The Incoherence of WV’s Anti-Pipeline “Movement”

There are perhaps a dozen or less people in West Virginia who show up at meetings to protest against several much-needed pipeline projects in the state. One of them, Lauren Ragland, is a little known protester who started a group called West Virginia Wilderness Lovers, which seems to have changed names recently to WV MATTERS. Ragland sometimes appears at meetings toting around a hula hoop (see Hula Hoops & Tall Tales from WV Anti-Drillers Opposed to Pipeline). The membership of her group has magically grown to “95,000 members” according to the latest communication. Yeah, right. Anywho, Lauren, for whatever reason, includes MDN on her press release distribution list. The latest release is included below with no changes. If someone can please tell us what it’s about, we’d appreciate a heads up. From what we can tell, it’s absolutely incoherent, as is much of the anti-drilling movement…

Marathon Utica Wet Gas Pipeline Extends Open Season Extra 30 Days

In December 2013 Marathon Petroleum, Ohio’s largest refiner, announced they would build a new Utica Shale pipeline, called Cornerstone (see Marathon Petroleum’s Newly Announced “Cornerstone” Utica Pipeline). Cornerstone will stretch nearly 50 miles from the MarkWest cryogenic processing plant in Cadiz, OH, heading northwest and connecting to M3’s fractionator plant in Scio and M3’s cryogenic processing plant in Leesville on its way to connecting with and terminating at Marathon’s refinery in Canton, OH. The pipeline will flow crude oil, condensate and natural gasoline. In February, Marathon launched an open season to sign up shippers for the new pipeline (see Marathon Announces Open Season on New Wet Gas Pipelines). The open season was due to end on March 13, but Marathon has extended it an extra month–a sign that there may not be as much interest as originally thought for this project (although Marathon says the extra time allows them to handle “significant interest” in the project)…

Marcellus Pipeline Likely Coming to S Jersey, Confirmation Vote

Since early 2014, MDN has chronicled the almost impossible task that utility company South Jersey Gas set before themselves–running a very short 22 miles of pipeline to an electric generating plant that has been ordered to switch from burning dirty coal to burning clean Marcellus Shale gas (see Sierra Club, LWV Chooses Coal over NatGas in South Jersey). It’s an almost impossible task because the pipeline would need to run through 10 miles of scrub pine trees that some in the region believe are sacred. In particular, the NJ Sierra Club and the League of [Liberal Democrat] Women Voters are opposed to the plan and pressured the Pinelands Commission, the state regulatory body that oversees the area, to not approve the plan. NJ Gov. Christie then booted two of the members of the Pinelands Commission last May and nominated two new members, bringing us a step closer to achieving the impossible (see Marcellus Pipeline May Come to South Jersey After All). It’s taken almost a year, but the NJ Senate has just confirmed the second of those two new members, which most people read to mean that the Pinelands Commission will now vote to approve the South Jersey Gas pipeline…

Atlantic Sunrise Will Pump $1.6B into Economy, Create 8K Jobs

Williams pushed out a new economic analysis of their Atlantic Sunrise pipeline project yesterday. The project, if built, will cost $2.1 billion and consist of compression and looping of the Transco Leidy Line in Pennsylvania along with a greenfield pipeline segment, called the Central Penn Line, connecting the northeastern Marcellus producing region to the Transco mainline near Station 195 in southeastern Pennsylvania. Additional existing Transco facilities are being added or modified to allow gas to flow bi-directionally. The preliminary project design includes 178 miles of new greenfield pipe (Central Penn North & Central Penn South), two pipeline loops totaling about 12 miles (Chapman Loop, Unity Loop), 2.5 miles of existing pipeline replacement, two new compressor facilities in PA, and other facility additions or modifications in five states (PA, MD, VA, NC, SC). There’s been some push back by small groups of anti-drillers in places like Lebanon County and Lancaster County (PA) where a phony Indian tribe claims the pipeline will run through ancient burial grounds (see Convicted Lancaster Protesters Taunt Williams After Court Date). Meanwhile, the adults at Williams continue to make progress. The analysis they released yesterday shows the Atlantic Sunrise project will pump $1.6 billion into the economies of the states where it’s built, and create 8,000 jobs…

Eureka Hunter Pipeline Volume Continues to Expand, now 623 Mmcf/d

Every few months Eureka Hunter, the midstream subsidiary of Magnum Hunter Resources, issues a press release to update investors on their progress toward filling their WV/OH pipeline system with natural gas. Eventually they hope to flow 1 billion cubic feet per day through the system. Last September Eureka reported they were up to an average 307 million cubic feet per day (see Magnum Hunter’s Pipeline System Boosts Volumes in OH/WV). In January they were up to 400 Mmcf/d and expecting to hit 500 Mmcf/d by the end of that month (see Eureka Hunter Nears 1/2 Billion Cubic Feet per Day in WV/OH). As of last Friday, Eureka has hit north of 623 Mmcf/d on their path to a billion cubic feet…

Dela. Riverkeeper Halts Transco Pipeline Upgrade with Lawsuit

Someone needs to sue THE Delaware Riverkeeper (Maya van Rossum) the way that organization is suing legitimate and legal companies to block legitimate and legal activity in the Marcellus Shale. Delaware Riverkeeper apparently has endless bags of money, made available to them by the Park Foundation, Heinz Endowments and other anti-drilling “non-profit” groups, to file endless frivolous lawsuits. The latest is particularly insidious. Williams has just received approval from the Federal Energy Regulatory Commission (FERC) to build a few loops–extra lengths of pipeline immediately next to existing pipeline–for the Transco Pipeline in northeast PA and in NJ (see FERC Approves Williams Leidy Southeast Project in PA/NJ). Part of the requirement by FERC is that Williams cannot cut down trees between April and October–a full seven months–to avoid “harming” the endangered Indiana bat that may (or may not) roost in those trees…

PA DEP Sec Quigley Wants Pipeliners/Towns to Meet Up

PA’s PennFutureDEP Acting Sec. John Quigley wants to get the big pipeline companies and the townships through which the pipelines will go to meet at the local Starbucks and “start a conversation.” Which latte do you like? Er no, not that kind of conversation. Quigley acknowledges he doesn’t have a thing to do with interstate pipelines–they’re approved by the Federal Energy Regulatory Commission (FERC). Other agencies (federal and state) oversee the pipelines once they are built. But Quigley thinks if he can get both sides–pipeliners and towns–together and try to at least get a dialogue going, perhaps something good will come from it. Not a bad idea as ideas go. Does New England Really Need a New Natgas Pipeline?

Don’t look now, but we actually read a pretty fair and balanced report on pipelines to New England…published by PBS! We predict a reporter who will soon be out of a job. The article (which we quote from below) frames up the arguments against and for new natural gas pipelines coming to New England this way: Those against say electric generation that requires natgas really only demands an extra supply in the dead of winter–typically 30-45 days. Because of that heightened demand, it drives electric prices through the roof because the plants have to buy the gas on the spot market. The rest of the year that kind of intense demand is not there–meaning you’ll spend billions on pipelines to solve a 30-45 day problem. And the rest of the year? Some of that gas will go to Canada and likely get exported. Better to use the existing LNG terminal in Boston and import (!) liquefied natural gas, instead of using cheap, abundant Marcellus gas from a few hundred miles away, and use more LNG at electric generation plants. Those who favor building the pipelines see it differently…

NY’s Millennium Pipeline Launches Open Season to Expand

The Millennium Pipeline–a natural gas pipeline running through upstate New York’s Southern Tier area from Corning, NY to Rockland County, NY–announced a new open season yesterday. The open season will sign up new customers from now until the end of the month, March 31. The Millennium, which is jointly owned by NiSource, National Grid and DTE Energy, plans to expand facilities along the line, increasing capacity. That usually means they will install some new loops, or additional pipelines right next to the existing pipeline, along with upgrades to compressor plants. The purpose? Deliver more clean-burning natural gas to customers throughout the northeast…

Mountain Valley Pipeline Picks Up 2 New Investors/Partners

Yesterday we told you that some landowners in West Virginia are not happy with what they call threatening letters coming from the Mountain Valley Pipeline (see WV Landowners Say They’re Bullied by Mountain Valley Pipeline). MVP is a 330-mile pipeline from Wetzel County, WV to the Transco Pipeline in Pittsylvania County, VA. It’s a joint venture between EQT and NextEra US Gas Assets. At least it was a jv between the two until yesterday when MVP announced two more partners/investors: WGL Midstream and Vega Midstream. Who’s on top? EQT owns 55% (and manages) the jv, NextEra owns 35%, WGL will own 7% and Vega 3%. Here’s the announcement from yesterday…

WV Landowners Say They’re Bullied by Mountain Valley Pipeline

Last June EQT and NextEra US Gas Assets formed a joint venture to build a 330-mile pipeline from Wetzel County, WV to the Transco Pipeline in Pittsylvania County, VA to deliver abundant, cheap Marcellus and Utica Shale gas to markets throughout the southeast (see EQT Announces New Marcellus/Utica Pipeline to Southeastern US). The new pipeline was dubbed the Mountain Valley Pipeline (MVP) project. Since that time, MVP has filed paperwork with the Federal Energy Regulatory Commission (FERC), which has jurisdiction on whether or not to build it because the pipeline crosses state lines (see EQT’s WV to VA Pipeline Open Season a Success, FERC Filing in Oct). In February, rumors began to bubble that the pipeline is changing its route (see WV to VA Mountain Valley Pipeline Changing Routes?). There has been some resistance, as there always is, on the part of some landowners who refuse to let surveyors on their property. So MVP sent letters to landowners threatening to sue them if they don’t allow the surveyors access. How can they sue? EQT Sells WV Pipeline Gathering System to Itself for $1B

We’re always somewhat amused by these stories. Sometimes a company will spin off a division into its own company–a subsidiary–and later transfer or “sell” certain assets to the subsidiary. On paper the subsidiary is its own company with its own set of investors, its own board, and its own management. But the primary investor with controlling interest remains the mother company. For all practical purposes, the subsidiary IS the same company as the mother company. Midstream companies tend to do this with some regularity. Back in 2012 we noted that Kinder Morgan did it (see Kinder Morgan Sells Tennessee Pipeline to Itself). This week it’s EQT–selling its Northern West Virginia Marcellus Gathering System, along with a “preferred interest” in another EQT subsidiary, for $1.05 billion to the company’s pipeline subsidiary, EQT Midstream Partners…

NE Wackos on a Rampage: Demand FERC Stop Approving Pipelines

Here’s what passes for thinking in anti-drilling land: Fossil fuels, when burned, release carbon into the atmosphere. Carbon is bad (at least it is for anti-drillers), although you and all other animals breathe carbon out with every breath and plants breathe it in–it’s a requirement for all of life to exist. Still, play along, k? Because natural gas is a fossil fuel, it’s evil. By burning it you pollute Mother Earth and will cause Her to bake with mythical global warming (although we almost froze to death this winter in the northeast). So fracking is the ultimate rape of Mother Earth, as stated by none other than that towering intellect Yoko Ono when singing the song “Don’t Frack My Mother” (see Yoko Ono and Son Sean Lennon Go on Anti-Fracking Tirade). Fracked shale wells require pipelines. If you can stop pipelines, you can stop fracking. Who approves the big pipelines? The Federal Energy Regulatory Commission (FERC). OH Law Firm Asks FERC to Stop ET Rover Pipeline Eminent Domain

Columbus, OH law firm has filed a motion with the Federal Energy Regulatory Commission (FERC) challenging Energy Transfer Partners’ ET Rover application before FERC. The issue at the heart of the motion is to prevent ET Rover from invoking eminent domain and steamrollering over landowners, building the pipeline without an agreement in place with each individual landowner first. When pipeline companies have the power of eminent domain, they hold all the cards. They can say, “Here’s the offer–take it or leave it–and if you leave it, we’ll build the pipeline through your land anyway at the price we want.” We’ve never been fans of eminent domain for pipelines. Far better for pipeline companies to work it out with landowners and pay them–or reroute it through someone else’s property who will play ball. We acknowledge it’s a thorny issue and not completely black and white. ET Rover is an 830-mile, $4.4 billion pipeline that will flow Marcellus and Utica Shale gas from PA, WV and eastern OH through OH into Michigan and eventually into Canada (see ET Rover Pipeline’s 800-Mile Journey Begins with FERC Filing). The bulk of the pipeline will run diagonally from southeast to northwest across Ohio. Just yesterday we told you about ET Rover’s program to help landowners (see ET Rover Pipeline Hires Land Stewards to Protect the Land in OH). The motion filed with FERC, from what we can tell in reading the press release and the motion itself (embedded below) is not an attempt to stop ET Rover–it’s an attempt to give landowners more negotiating power and leave them firmly in control of whether, and how much, they will accept to allow the pipeline through their property…

Sunoco Reconciles Differences with Municipalities re Mariner East

Hats off to Sunoco Logistics. In order to complete the conversion of a decades-old pipeline already in the ground, the Mariner East 1 pipeline, into flowing natural gas liquids (propane and ethane) across the state to the Marcus Hook refinery near Philadelphia, the company needs to build or upgrade 31 pump and valve stations along the existing pipeline. A legal battle ensued with resistance from many of the local municipalities, largely ginned up by scare stories from the usual sources like the Clean Air Council, THE Delaware Riverkeeper, Mountain Watershed Association and their sycophantic buddies in mainstream media outlets like PBS’ StateImpact Pennsylvania. Sunoco felt it had no option but to try and get the pipeline declared a public utility and by extension, use eminent domain to avoid local zoning ordinances. There have been plenty of legal twists and turns along the way (see our list of stories here). Sunoco has worked out their differences with 22 of the 31 townships and they are now hammering out deals with the rest. So they’ve withdrawn their application with the state Public Utility Commission (PUC) to be exempted from local zoning ordinances–no eminent domain. Anti-drillers are feverishly trying to spin this as a loss for Sunoco Logistics–that the company has “backed down” and is beaten. What it is, is a major victory for Sunoco–the pipeline will be completed (very soon) and NGLs will flow all the way to Marcus Hook…

FERC Chair to Pipeline Protesters: It’s About Climate Change (Stupid)

A new narrative is freshening for environmental reporters in mainstream and regional media: After suffering recent losses in extensively waged fights against new natural gas pipelines, notably in the blue-shifted northeastern U.S., opponents of fossil fuels are growing increasingly frustrated with the usually obscure decision-making process overseen by the Federal Energy Regulatory Commission, or FERC. Previously lost in the scrum: Comments by FERC Chair Cheryl LaFleur from Jan. 27, 2015–appearing before the National Press Club, no less–in which she essentially challenged activists concerned about climate change on the value of natural gas within the bigger equation. And she explained why “unprecedented” protest from activists is failing to deter FERC from approving necessary construction…
