    Several States Float Laws to Ban Municipal NatGas Bans

    We’ve commented from time to time on municipalities (cities) that stupidly ban new home and business construction from installing and connecting to natural gas supplies. Berkeley, California comes to mind since they were the first to do so. The trend is catching on in cities where leftist radicals infest city councils. In a bid to shut this madness down before it spreads (it’s the intellectual equivalent of the coronavirus), the state of Arizona, which shares a border with California wackos, last month passed a new law that puts a ban on municipal gas bans. Good for Arizona! Now five more states–Missouri, Minnesota, Oklahoma, Tennessee and Mississippi–are looking to ban gas bans too.

    NETL: U.S. Needs More NatGas Pipelines to Power Electric Plants

    NETL (National Energy Technology Laboratory), one of our country’s treasured national lab facilities, recently released a report and case study that shows if we as a country want reliability in our electric grid (no blackouts), we need to build more natural gas pipelines to feed natgas-fired power plants. “As the electric power system relies more heavily on natural gas power generation, the reliability and resiliency of the Nation’s electrical system will become increasingly linked to the performance and capabilities of the natural gas delivery system.” How much more in the way of new pipelines are needed? “Conservatively, an investment of $470 million to $1.1 billion over that already entrained in the long-haul natural gas transmission system is identified to avoid even worse outcomes.” Start the backhoes!

    First 5 Elba Island LNG Mini-Plants Now Online Exporting Marc Gas

    Elba Express – how Marcellus gas gets to Elba Island

    Last December the very first load of Marcellus molecules liquefied at the Elba Island, Georgia LNG export facility was loaded onto a ship and headed to Pakistan (see Elba Island Finally Exported First Marcellus LNG Cargo on Friday). Elba Island is a series of 10 small liquefaction units, and December’s cargo was from one (maybe two) of those units. Since that time the first four of Elba’s “mini-trains” have come online (see KM’s Elba Island LNG Makes Rapid Progress, Units 1-4 Now Online). You can now add a fifth train to that number.

    Ohio House Bill 55 Aims to Make Royalty Checks Understandable

    Is history repeating itself? Ohio House Bill 55 would require certain pieces of information to be included on royalty statements landowners receive from Ohio drillers. Ohio State Rep. Jack Cera (Democrat from Bellaire) introduced HB 55 last year–for the third time since 2011. Like the two previous times, the bill is now mired in committee and doesn’t appear to be making any headway toward a vote. Let’s look at what information landowners receive now under existing law, and what details they would receive under this bill if passed.

    5 Yrs Later Williams, ET Still Arguing over Botched Merger

    In 2015 Kelsy Warren and his Energy Transfer Equity (now just Energy Transfer) company pursued Williams, wanting to merge Williams into its own operation. Williams initially fought ET tooth and nail, but in the end, cut a deal (see Williams Accepts ETE’s “Indecent Proposal” – Price Went Down $10B). Without recounting all the sordid details, ET got cold feet and left Williams at the alter, and Williams sued (see Merger Turns Sour: Williams Sues ETE/CEO Kelcy Warren). The merger never happened. Believe it or not, lawsuits over that merger continue. ET says Williams CEO Alan Armstrong covertly worked to tank the deal. Williams says it was all ET’s fault and ET still owes it $410 million.

    Judge Rules Tug Hill Not on Hook to Buy Gulfport OH Marc. Assets

    A kerfuffle between Gulfport Energy and Tug Hill Operating has been settled by a Texas judge. Gulfport and Tug Hill cut a deal in November 2018 for Tug Hill to purchase certain Marcellus shale assets in Ohio from Gulfport for $26 million. According to Gulfport, Tug Hill never sealed the deal and should be forced to complete it now. Tug Hill said Gulfport didn’t come through with necessary releases from third parties related to the deal, and therefore the deal is null and void. The judge agreed with Tug Hill.

    Columbia Selling Mass. Gas Utility Biz to Competitor Eversource

    Columbia Gas of Massachusetts (NiSource) never quite recovered (reputationally) from a series of explosions in September 2018 that occurred with its local delivery pipelines north of Boston (see Local NatGas Pipes Explode Near Boston Killing 1, Injuring 25). The explosions and resulting fires tragically killed one teenager and injured 25 others. It left some 8,600 households and businesses without natural gas for months. Several class action lawsuits were filed against the company, which got settled last summer for $143 million (see Columbia Gas Pays $143M to Settle Lawsuit from Mass. Explosions).     1Q20 Saw Biggest Quarterly Drop in Oil Demand in History

    IHS Markit employs more than 5,000 analysts, data scientists, financial experts and industry specialists. Their global information expertise spans numerous industries, including finance, energy, and transportation. Yesterday IHS Markit issued a bulletin to say its analysts expect when the tabulating is all done that world oil demand, due to fear over the COVID-19 coronavirus, fell by some 3.8 million barrels per day over the same quarter from 2019. That would be a new all-time, world record quarterly drop in oil demand. The previous record happened during the worldwide recession of 2009 when demand dropped 3.6 million bpd. Should we be worried that we are about to experience another worldwide recession?

    PA AG Shapiro Tries to Turn Fracking into a Crime in 12+ Cases

    In what has to be unethical at a minimum, and perhaps even illegal at the maximum, Pennsylvania Attorney General Josh Shapiro spoke on the phone with two anti-drilling “reporters” from the Pittsburgh Post-Gazette (Don Hopey and David Templeton) to let them know he is on an official witch hunt launching “more than a dozen investigations” to turn fracking and anything connected with fracking into a crime.

    More Details on Potential Methanol Plant Planned for Northeast PA

    We now know who is interested in building a new methanol plant in northeastern Pennsylvania. But it will only get built IF the state is able to adopt a new law granting the operation a tax credit. We’re talking about House Bill (HB) 1100 that was recently passed by large bipartisan majorities in both the PA House and Senate (see PA Senate Tweaks, Passes Bill Attracting Cracker-Type Investment). Gov. Tom Wolf says he will veto the bill (see Gov Wolf to Veto Bill Attracting Cracker-Type Investment to NEPA). The company that wants to build the methanol plant says if HB 1100 is not adopted, they will look to build elsewhere.

    Radical Groups Plan Mar. 9 Protest Against PA Petchem Bill

    Some 30 radical environmental groups (including ringleader Penn Future) is fearful their campaign to stop House Bill (HB) 1100 is failing. HB 1100 is aimed at attracting new petrochemical investments to the state. How do we know Big Green is fearful? Because the groups are attempting to gin up opposition to the bill by staging a faux protest rally on March 9 at the Capitol in Harrisburg.

    Williams CEO Alan Armstrong participated in a panel discussion yesterday in Washington, D.C. at the Bipartisan Policy Center. The event was titled “America’s Energy Infrastructure: Where Do We Go From Here?” Following the panel Armstrong spoke to a reporter from S&P Global Market Intelligence. He had some very interesting things to say. One of the things Armstrong discussed was an explanation for why his company abandoned the Constitution Pipeline project into New York State, just when it seemed they may be winning the legal fight to build it.

    DRBC Reopens Public Comment, New Hearing for LNG Export Dock

    Last June the DRBC (Delaware River Basin Commission) approved a request by New Fortress Energy to build a $96 million 1,600-foot-long pier/dock on the Delaware River, to be used for docking and loading two ships at a time with LNG (see DRBC Approves New Fortress LNG/NGL Shipping Dock on Dela. River). After being hounded by THE Delaware Riverkeeper and the Sierra Club for months over that approval, DRBC voted in September to “reconsider” its earlier decision (see DRBC Reconsiders New Fortress LNG/NGL Shipping Dock on Dela. River). The DRBC has just announced it will hold a “trial-like” hearing on the project with both sides, New Fortress and Riverkeeper (and no one else) offering testimony.
