    INGAA Files Lawsuit Challenging PHMSA’s New Pipeline Safety Regs

    In May, the PHMSA issued a proposed new rule that would slap onerous and very expensive new requirements on pretty much all natural gas pipelines in the country, including 2.7 million miles of gas transmission, distribution, and gathering pipelines; 400+ underground natural gas storage facilities; and 165 liquefied natural gas facilities (see Biden DOT Issues New Partisan Methane Rules for All Gas Pipelines). The country’s top trade organizations representing the midstream (pipeline) industry filed comments pointing out major flaws in the new rule (see Major Pipeline Associations File Comments Against New PHMSA Regs). One of those organizations, the Interstate Natural Gas Association of America (INGAA), filed a lawsuit earlier this week in federal court challenging the new rule.

    Global Oil & Natural Gas Reserves Increase – Breakdown by Country

    Each year, the Oil & Gas Journal updates oil and natural gas reserves by each O&G-producing country. It’s a fascinating look at where the biggest (and smallest) oil and gas supplies exist on the planet. Would it surprise you to learn that three other countries have more (far more) natural gas reserves than we have here in the U.S.? Perhaps even more startling, There are eight countries with more oil reserves than the U.S. Unfortunately, most of the countries with larger supplies are enemies of the U.S.

    Constellation May Have to Close Boston LNG Import Terminal

    This past May, MDN told you about a coming real-life nightmare that the Everett LNG import terminal, which accepts and regasifies foreign-sourced natural gas, may shut down following the closure of New England’s biggest natural gas-fired power plant, the Mystic Generating Station in Everett, MA (see Nightmare in Boston – Everett LNG Import Terminal May Close 2024). The potential shuttering of the Everett LNG plant was the main topic of discussion a month later (in June) at the Federal Energy Regulatory Commission’s second New England Winter Gas-Electric Forum in Portland, Maine (see Potential Shutdown of Boston LNG Terminal Discussed at FERC Forum). Then, in November, both FERC and NERC (North American Electric Reliability Corporation) issued a joint statement about Everett LNG shutting down, warning of dire consequences for New England’s energy reliability and affordability if a shutdown happens (see FERC, NERC Warn of Dire Consequences if Boston LNG Terminal Closes). Until now, Everett shutting down has been a theoretical possibility. It’s edging closer to happening…

    Skeptical PA Dems Turning Against Hydrogen Hubs & Blue Hydrogen

    Pennsylvania Democrats face a conundrum. They love getting other people’s money (i.e., “government” money). They love any energy source *other* than fossil fuels (they have an irrational and deep-seated hatred of fossil energy). They even love the idea of hydrogen as an alternative energy source. But they don’t know what to do with the coming hydrogen hubs. Their patron saint, Joe Biden, has promised billions in government (other people’s) money for two hydrogen hubs that will, at least peripherally, benefit Pennsylvania (see Hydrogen Hub Winners Announced – WV Takes Prize in M-U Region). Republicans love the coming hubs (see PA Republican Legislators “All-In” on Regional Hydrogen Hubs), which is enough to sour the Dems against them. Sad, isn’t it? Two key Democrat legislators, State Senator Katie Muth (D-Chester/Montgomery/Berks), chair of the Pennsylvania Senate Democratic Policy Committee, and State Senator Carolyn Comitta (D-Chester), Democratic Chair of the Senate Environmental Resources and Energy Committee, co-hosted a public hearing on Monday on the proposed development of hydrogen infrastructure in Pennsylvania. It was pretty much a hate-fest against hydrogen.

    PA DEP Spending $44M This Yr, $76M Next Yr to Plug Orphaned Wells

    In May, MDN told you that since taking office in January, Pennsylvania Gov. Josh Shapiro has been a major dud — someone who doesn’t know how to lead (see Secretive PA Gov. Josh Shapiro a Major Dud Since Taking Office). He’s bereft of any idea of what to do and how to do it, especially with respect to energy issues. Since that time, our opinion has not changed. The state STILL does not have a fully completed budget for this year. Talk about a do-nothing leader! So we found it amusing to read the headline for Shapiro’s latest press release: “Governor Shapiro Gets Stuff Done: Shapiro Administration Plugs More Than 130 Orphaned & Abandoned Wells in Just 11 Months, Surpassing the Total Over the Previous Eight Years Combined.”

    DUG Appalachia: Greylock Energy Plans to “Test Utica” in 2024

    Greylock Energy is headquartered in Charleston, WV, with offices in West Virginia, Pennsylvania, Utah, and Wyoming and operations scattered throughout Appalachia and the Rockies. The company’s assets comprise more than 1.19 million acres, about 6,700 wells, including the operation of 4,000 wells throughout Appalachia (shale and conventional) and 2,600 miles of pipeline. Ryan Deaderick, executive vice president and COO of Greylock Energy, spoke to Hart Energy editorial director Jordan Blum on the sidelines of the recent Hart Energy DUG Appalachia conference in Pittsburgh. Deaderick said his company has expanded and added assets in the Rockies over the past 18 months. He said the company is “always looking for diversity of investment.”

    NET Power Takes Another Step – Signs Deal with Lummus Technology

    Last December, Rice Acquisition Corp II, a special purpose acquisition company (SPAC) started by the Rice brothers (Danny, Toby, and Derek), announced a deal to acquire NET Power — an electric power developer with revolutionary new technology to capture every last molecule of carbon dioxide from natural gas-fired power plants (see Dan Rice Buys Co. that Builds Zero-Carbon Gas-Fired Electric Plants). The Rice deal to buy NET Power closed in early June, with Danny Rice (former CEO of Rice Energy) becoming the new CEO of NET Power (see NET Power Completes $1.5B Merger with Rice Acquisition Corp.). During a recent quarterly update, Rice said the project, known as Project Permian, would be delayed to “between the second half of 2027 and the first half of 2028” (see NET Power Delays World’s 1st NatGas Plant with Zero Emissions). The project was supposed to come online in 2026. We have some progress to report.

    Massachusetts Commits Energy Hari-kari – Plans to Ban NatGas

    After more than three years of “study,” the Massachusetts Department of Public Utilities (DPU) issued an order yesterday meant to signal gas utilities that they don’t have a long-term future in the state. With Order 20-80, the DPU aims to “guide the evolution of the natural gas distribution industry to clean energy” with an eye towards the state’s goal of getting to net-zero greenhouse gas emissions by 2050 while supposedly protecting ratepayers and ensuring energy reliability. The 20-80 order accomplishes neither goal but instead sentences Massachusetts to a cold and dismal future without natural gas.

    Red Sea Chokepoints, Pirates Threaten U.S. LNG Shipments to Asia

    In early November, MDN warned you about delays with LPG (propane) and LNG ships transiting the Panama Canal on their way to Asia (see Drought Along Panama Canal Causing Delays in Propane, LNG Exports). According to the Panama Canal Authority (APC), water levels at Gatún Lake are the lowest since at least 1995 due to an extended dry season and lower-than-normal precipitation on the Panama Canal. Several weeks later, the situation grew even more dire, with ships now required to pay money to reserve slots to transit the canal (see LNG Vessels Transiting Panama Canal Must Use Auction for Time Slots). Some LNG ships opt to travel further to the Suez Canal, which connects the Mediterranean Sea with the Red Sea, and the Red Sea with the Indian Ocean. But the Suez Canal has its own problems…

    U.S. Supremes Deny Emergency Request by Va. Landowners to Stop MVP

    A small group of uppity Virginia landowners don’t want Mountain Valley Pipeline (MVP) crossing their horse pastures, leaving a mark. So they conspired with Big Green lawyers in a lawsuit challenging the right of the Federal Energy Regulatory Commission (FERC) to use eminent domain to build pipelines across private land. In October, the landowners filed an “emergency” request with the D.C. Circuit Court of Appeals, asking the court to block MVP construction while the eminent domain lawsuit grinds on. The D.C. Circuit judges rejected that request in October (see DC Circuit Denies Anti Request to Block MVP Construction in Va.). Since Big Green has endless piles of cash to finance legal actions, they decided to appeal (once again) to the U.S. Supreme Court. Last week the uppity landowners and their Big Green lawyers asked the Supremes for an emergency block on MVP construction. Yesterday, the Supremes rejected them.

    Person County, NC Votes to Approve Dominion LNG Storage Facility

    Dominion Energy wants to build a liquified natural gas (LNG) storage facility in Person County, North Carolina, to enhance natural gas service reliability for residential and business customers in the growing region (see NC Residents Freak Out Over Proposed Dominion LNG Storage Tank). Dominion studied several potential sites and collected a boatload of data during the site selection process, including but not limited to construction feasibility, minimizing landowner impacts, connection to Dominion’s existing natural gas system, and avoiding environmentally sensitive areas. Ultimately, Dominion selected a site in the southeast corner of Person County. Mainstream media is doing its best to scare local residents, hoping to block the project. However, over the objections of a rowdy crowd, county commissioners voted Monday to approve a rezoning request from Dominion for the project.

    Roulette O&G Withdraws Injection Well Plan for Potter County, PA

    Earlier this year, Roulette Oil & Gas LLC received approval from the federal EPA to build a shale wastewater injection well in Clara Township in Potter County, PA (see EPA Approves Potter County, PA Injection Well, Waiting Now for DEP). On March 31, the Clara Town Board passed an amended version of its 1987 ordinance governing injection wells (see Clara Township Adopts Modified Ordinance Banning Injection Wells). The newly amended ordinance bans all injection wells in the township — something that is (according to our understanding) illegal under Pennsylvania state law. However, before Roulette could begin drilling, the state Dept. of Environmental Protection (DEP) needs to approve the well. Following a DEP public hearing on July 25 in Coudersport, PA, where “emotions ran high,” the DEP extended the public comment period (see PA DEP Extends Deadline to Comment on Potter Injection Well Plan). Just coming to light now is that Roulette withdrew its application for the well in September…

    Marcellus Shale Coalition Analyzes PA DEP Enviro Justice Policy

    On August 17, the Pennsylvania Dept. of Environmental Protection (DEP) posted an Interim Final Environmental Justice Policy to guide DEP’s permit application reviews and outreach efforts in environmental justice areas throughout the Commonwealth (see PA DEP Issues Interim “Final” Shale-Drilling-is-Racist Regulation). New Environmental Justice (or EJ) policies are a euphemism for regulations that prohibit drilling and pipelines built in neighborhoods of color or economic hardship zones because, says the left, those people can’t fight them. It is a uniquely dystopian and prejudiced view of the world. We call it “all shale drilling is racist” regulations. Completely repugnant. But the Shapiro DEP forged ahead with implementing these new policies and a new website tool aimed at helping to identify EJ regions.

    EQT Signs Oil & Gas Decarbonization Charter at UN COP28

    There’s been a lot of news coming from the UN COP28 climate event in Dubai. In some respects, we feel like it’s a firehose of news about leftists targeting fossil energy (even though the event is being hosted by the CEO of a fossil fuel company). COP28 runs from Nov. 30 to Dec. 12, so we will bring you important news from the event in due course. Today, we focus on one bit of news: Some 50 oil and gas companies from around the world, representing 40% of global oil production, launched a new initiative called the Oil and Gas Decarbonization Charter (OGDC). EQT Corporation is one of the 50 participants.
