PA Landowners Beware Antis Wanting to “Help You” w/Pipeline Deal

Landowners in northeast and central Pennsylvania should be wary of (and avoid) a new effort to try and recruit them into a “landowner group” that’s really just an anti-drilling group being formed to fight Williams and their much-needed Atlantic Sunrise Pipeline project. Two anti-drilling kids (or youths, if you prefer) are spearheading the effort. Alex Lotorto is one of them. Drexel U Study Finds Little Air Pollution Near Marcellus Sites

Finally some real, honest, independent research into the effects of shale drilling on air quality has just been published in the peer reviewed journal Environmental Science & Technology. Researchers from Drexel University published the results of air quality research titled “Atmosphere Emission Characterization of Marcellus Shale Natural Gas Development Sites” (full copy below). Rather than focus solely on the release of methane as a global warming concern, the Drexel researchers looked at volatile organic compounds and other pollutants that are a true health concern for people living close to drilling sites and compressor stations. The researchers took measurements using a more accurate instrumentation/methodology than other studies have used and they collected 17 samples at 13 sites including wells, drilling rigs, compressor stations and processing areas. Penn State Defends Controversial Water Contamination Study

Two weeks ago MDN covered the news that researchers from Penn State had published a study that reportedly showed a Marcellus Shale wastewater impoundment had leaked and some of the wastewater had found its way to a crack underground and traveled up to a mile and a half away to contaminate 3 water wells. This happened in 2010–five years ago (see Penn State Finds Chemical Migration in 3 PA Water Wells from 2010). It seemed at first blush that this was important research not because it proves “fracking contaminates water wells, told you so told you so” as anti-drillers claim–but because of the research tools innovated by the team to detect small amounts of chemicals that may in fact come from shale drilling. However, a few days later the news broke that one of the so-called researchers on the team had actually been a consultant and worked for the three families with the contaminated water wells, helping them in their lawsuit against the driller. When that little overlooked and omitted fact became known, embarrased mainstream news organizations did something we rarely see–they printed retractions/corrections noting the huge conflict of interest (see Reversal: Media Discredits Penn State Water Contamination Study). It gave Penn State a major black eye and damaged their credibility. So Penn State fired off their own mea culpa to defend the research study and the “facts” of how this kerfuffle came to be…

PA Gov Wolf Takes Aim at Bakken Oil Trains Traveling Thru PA

Pennsylvania Gov. Tom Wolf is now taking aim at railroads transporting Bakken crude oil that pass through PA on their way to refineries along the East Coast. While railroads are typically regulated by the federal government, Wolf is a) hoping to pressure railroads apart from the feds, and b) may try to sneak in his own regulations on top of federal regulations. He’s hired an “expert,” Dr. Allan Zarembski, to look into the matter for the next three months–to provide Wolf with “policy recommendations” (which means new rules and regulations are on the way). Martian Arrogance: Town MUST “Protect Us” from Drilling via Zoning

Those trouble-making Martians are at it again. Four virulently anti-fossil fuel parents from the Mars School District in Middlesex Township (Butler County), PA are being assisted–we maintain illegally–with support from THE Delaware Riverkeeper (violating its own charter of operating on the other side of the state in the Delaware River Basin) and by the Philadelphia group Clean Air Council. Riverkeeper’s interference in Butler County invalidates their tax-exempt status. Get this, using money from Riverkeeper and the Clean Air Council, the four Middlesex residents are trying to FORCE locally elected leaders in Middlesex to “protect them” from an activity that’s harmless–drilling a shale well 3/4 of a mile away from the local Mars School. It’s the same type of “sue and settle” being used at the national level, being tried locally. Seven selfish PA townships sued the state (and won) to retain the right to zone where drilling can and can’t take place. Now the Martians want to (ab)use the same Act 13 law to force the town to enact zoning that this small group of residents wants regardless of what a majority of town residents want. In other words, there is only one outcome (for them) allowed under Act 13: no drilling. It is an amazingly arrogant position and needs to be vigorously opposed legally, morally, via popular opinion–in any way possible…

New Permit Applications Down 30% in PA, DEP Scrambles for Funding

Starting in 2014, the price to file an application for a permit to drill a Marcellus or Utica Shale well in Pennsylvania went from $3,200 to $5,000 (see Coming Soon: PA Drillers to Pay 56% More for Marcellus Permits). In early 2014, then head of the PA Dept. of Environmental Protection, Chris Abruzzo, said the fee hike and forecasted new revenue from it would allow the DEP to hire more help (see New Staffers on Way at PA DEP O&G Courtesy Higher Permit Fees). But a funny thing happened on the way to the Forum–the price of natural gas dropped like a rock because of too much supply and, in the northeast, not enough pipelines. Year over year the number of applications for permits to drill new wells is down about 30% according to the DEP, and that means the previously forecasted revenue isn’t there. Cecil Twp Violates Court Order re MarkWest Compressor Permit

MDN first started tracking the issue of MarkWest Energy’s desire/application to build a compressor station in Cecil Township (Washington County), PA all the way back in May 2011–four years ago (see MarkWest, Range Resources File Legal Appeal Over Denial of Permit for Gas Compressor Station in Cecil, PA). The case goes back even further to the fall of 2010 when MarkWest first filed for the permit. Since that time, Cecil has steadfastly denied MarkWest a permit to build the compressor. It took nearly four years of lawsuits (see our many stories here), but last fall a judge ruled that Cecil could not disallow the MarkWest compressor in an area zoned industrial (see MarkWest Wins Court Case to Build Compressor Station in Cecil, PA). The Cecil Town Board decided not to appeal the decision, but the zoning board has kept it bottled up since last October. The town has now exhausted all legal options and the court, in April, told the town they have 45 days to grant the permit. The clock is ticking and yet the zoning board is still dragging its feet and intends to violate the 45-day court order…

PA Gov. Wolf Throws Temper Tantrum at Groups Opposing Sev. Tax

Pennsylvania Gov. Tom Wolf is a typical Democrat. When he doesn’t get his own way, he throws a temper tantrum and stomps his feet and behaves like a child. Yesterday he sent his chief of staff, Katie McGinty, off to the Pennsylvania Press Club to give “reporters” the narrative they should use to try and mass brainwash the PA population on why his 15% severance tax plan is such a great idea (see today’s companion story). Meanwhile, Wolf sent a temper tantrum letter off to the Pennsylvania Chamber of Business and Industry along with a 16 other PA business organizations to lambaste them for having the gall to disagree with his severance tax plan and point out its shortcomings…

PA Gov Wolf Appoints EQT’s Andrew Place to Public Utility Commission

A few weeks ago Pennsylvania Gov. Tom Wolf, disastrous Democrat ruining the Keystone State, appointed someone we suspect is an anti-driller to head the state’s Public Utility Commission (PUC), Gladys Brown (see Anti-Drillers Cheer PA Gov Wolf’s New Appointment to Head PUC). The reason we think Ms. Brown is an anti-driller is her religious-like belief in man-made global warming coupled with a big endorsement from the odious anti-drilling National Resources Defense Council, which issued a press release positively gushing at Brown’s appointment. Perhaps to soften the criticism, perhaps because he’s mildly schizophrenic, Gov. Wolf has appointed another new member of the PUC–this time someone from the Marcellus Shale industry–Andrew Place. Andrew, you may recall, works for Marcellus driller EQT and was the founding and interim executive director of the Center for Sustainable Shale Development (see Important: Drillers & Enviros Form New Group, Launch Cert Program). Antis’ Zoning Appeal re Mariner East Pump Stn in Lebanon “Moot”

Back in November MDN told you about anti-drillers in Lebanon County, PA who had succumbed to shiny object syndrome and transferred their irrational hatred of fossil fuels from the Williams Atlantic Sunrise pipeline project to the already-in-the-ground but getting repurposed Sunoco Logistics Mariner East pipeline (see New Target for Lebanon, PA Antis: Mariner East Pipeline). As part of converting Mariner East from an oil pipeline to flow natural gas liquids, including propane and ethane, from western PA to the Philadelphia area, some 31 pump and valve stations need to be constructed–one of them in West Cornwall in Lebanon County. Three local residents and an anti-drilling group called Concerned Citizens of Lebanon County filed an appeal with the zoning board to force the town to rescind permits they granted to allow the pump station (see Sunoco Presents on Mariner East Pump Station in Lebanon, PA). SE PA Natgas Customers See Rates Drop 13.5% Thx to Marcellus

Last winter in the northeast saw record-setting cold temperatures in many locations–particularly in Pennsylvania–and near-record demand for natural gas. That would normally mean the price of natural gas used to heat homes and power businesses would rise–significantly. Instead, if you’re among the 178,000 customers who live or work in one of 15 southeastern PA counties served by UGI Penn Natural Gas, your rates are about to go down–again. How much? By an average of 10.3% as of June 1st and another 3.2% on December 1st (total of 13.5% in 6 months). Why? Marcellus Shale Gas Road Show Visits Union County, PA

Last Friday approximately 100 business leaders gathered in Lewisburg (Union County), PA for the “Think About Energy” briefing hosted by America’s Natural Gas Alliance (ANGA), UGI Utilities, Inc., UGI Energy Services and the Greater Susquehanna Valley Chamber of Commerce. The energy briefing is the seventh such briefing in a series being held throughout PA over the past year. The briefings focus on the supply outlook for natural gas and natural gas liquids, as well provide information on production, consumption trends, utilization opportunities and infrastructure developments. That is–the briefings help those who own or run businesses use and profit from the availability of cheap, abundant Marcellus Shale gas and figure out how to plug into the supply chain. Such sessions are not uncommon. What is uncommon about this session is it’s location–Union County–which is south of Lycoming County and east of Centre County. More Signs Shell is Close to Decision on PA Ethane Cracker Plant

More signs that Shell is much closer to a decision on whether or not it will build an ethane cracker plant in Monaca (Beaver County), PA. An executive vice president with Shell Chemicals, speaking off-script at an event in Germany, said the company expects to make a decision “soon.” After that an official Shell spokesman, speaking on-script, came along to clean up the EVP’s poopy mess and said there is no timeline on a decision. Another positive sign, according to the EVP, is that the front-end engineering and design study on the project has been completed. But according to the spokesman, even though the study is done, there are “still hurdles” before making such a large investment decision. So it’s a tit for tat, back and forth. Our take: even though we’re suffering from cracker fatigue, we continue to be hopeful that Shell will be the first of those to announce a possible cracker to actually pull the trigger and build it…

UGI Building LNG Plant in NEPA, Local Marcellus Gas to Feed It

We think this is very cool, and forward looking. UGI Energy Services, a subsidiary of northeast PA utility giant UGI Corporation, announced yesterday they will spend $60 million to build a new LNG production plant in Wyoming County, PA (northeast part of the state). The facility will liquefy locally produced Marcellus Shale gas–with a capacity of up to 120,000 gallons of LNG per day. There will also be a storage facility on site. UGI says the market for LNG is rapidly growing. Not only do trucking fleets, like UPS, use it, but drillers use it to power rigs and industrial plants use it in locations where there are no natural gas pipelines. UGI sees a rosy future for LNG in northeast PA…

StateImpact Targets Philly Mayoral Candidate for “Ties” to Marcellus

The anti-drilling StateImpact Pennsylvania, an initiative of taxpayer-funded PBS, recently published an “expose” on the race for Philadelphia mayor and how fossil fuel companies–namely the Marcellus Shale industry–are corrupting the race with huge donations to candidates. We mean, it’s just so unbelievable that, well, we don’t believe it! Huge. Money corrupts. Bags and bags of money from those evil, nasty frackers meant to buy off the mayor’s race in the liberal bastion of Philly. It’s absolutely sinister. Oh. How much money is being donated by frackers? Because he’s a state senator, only one of the dozen or so running is required to file financial statements–State Senator Anthony Hardy Williams. So we have the best data on Tony. By the way, Tony’s wife Shari (a fine lady whom we are privileged to have as an acquaintance) works for the enemy–the Marcellus Shale Coalition. StateImpact hates the MSC and by extension, anyone associated with them. So StateImpact poured over the recent financial filing by Williams and this is the huge smoking gun they found…
