    WV House Bill 2598 Eases Oil & Gas Storage Tank Inspections

    In the closing hours of the 2014 West Virginia legislative session, the legislature passed Senate Bill (SB) 373, the Aboveground Storage Tank Act (see Fate of 3 WV Laws that Impact Marcellus/Utica Drilling). The bill, which was signed into law, was in response to a chemical leak that affected the drinking water for 300,000 WV residents. Even though the leak was not related to oil and gas drilling (it was related to coal mining), the new rules governing above ground storage tanks for chemicals affect a number of industries, including the Marcellus Shale drilling industry (see Impact of WV’s New Chemical Tank Law on Marcellus Drillers). Over the years several attempts have been made to relax the over-restrictive new rules for the oil and gas industry. Another attempt is underway in this year’s legislative session: House Bill (HB) 2598.

    Pittsburgh-based ShalePro Energy Services Gets a New CEO

    Here’s something that doesn’t happen often–a company operating in the Marcellus/Utica largely flies under our radar screen. In this case, the company is called ShalePro Energy Services. Basin Energy Group was renamed to ShalePro Energy Services in 2018. Basin was formed by the successive combinations of four different Turning Basin Capital portfolio companies: ProActive Services, Starett Energy Services, Appalachian Production Services, and Katko. As of Feb. 14, ShalePro Energy has a new CEO.

    EQT CEO Rice Says Pipe Cancellations Cause High NatGas Prices

    In an interview with Fox Business, EQT Corp. CEO Toby Rice said four canceled Marcellus/Utica pipeline projects since 2016 that would have served natural gas to some 25 million homes have restricted nearly 10% of the nation’s gas supply from freely moving where it could help more people. If New England wants to know why it currently pays obscene prices for natural gas, look no further than these canceled pipelines.

    Appalachian Hydrogen & Carbon Capture Conf Coming to Pittsburgh

    44 New Shale Well Permits Issued for PA-OH-WV Feb 7-13

    Last week the number of new shale permits issued for the three M-U states more than doubled from the previous week. Four weeks ago there were 61 new shale drilling permits issued in Pennsylvania, Ohio, and West Virginia. Three weeks ago that number fell to 33. Two weeks ago the permit number fell again, to just 20. Last week? The number bounced back up to 44 new permits. PA issued 24 new permits, OH issued 18 permits, and WV issued 2 new permits.

    Enbridge Announces $100M TETCO Pipe Expansion in Marcellus/Utica

    As part of its fourth-quarter and full-year 2021 update, Canadian pipeline giant Enbridge (with huge assets in the U.S., including in the Marcellus/Utica) announced it is spending $400 million to expand capacity on its Texas Eastern Pipeline Company (TETCO) system. Enbridge will also spend an additional $100 million on TETCO for the newly-announced Appalachia to Market Phase II expansion. That’s half a billion dollars on TETCO spending beginning this year. TETCO currently flows roughly 1.9 Bcf/d of Marcellus/Utica molecules with the power to influence gas prices (see TETCO Pipeline Restart Boosts M-U NatGas Cash Prices).

    Chickahominy Pipeline Project in Central Va. Hits Pause Button

    MDN first told you about plans to build the Chickahominy Power Station, a 1,650 megawatt state-of-the-art natural gas-fired power plant in Charles City County, VA, in June 2018 (see Huge New Marcellus-Fired Power Plant Coming Near Richmond, VA). The plant will need a 24-inch gas pipeline that would traverse five counties in central Virginia to connect to an interstate pipeline that would feed Marcellus/Utica gas to the plant (see Richmond Gas-Fired Plant Explores Building Pipeline Thru 5 Counties). The Chickahominy Pipeline has hit the pause button on building the pipeline. Why?

    EIA DPR: M-U on Track to Beat All-Time Production Record in March

    In a pattern we’ve observed for months, once again six of the seven largest shale plays in the U.S. will see an increase in natural gas production in March according to the latest monthly Drilling Productivity Report (DPR) issued yesterday by the U.S. Energy Information Administration (EIA). The Marcellus/Utica, collectively lumped together as “Appalachia” in the report, will see an increase of 114 MMcf/d (million cubic feet per day) in production next month. The M-U’s chief rival, the Haynesville, continues to see explosive growth, with an increase of 174 MMcf/d next month. The oil-based Permian will see a big increase in natgas production of 124 MMcf/d due to associated gas coming out of the ground along with oil. The Permian’s oil production is set to hit a new all-time high in March, forecasted to hit an average of 5.2 million barrels of oil per day.

    Army Corps Waiting for Redo of Candy Darter Report for MVP Permit

    Nearly two weeks ago we brought you the sad and angering news that the clown judges of the 4th Circus Court of Appeals overturned a FERC-approved plan by Mountain Valley Pipeline (MVP) to switch from using open trench to underground horizontal directional drilling to cross 136 streams and 47 wetlands in Virginia and West Virginia (see 4th Circuit Throws Out Plan for Safer MVP Drilling re Candy Darter). The cited reason for rejecting the plan is a concern for two species of endangered fishies, one of them the candy darter. The nattering nabobs of Big Green group Appalachian Mountain Advocates are pestering the Army Corps to provide assurances they won’t move forward anytime soon with approving construction for MVP given the court decision.

    Analyzing Latest MVP Setback and Constrained M-U Pipe Situation

    All eyes are on Equitrans Midstream, the builder of the 303-mile Mountain Valley Pipeline (MVP) project that is, once again, on pause due to the leftist judges who sit on the 4th Circuit Court of Appeals. In a pair of decisions a week apart, the clown judges overturned a permit and a plan to change drilling methods so the 94% completed MVP can finish (see 4th Circuit Throws Out Plan for Safer MVP Drilling re Candy Darter and 4th Circus Clowns Overturn MVP Permit for Jeff Natl Forest, Again). Next week Equitrans issues its fourth-quarter 2021 update and will no doubt have to address the timing issue of when they now expect to complete MVP.

    Dan Rice’s Renewable Energy SPAC Moving to Houston, TX

    In December 2020, Dan Rice IV, former CEO of Rice Energy and a member of the EQT board of directors, launched a “blank check” acquisition firm, called Rice Acquisition Corp., to invest in various energy ventures. Dan found that something-to-invest-in just a few months later in the form of acquiring and merging together Archaea Energy and Aria Energy into a single company focused on providing renewable natural gas (RNG) and “green” hydrogen (see Dan Rice Bets $1 Billion that Landfill Gas is the Next Big Thing). With the merger done, the new company (using the Archaea Energy name) is moving from Pittsburgh to Houston, Texas. Because of the move, the company needs a new chief financial officer and a chief legal officer.

    Scott Perry, Pennsylvania Dept. of Environmental Protection (DEP) Deputy Secretary for Oil and Gas Management since 2011, is no longer an employee of the agency. The DEP confirmed to the Environment Digest Blog that as of February 11 Perry is gone. He was scheduled to present the Oil and Gas Program fee report to the Environmental Quality Board on February 15–hence our title saying his departure was sudden. No official reason has been given for his departure.

    Westmoreland County Twp Approves Olympus Well Pad

    Olympus Energy (formerly Huntley & Huntley) drills in the Greater Pittsburgh region, in Allegheny and Westmoreland counties. The company plans to drill a series of new wells (and a well pad) in Washington Township in Westmoreland County. In January we told you about a snag with plans to build the well pad and drill the wells (see Olympus Well in Westmoreland County on Hold Pending Road Issues). Residents along a proposed road accessing the site don’t want the truck traffic on their narrow (18-foot-wide) road. Olympus doesn’t want to use an alternate route due to a sharp turn. After much talk and negotiation, township supervisors approved the Olympus plan. Some local residents are not happy.
