As MDN reported last week, Maryland’s new Republican Governor, Larry Hogan–missing an important piece of his male anatomy–allowed a Maryland bill to become law that bans fracking in Maryland for another two years (see Maryland’s Pusillanimous Gov Allows Frack Moratorium to Become Law). That now gives non-Maryland anti-fracking groups another two years in which to lock down a total and permanent ban on fracking–which is their stated goal. What a disappointment Maryland’s new Republican governor, Larry Hogan, has turned out to be. On his way out of office, Maryland’s previous governor, Martin O’Malley (Democrat), created strict drilling regulations that would allow fracking in Maryland THIS YEAR (see Maryland Gets Ready to Frack! Gov O’Malley Files New Regulations). O’Malley was a disaster as Maryland’s governor, and even though he lobbed new fracking regs over the wall in a sleazy political move (he’s running for president), we tipped our hat to him for doing the right thing–even if he did it for his own personal reasons. The prospect of any fracking was too much for the environmentally insane that belong to Maryland’s legislature. They passed a two-year moratorium bill and sent it to Hogan for his signature (see Maryland Closer to a 2-Year Fracking Ban, Will Gov have Guts?). Looks like the pusillanimous Gov. Hogan doesn’t have guts after all. He’s already defeated just a few months into his first term. Last Friday the Baltimore Sun quotes his office as saying Hogan, who supposedly supports shale drilling, will let the bill become law without his signature–a cop out if ever we’ve seen one…

On his way out the door of the governor’s mansion in Maryland, then-Gov. Martin O’Malley decided to issue new rules to allow fracking (see Maryland Gets Ready to Frack! Gov O’Malley Files New Regulations). Which at the time we thought was really odd. O’Malley is an anti-drilling Democrat who obstructed fracking for the past four years he was in office. Why the change of heart on his way out the door? Now we know. He wants to run for president–and no one can run for president on a platform of stopping shale drilling. No matter what his motivation–what counts is that Maryland is seeing movement toward using the miracle of fracking. Except now both the Maryland House and Senate have just passed anti-fracking bills, one of which would slap a new moratorium on fracking for yet another three years. The good news is that Maryland’s new governor, Republican Larry Hogan, is pro-fracking and sure to veto any such nonsense…

Maryland’s anti-drillers aren’t going down without a fight. On his way out of office, Maryland Democrat Martin O’Malley set the wheels in motion to allow fracking in the state (see Maryland Gets Ready to Frack! Gov O’Malley Files New Regulations). Almost immediately a Maryland Democrat in the House of Delegates, from a Washington, DC suburb, introduced a moratorium bill (see Maryland Delegate Introduces Moratorium, Before Fracking Begins). That bill isn’t getting any traction, so the Dems have returned to a favorite tactic used by totalitarian governments around the world: you’re guilty until you prove you’re innocent. It’s the exact opposite of the jurisprudence philosophy that underpins the greatest country on earth–ours. In the USA, you’re innocent until proven guilty. But a new bill just introduced in the Maryland legislature, actually supported by Maryland’s Democrat attorney general, would flip that around and presume drillers are at fault if there’s the least little change in water quality, air quality, etc. Under this bill, you’re guilty and YOU WILL PAY until you prove otherwise. In other words, this bill is a ban on drilling flying under a different name…
