philadelphia Energy Action Team (GPEAT). The report is titled, “A Pipeline for Growth, Fueling Economic Revitalization with Marcellus and Utica Shale Gas” (full copy embedded below). Meanwhile, 20-30 silly anti-drillers (who don’t have lives apart from protesting) stood outside and tried their darnedest to shout and disrupt the meeting. How did they react inside? By making fun and laughing at them! Philip Rinaldi, GPEAT Chair and President/CEO of Philadelphia Energy Solutions said this to the crowd as he took the stage: “I’m inclined to ask for a brief moment of silence to hear the protesters a little better.” Love it! You had to have a ticket into the private event–and the antis couldn’t score any tickets to disrupt the event–something they bitterly complained about.
