    29 New Shale Well Permits Issued for PA-OH-WV Dec 20-Jan 2

    This edition of the Marcellus/Utica permits report covers the past two weeks as MDN was taking a break during the last week of 2021. For the period of December 20 through January 2, there were 29 permits issued to drill new shale wells in Pennsylvania, Ohio, and West Virginia. PA had 16 new permits (most of them located on two well pads), OH had 12 new permits (spread across five well pads), and WV had just one new permit. Must be WV DEP took the last two weeks of the year off.

We now know who that mysterious unnamed company is: Apex Energy Service, LLC, headquartered in Canonsburg, PA.

    M-U’s Future Production Growth Stunted by Lack of Pipelines

    Once again we return to the topic of pipelines in the Marcellus/Utica. Specifically, lack of pipeline capacity to handle all of the production we could be making were it not for constraints. Those constraints are because of vicious, anti-American leftists who oppose new pipeline projects by abusing our own court system. The M-U is forecasted to hit production of 42 billion cubic feet per day (Bcf/d) by 2025–and there it will stay because no new pipelines will get built or completed after 2023. We will be stunted.

    M-U Gas Flows North Instead of South Due to High Prices

    Baby, it’s cold outside! At least here in the northeastern U.S. Cold temps in the northeast are causing an increase in the use of natural gas for both heating and electricity production. That increase in demand is (you guessed it) causing an increase in prices, and the increase in prices is causing some natural gas flows to reverse course and head north instead of south out of the Marcellus/Utica.

    Utica Shale Saves Eastern Ohio Counties from COVID Recession

    Economists are still analyzing the impact of the coronavirus pandemic from 2020, let alone assessing impacts from 2021. Cleveland State University researchers have run the numbers and have discovered something interesting. Of Ohio’s 88 counties, only 18 grew their economies in 2020. Of those 18, two counties stood head and shoulders above the rest for increases in economic activity. Both counties have something in common: Utica Shale drilling.

    Sierra Club Asks 4th Circus Clowns to Overturn VA, WV Permits for MVP

    The Sierra Club, which is likely funded (in part) by foreign bad-acting countries including Russia and China (see EPA Asks DOJ to Investigate Green Groups $$ from Russia, China), is once again using their considerable wealth to challenge recently-issued permits by both Virginia and West Virginia that allow the 303-mile Mountain Valley Pipeline (MVP) to finish the final 6% of the pipeline not yet built. The permits were made under the federal Clean Water Act’s Section 401 and allow the pipeline to cross creeks and rivers. It is the final major aspect of the project not yet done.

    The Current State of PA Gov. Tom Wolf’s Obscene Carbon Tax

    In 2021 Pennsylvania Gov. Tom Wolf advanced his plan to force PA to join the obscene carbon tax euphemistically called the Regional Greenhouse Gas Initiative (RGGI). Of the current 11 member states of RGGI (one of which will be unjoining this year, Virginia), all of the states joined after their respective state legislatures approved joining. Not so in PA. Wolf can’t convince the Republican-controlled legislature to join. So he’s doing what all leftist dictators do–seizing power that isn’t his and attempting to force his will on the people.

    FERC Issues Final EIS to Restore Atlantic Coast Pipeline ROWs

    Atlantic Coast Pipeline (ACP) had laid 31 miles of pipeline and had cut trees for 222 miles along the 600-mile route before Dominion Energy, the builder, decided in 2020 it no longer wants to be in the interstate pipeline business, canceling ACP (see Dominion Cancels Atlantic Coast Pipe, Sells Pipe Biz for $9.7B). In January 2021, Dominion filed a plan with the Federal Energy Regulatory Commission (FERC) to clean up and “undo” the project (see Dominion Files Plan with FERC to “Undo” Atlantic Coast Pipe Work). On Dec. 17 FERC staffers issued a final environmental impact statement (EIS) that will allow Dominion to finish tidying up the pipeline right-of-way.

    Explosion, Fire at Revolution Pipe Compressor in Bulter County, PA

    Energy Transfer’s (ET) Revolution Pipeline in southwestern Pennsylvania runs through Bulter, Beaver, Allegheny, and Washington counties. The 24-inch gathering pipeline shifted and exploded in September 2018, just as it was entering service (see Revolution Pipeline Near Pittsburgh Explodes – Home & Barn Destroyed). After more than $30 million in fines, court actions, and outright acrimony, the Pennsylvania Dept. of Environmental Protection (DEP) finally allowed ET to fix the problems and bring the pipeline back online in March of 2021 (see PA DEP Finally Allows Revolution Pipe to Restart – After $125K Fine). On Wednesday, Dec. 22, 2021, the “Galaxy” compressor station in Butler County that is part of the Revolution system experienced an explosion and fire during “pigging” operations.

    Repsol Buys Rockdale PA Assets Out of Bankruptcy for $222M

    In September MDN broke the news that Rockdale Marcellus had filed for Chapter 11 bankruptcy protection in U.S. Bankruptcy Court for the Western District of Pennsylvania (see NEPA Driller Rockdale Marcellus Files for Chapter 11 Bankruptcy). On Dec. 16 an auction for Rockdale’s assets was held in Dallas, Texas. The highest bidder and winner was Repsol, buying substantially all of Rockdale’s assets for $220 million in cash, plus the assumption of $2 million in debt owed to trade creditors. Last Wednesday, Dec. 29, the U.S. Bankruptcy Court for the Western District of Pennsylvania approved the auction results and sale to Repsol.

    WV DEP Issues Key Water Permit for Mountain Valley Pipeline

    Some really good (and expected) news to report. The West Virginia Dept. of Environmental Protection (WV DEP) issued a key permit for the Mountain Valley Pipeline (MVP) to finish work crossing rivers and streams in the Mountain State. MVP, a 303-mile pipeline from West Virginia into southern Virginia, is currently 94% built and in the ground. There are several portions left to complete it, including crossing rivers and streams in both Virginia and West Virginia. The permits needed to do so come from three sources: the U.S. Army Corps of Engineers, the Virginia Water Control Board, and WV DEP.

    Judge: Energy Transfer Must Pay Williams $410M for Aborted Merger

    In 2015 Kelsy Warren and his Energy Transfer Equity (now just Energy Transfer) company pursued Williams, wanting to merge Williams into its own operation. Williams initially fought ET tooth and nail, but in the end, caved and cut a deal (see Williams Accepts ETE’s “Indecent Proposal” – Price Went Down $10B). Without recounting all the sordid details, ET got cold feet and left Williams at the altar, and Williams sued to recoup a contractual breakup fee (see Merger Turns Sour: Williams Sues ETE/CEO Kelcy Warren). Plenty of lawsuits ensued and finally, after more than six years, a judge ruled on Wednesday, Dec. 29, that ET must pay Williams a $410 million breakup fee provided for in the signed deal.

    Bitter Antis Admit Defeat – ME2 Pipeline to be Completed in 1Q22

    In early December the Pennsylvania Dept. of Environmental Protection (DEP) agreed to allow Energy Transfer to change the way it will install the Mariner East 2 (ME2) pipeline in the Marsh Creek Lake area in Chester County, PA (see PA DEP Approves ME2 Plan to Finish Pipe Thru Marsh Creek Lake Area). Two weeks later the DEP issued the necessary permits to allow construction to commence (see PA DEP Issues Revised Permits for ME2 Pipe Near Marsh Creek Lake). The Marsh Creek Lake work is the final big project to complete ME2. Needless to say, anti-fossil fuel zealots are distraught. Antis get funny when they get upset.

    MA Court Rejects Appeal to Cancel Permit for Weymouth Compressor

    In November 2020 the town of Weymouth, Massachusetts dropped a legal fight to block an Enbridge compressor station under construction in the town (see Weymouth, MA Drops Opposition to Compressor in Return for $38M). The price to get the town to shut up was an initial $10 million lump-sum payment (due within 30 days) followed by $28 million more in property taxes over the next 35 years, for a total price tag of $38 million smackeroos. However, leftist wackos who truly believe this plant will cause man-made global warming didn’t get the memo. A group of wackos co-filed with the town to appeal a state permit allowing the plant to get built. A three-judge panel ruled last week the wackos don’t have standing to appeal a state agency approval of the compressor project.
