Rumor Now Reality: Williams/Boardwalk to Build Gulf LPG Terminal

Williams and Boardwalk Pipeline Partners announced in March they will build a natural gas liquids (NGL) pipeline that would run from the Marcellus/Utica region all the way to the Gulf Coast. They dubbed the new pipeline the Bluegrass Pipeline (see Williams, Boardwalk Announce Marcellus-to-Gulf Coast NGL Pipeline). But where would the new pipeline connect to along the Gulf Coast to process the NGLs? In July, we heard rumors that Williams and Boardwalk were considering building a new LPG export facility to process and export the Marcellus/Utica NGLs (see Bluegrass NGL Pipeline Recap, Builders Eye LNG Exports Too).

Williams Goes Back to (PR) School Over Controlled Release Panic

Williams scared the bejeebers out of teachers and students at the Dallas School District (near Scranton/Wilkes-Barre, PA) last Thursday when they did a controlled release of natural gas from their nearby Transco interstate natural gas pipeline. Williams was emptying part of the pipeline to work on it and the controlled release caused a panic and calls to 911 with concerns over a gas leak. Williams admits they could of/should of done a better job in communicating with residents in the community, and that they should of waited until after (or before) school hours to do the controlled release. Of course local anti-drillers seized on the “incident” to make some PR hay.

So, did Williams learn their lesson?…

NiSource & M3 Do a Deal to Process/Sell NGLs in Eastern Ohio

An important announcement yesterday for drillers (and landowners) in the northern portion of the Ohio Utica Shale play: Pennant Midstream announced they are building a 38-mile natural gas liquids (NGL) pipeline from the Pennant-owned Hickory Bend cryogenic processing plant (in Mahoning County, OH) to the Utica East Ohio Midstream-owned Kensington cryogenic processing plant (in Columbiana County, OH). Pennant says initially they will ship 90,000 barrels per day through the new pipeline.

Why is Pennant with its own processing plant sending NGLs to another (competitor’s) processing plant? Good question…

Williams Asks FERC to Approve $610M Transco SE Pipeline Expansion

Previously MDN told you that Williams was holding an “open season” to gauge interest in expanding capacity on their Transco pipeline system to carry cheap Marcellus and Utica Shale natural gas from the northeast to the southeast (see Open Season to Expand Transco Pipeline in PA Marcellus). Drillers didn’t waste any time and the project is now “fully subscribed”–meaning all of the new increased capacity is now spoken for. So yesterday, Williams made a formal application to the Federal Energy Regulatory Commission (FERC) to expand the Transco–a project they call the Leidy Southeast expansion project.

Williams plans to spend $610 million, which includes laying 30 miles of new pipeline and upgrading compressor plants along the way…

A Novel Approach to Deliver Cheap Marcellus Shale Gas to Philly

Problem: How can Philadelphia benefit from cheap, abundant Marcellus Shale natural gas being produced in such large quantities in Pennsylvania that the state can’t use it all and is now a net exporter? Yes, as Drexel president John Fry said at Shale Insight last week, Philly can provide education and research to assist the shale revolution (see Shale Insight 2013: Final Wrap-Up, The Big Surprise). But aside from education and research, how can Philly realize the tangible benefits of low-cost shale gas? Answer: Install a big, fat pipeline into Philly to deliver cheap Marcellus Shale gas to residents and businesses that can use it.

New Problem: Where do you run a new pipeline in a densely populated city like Philly? New Answer: Under the Delaware River (?!?!)…

Spectra’s TEAM 2014 Pipeline Loops Coming to Berks County, PA

Spectra Energy is in the midst of a multi-year $500 million project to expand its Texas Eastern pipeline in the northeast to boost capacity to bring Marcellus and Utica Shale gas to markets in the northeast, Midwest and south. The project, called the Texas Eastern Appalachia to Market Expansion 2014 (or “TEAM 2014”) involves upgrading existing compressor plants and building new “loops” of pipeline next to existing pipeline in southeastern Pennsylvania.

One of the counties where Spectra plans to build new looping pipeline is Berks County, where residents have until mid-October to make comments on (and support!) Spectra’s proposed TEAM 2014 plans…

MarkWest Says NGL Pipeline in Wetzel County Repaired by Mid-Oct

In August, a landslide in Wetzel County, WV hit a MarkWest natural gas liquids (NGL) pipeline that connects MarkWest Energy’s Mobley and Majorsville processing plants. The landslide caused the NGL pipeline to rupture, spilling NGLs onto the ground and into a local creek (see MarkWest Continues Cleanup at NGL Pipeline Spill in WV).

Last Friday, MarkWest provided the following update (below) which says they are working diligently to get the pipeline repaired and the Mobley facility operating again (which remains closed until the pipeline is working). Their current estimate for when the pipeline and Mobley will be back online? Mid-October…

Handful of Medina, OH Anti-Drillers Oppose Ethane Pipeline

A handful of residents in Medina, OH are opposing an update to a pumping station that sits on the Mariner West pipeline. Sunoco Logistics owns and operates the pipeline which they are converting to handle ethane, a natural gas liquid. The plan is to pipe ethane from the Marcellus and Utica Shale region all the way to Sarnia (Ontario), Canada to an ethane cracker plant located there.

Local anti-drillers in Medina don’t like fracking (even though it’s perfectly safe) so they’ve decided to focus on stopping the pipeline as a deterrent to more fracking…

Victory! UGI Nears Completion of New Pipeline Gate Station

It’s a small victory, but a victory nonetheless. The point where two different natural gas transmission pipelines connect–to transfer gas from one to the other–is called a gate station. Utility company UGI wanted to build a gate station near Scranton, PA so it could tap into locally-produced (and very cheap) Marcellus Shale gas from northeast PA. And of course anti-drillers objected, even though there’s been another gate station operating safely in the area for 50 years (see Anti-Drillers Try to Stop Pipeline Connector in NE PA and Back to Kindergarten: UGI Explains NatGas Gate Stations).

In August a judge finally cleared the way for UGI to build their new gate station–and it’s nearly done. Finally! A victory against the anti-drilling Luddites…

Rex Energy Water Contamination Case Shifts Focus to Water Pipeline

An update on the lingering/ongoing story of a community in western Pennyslvania (in Butler County) who say that nearby drilling by Rex Energy led to contamination of their well water supplies. The last MDN update on this story was in August of last year (see PA Residents Weary of Fight with Rex over Water Contamination). Some families have retained legal help and either have, or intend, to sue Rex. The PA Dept. of Environmental Protection, after an extensive investigation, said that Rex’s drilling is not at fault in the situation.

However, for most of the families, the issue has now progressed beyond blame–apparently water quality in the area was never the greatest to begin with. Rex had built a water line in the area to supply water for fracking and expects to turn over control/ownership of that line later this year. That water line can potentially be used to supply fresh water to the affected homes. The debate now: Who will pay to hook up the homes and to maintain the pipes and infrastructure required?

TransCanada: Open Season to Pipe Marcellus/Utica Gas West & South

More new pipeline capacity for Marcellus and Utica Shale gas may be on the way for northeast drillers. TransCanada announced two open seasons (times when drillers can contract pipeline capacity) for the ANR Pipeline System.

UGI to Invest $1.2B to Upgrade Pipelines in PA to Deliver NatGas

UGI is Pennsylvania’s largest natural gas distributing utility serving more than 586,000 natural gas customers in 45 counties. Along with that many customers comes a lot of underground pipelines–some of which need to be replaced. So UGI is on a quest to hire at least 100 new full-time workers to help replace them. They plan to spend $1.2 billion on the project to upgrade their infrastructure in PA.

MarkWest Continues Cleanup at NGL Pipeline Spill in WV

About a month ago, a natural gas liquids (NGL) pipeline that connects MarkWest Energy’s Mobley and Majorsville facilities ruptured after a landslide hit it (Wetzel County, WV). The pipeline spilled onto the ground and into a nearby stream causing a fish kill (see Landslide Causes MarkWest NGL Pipeline in WV to Rupture/Spill). The West Virginia Dept. of Environmental Protection has “cited” MarkWest, meaning there will be a fine at some point once the full extent of the damage is known.

In the meantime, MarkWest is working to clean it up. An update on progress at the spill site…

A New Marcellus Pipe Manufacturing Plant Comes to…New York???

A Middle Eastern company has just announced they will invest $102 million to build a factory in South Buffalo, NY that will employ 170 people making steel pipes for the…wait for it…shale drilling industry. And who should plant his mug right in the middle of this announcement to take credit for the investment and jobs it will bring to the state? Gov. Andy Cuomo–the man who can’t decide whether or not he’ll approve fracking in New York. You can see why we’re having such a conflicted and mixed(-up) reaction…

Dominion Will Spin Off Cove Point LNG Plant + Blue Racer as MLP

Yesterday, the day after Dominion Resources learned of the approval from the Dept. of Energy for their proposed LNG export facility at Cove Point, MD, Dominion’s CEO Thomas Farrell announced that Dominion would spin off the new LNG facility along with their share in the Blue Racer Midstream joint venture in Ohio into a master limited partnership (MLP). An MLP is a special kind of company structure that issues “units” instead of shares of stock. MLPs are set up by the government specifically for the natural resources/mining industry–usually for oil and gas companies.

MLP units are traded on public securities exchanges combining the tax benefits of a limited partnership with the liquidity of publicly traded securities. Dominion’s MLP announcement caused its own shares of stock to reach a record high yesterday…

Thank God the Bluegrass Pipeline will Bypass Marion County Nuns

Thank God the Bluegrass Pipeline will avoid running through property owned by a bunch of liberal Catholic nuns in Marion County, KY. No really, thank the good Lord! (Can I hear an Amen?) Williams and Boardwalk Pipeline Partners–the joint partners building the Bluegrass natural gas liquids (NGL) pipeline, a pipeline that carries (gasp!!) “flammable liquids”–say the NGL pipeline will not cross the holy ground of the Sisters of Loretto. But have no fear, the sisters say they’ll oppose it wherever it goes anyway.

Don’t tell the sisters or the AP reporter writing the very slanted article (below), but natural gas running through bazillions of miles of natgas pipelines buried under the ground in every major and minor city across America is just as “flammable” as what will run through the Bluegrass Pipeline when it’s built and operating…
