    Williams CEO Says (Our Words) that Pipeline Permitting is Broken

    Alan Armstrong, the CEO of pipeline giant Williams (which has MAJOR pipeline assets in the Marcellus/Utica), delivered a talk yesterday in the company’s hometown of Tulsa, Oklahoma, to a group at the University of Tulsa. Summarizing his talk, Armstrong said we can have lower emissions right now. The way to do it is with natural gas. The problem is, of course, nobody can get a new pipeline for natural gas permitted anymore. The government, and lawsuits, are blocking new pipeline projects. The system of permitting needs to get “straightened out” according to Armstrong. Put another way, the system is BROKEN.

    EIA Jan. DPR: M-U Production Still Capped, Haynesville Expands

    Here at the beginning of 2023, the Marcellus/Utica continues to produce about the same amount of natural gas that produced in 2022–essentially capped at around 35.5 billion cubic feet per day (Bcf/d) of production. The U.S. Energy Information Administration (EIA) published its latest monthly Drilling Productivity Report (DPR) yesterday, and the report shows that, once again, M-U production (called “Appalachia” in the report) is still capped–at 35.3 Bcf/d in January. EIA predicts it will increase to 35.4 Bcf/d (adding a piddly 93 MMcf/d) in February 2023.

    Marcellus Industry Waits to See Whether Shapiro Attacks, or Not

    Newly enthroned Governor of Pennsylvania, Josh Shapiro, has done a good job of crafting his image as that of a moderate. At least on the issue of energy. He supposedly has voiced support for natural gas production and an “all-of-the-above” energy policy. Members of the natural gas industry in the state are mouthing their own platitudes of willingness to “work with the new governor” on energy issues–to find “common ground.” But right now, just a day after he took office, everyone is waiting and watching to see what he actually does. Will Shapiro tackle important issues like permitting delays and regulatory roadblocks? Or will he revert to his Attorney General days of attacking the industry? We know which one we think he’ll do.

    Columbia Gas Asks Ohio for Expedited Approval of 4-Mile Pipeline

    Chip manufacturing giant Intel has committed to building two semiconductor factories in New Albany, Ohio, making a huge investment of over $20 billion. It is the largest economic development project in Ohio’s history. Amazing! The two plants will need natural gas, lots of it. So local utility company Columbia Gas of Ohio has proposed building a new 4.2-mile, 12-inch pipeline to the facility. The pipeline will be constructed within public road rights-of-way within Delaware County, Licking County, and Franklin County, as well as in the City of New Albany. Columbia is requesting expedited state approval (and is likely to get it).

    WhiteHawk Energy Expands Beyond M-U, Buys Royalties in Haynesville

    Headquartered in Philadelphia, PA, WhiteHawk Energy was founded in 2021 to acquire mineral rights and royalty interests in U.S. shale plays. The management team of WhiteHawk has deep roots in the Marcellus, having founded Atlas Energy (a Marcellus driller) that was later sold to Chevron for $4.3 billion. In March 2022, MDN told you that WhiteHawk had purchased mineral and royalty rights in southwestern Pennsylvania, primarily in Washington and Green counties, for $52.5 million, covering 475,000 gross acres (see WhiteHawk Energy Buys NatGas & Royalty Assets in SWPA for $52M). The company is expanding beyond the Marcellus, announcing the purchase of natural gas mineral and royalty assets in the Haynesville Shale for $105 million.

    EQT CEO Says “Gas Markets in the U.S. are Broken”

    The CEO of the largest natural gas driller/producer in the U.S., EQT’s Toby Rice, is currently attending the Atlantic Conference in Abu Dhabi, the capital of the United Arab Emirates. He spoke with Bloomberg reporters about what he sees ahead for U.S. natural gas production coming this year and, more broadly, about the problems he sees in general. Rice said, “The gas markets in the US are broken.” Why? Lack of pipeline infrastructure and the inability to build new ones.

    Leaving NY: Gas Appliance Dealers Put Businesses Up for Sale

    The policies of politicians like New York Gov. Kathy Hochul have real-world consequences. Even if those policies never actually get implemented. Last week, the intellectually-challenged Hochul proposed banning the sale of all new natural gas appliances across the state, and indeed ban hooking up new homes and businesses to gas, by 2030 (see NY Gov. Hochul Loses Her Mind – Wants to Ban Gas in New Buildings). Gas appliance dealers have had enough of the attacks, and some (many?) are now putting their businesses on the market for sale–planning to leave New York, joining what has turned into a flood of people exiting our very broken state. This was predicted. Come to think of it, WE predicted it! And it won’t just be gas appliance dealers who pick up and leave broken NY.

    PJM Threatens Gas-Fired Power Plants with $2B in Fines re Cold Snap

    PJM is the largest electric grid operator in the U.S. It serves 65 million people in 13 states plus the District of Columbia (including PA, OH, and WV). PJM is coming under criticism for an almost-blackout during the recent Christmas cold snap. If not for certain gas-fired peaker plants, like that in the Little Town of Bethlehem, the lights would have gone out during a brutal cold snap (see Bethlehem Marcellus-Fired Power Plant Kept PA Lights on During Xmas). Some 23% of the electricity supplied to PJM was not available during the cold snap due to equipment failures and lack of supply (including natural gas frozen off at well pads). So PJM is “investigating” and threatening to assess up to $2 billion in fines on power producers who failed to supply electricity according to their contracts.

    Green Zealots Challenge FERC Approval of Northeast Expansion Pipe

    Last week the Federal Energy Regulatory Commission (FERC) finally approved the Williams Regional Energy Access Expansion (REAE) project, an upgrade to the Transco pipeline in Pennsylvania and New Jersey to deliver an extra 829 MMcf/d of Marcellus gas to PA, NJ, and Maryland (see FERC Approves Transco $950M Northeast Expansion Pipe Project). No good deed goes unpunished. Right on cue, the leftist green mob has come out of the woodwork to challenge the project. The first step is to request a rehearing by FERC, and when FERC turns that down, file a lawsuit in court.

    Every Week Freeport LNG Delayed Takes 4 LNG Cargoes Off Market

    The 2 Bcf/d Freeport LNG export terminal, located in Quintana Island, Texas, has been offline and not producing LNG since June 2022 due to an explosion (see Explosion Rocks Freeport LNG Export Plant – Offline for 3 Weeks). Freeport, which exports some Marcellus/Utica molecules, has changed its estimated restart date multiple times. Earlier this month, Freeport revised its restart date to be the end of January (see Familiar Pattern: Freeport LNG Delays Restart Again, to End Jan.). A week later, sources told Reuters that restart will almost certainly be sometime in February (see Sources Say Freeport LNG Won’t Restart Until End of February). Every week the Freeport facility remains offline removes another four LNG cargo carriers from delivering our LNG to the rest of the world.

    Amanda Finn is Director of External Affairs at Ascent Resources, Ohio’s largest natural gas producer and the 8th largest natural gas producer in the U.S. Finn was just elected the 38th Chair of the Board for the Ohio Oil & Gas Association (OOGA). She is blazing a trail. In all of OOGA’s 75-year history, Finn is (1) the youngest individual to serve as Chair, (2) the first female to serve in that role, and (3) the first person representing a shale operator to serve in that role. That’s quite a list! Very impressive.
