    Dominion Energy Buys 50% Stake in Jacksonville LNG

    Last May MDN told you about JAX LNG in Jacksonville, Florida–a joint project between Pivotal LNG (a subsidiary of Southern Company Gas) and NorthStar Midstream (a pipeline company in the Bakken Shale), touted as the “first” small-scale LNG plant to be located along the shoreline, allowing it to fuel up LNG ships–ships that use LNG as fuel, instead of diesel–and also allowing the LNG to be loaded onto trucks and trains for transportation to power plants and industrial/commercial operators (see First US “Small-Scale” LNG Facility Launches in Jacksonville, FL). Last week Dominion Energy bought Pivotal from Southern, and along with it Pivotal’s 50% stake in JAX LNG (and 100% ownership of another LNG facility in Alabama). Yes, there is potentially a tie-in with the Marcellus/Utica.

    Will Shell Cracker Construction Delay Affect Ohio Cracker Timing?

    Nearly two weeks ago Shell, at the prompting of local officials, shut down construction of the mighty ethane cracker plant the company is building in Beaver County, PA (see Shell Shuts Down SWPA Cracker Plant Construction re COVID-19). How long will construction be stopped? According to a Shell spokesman, “I have no timeline for a return at this time.” What if the work stoppage drags on for months? It could, potentially, have a domino effect on another nearby cracker project–across the river in Belmont County, Ohio.

    Aborted Loan Threatens Gulf Coast, Nova Scotia Cracker Projects

    LNG Limited, based in Australia, has been working on a couple of North American LNG export projects over the past half-decade or more. One of them, called Bear Head, would be built in Nova Scotia, Canada and (potentially) export Marcellus/Utica molecules. The other, Magnolia LNG, would be located in Louisiana and yes, potentially export M-U molecules as well. LNG Limited is in the process of selling itself and its LNG projects to Singapore investor LNG9 PTE for $75 million, a deal expected to close around the end of May. However, LNG Limited needs more cash to keep the doors open until then. First Wall Street Capital Corp. recently bailed on giving LNG Limited a bridge loan to get them through.

    How Oil Crash/Virus has Altered Future of NatGas, NGLs, Midstream

    Everyone, and we mean everyone, is still reeling from the double shock of the COVID-19 coronavirus and its effect on the world economy, and the Saudis and Russians pumping more oil, driving oil prices into the ground. Frankly, the COVID-19 virus is the bigger deal. It will have long-lasting effects for years to come on the U.S. economy, including a big effect on the oil and gas industry. The question is, what kind of effect? Is there any way to predict what may happen in the coming couple of years and longer? No one can really predict, but if anyone could, it would be the bright minds at RBN Energy. They’ve attempted the near-impossible: Try to predict how things will change following the COVID-19 lockdown (around March 6). Try to divine how the oil and gas (and NGL and midstream) worlds will change in the coming months and years. Their assessment is sobering.

    Cheapest Way For Trump To Save U.S. Oil – Variable Tariff

    The American oil industry is in crisis. This is undeniable. Some folks will point out this isn’t the first serious downturn for the oil industry, and it won’t be the last. True enough. But this one IS different. Not in recent memory (at least a generation) has there been both a shock in the supply picture (Saudis and Russians fully opening up the taps) and a shock in the demand picture (very little travel due to the pandemic). We at MDN have taken a view in favor of a tariff on imported foreign oil to encourage better behavior. Now comes a tweak to the tariff strategy.

    MDN Editor Jim Willis had the pleasure of being interviewed on The Crude Life podcast last week. Jason Spiess, an award-winning multimedia journalist, hosts several radio shows in addition to the podcast. The podcast/radio shows focus mainly on the Bakken Shale (where Jason lives and works), but he also branches out to talk with those in other plays. This isn’t Jim’s first time appearing on The Crude Life (see MDN Editor Jim Willis Interviewed on “The Crude Life” Podcast). Last week Jim talked with Jason about the 1-2 punch of the supply shock and demand shock on the marketplace–from the coronavirus to Russia to Saudi Arabia to OPEC. The interview discusses whether pipelines are considered essential or not with states shutting down worksites and offices.

    EQT Stops Fracking After Worker Gets COVID-19; Suspends Dividends

    The Pittsburgh Business Times is reporting that a contractor working in EQT’s hydraulic fracturing (“completions”) operation who last worked at a site in Belmont County, OH has tested positive for COVID-19 coronavirus. Because that worker has been in contact with a number of other workers in EQT’s completions unit, the company has temporarily shut down all completions (fracking) operations. In a separate and unrelated announcement, EQT told investors they are (for now) suspending quarterly dividend payments and will use the money instead to pay down near-term debt.

    Shell Ethane Pipe Construction in SWPA Allowed to Restart

    Here’s a rum’un (Brit speak meaning “strange” or “odd”) if ever we’ve heard of one. Shell shut down construction activity a week ago at its mighty ethane cracker plant site in Beaver County, PA, sending nearly 8,000 people home (see Shell Shuts Down SWPA Cracker Plant Construction re COVID-19). There are still several hundred people on location to secure things and ensure no mischief is made while the other workers are away. However, work on Shell’s Falcon pipeline project, the pipeline that will feed ethane to the (now quarantined) plant, is allowed to continue as “life-sustaining” work under PA Gov. Tom Wolf’s order closing some businesses but keeping others open.

    Flurry of WV O&G Bills Signed into Law Incl. Petchem Tax Credits

    MDN previously told you about two (of a number) of bills working their way through West Virginia’s annual 60-day legislative session that will create new tax credits aimed at luring petrochemical plants to the state (see WV Advances Bills to Attract NGL Hub, Cracker Plant, Downstream). One bill, House Bill (HB) 4421, is meant to attract a natural gas storage hub and an ethane cracker plant to the state. The other, HB 4019, is meant to attract downstream natural gas manufacturing facilities. We’re delighted to tell you that both bills are now law in the Mountain State, part of a package of 13 bills related to oil and gas that Gov. Justice signed into law on Wednesday.

    FERC Denies Rehearing on Mountaineer XPress 2 Yrs After Approval

    The final bits of Columbia Gas Transmission’s Mountaineer XPress pipeline project (most of it located in West Virginia) went online just over one year ago (see FERC Says Rest of Mountaineer XPress Pipeline OK to Start Up). The Federal Energy Regulatory Commission (FERC) approved the project more than two years ago. At the time FERC approved the project, anti-fossil fuelers challenged the approval, as they do every single square inch of every single new oil or gas pipeline. We have to chuckle because FERC finally responded to antis’ request for a “rehearing”…on Wednesday. FERC turned them down more than two years after their objection was lodged.

    Marcellus Shale Coalition Comes Out Against Oil Tariffs

    We’ve brought you several stories about the Saudi-Russian oil price war underway in which both Saudi Arabia and the Russians are pumping oil like crazy and lowering the price they charge for their oil–all in a bid to bankrupt American shale oil companies. A number of ideas have been floated to “encourage” the Saudis to scale back on production, which would raise prices again (the Russians are a lost cause and not worth the effort). We’ve talked about an embargo on foreign oil coming into the country (see U.S. Sen. Kevin Cramer Asks Trump to Embargo Saudi/Russian Oil), and our preferred response, a tariff on foreign oil (see It’s Time for a $40/Barrel Tariff on Saudi Oil Coming into U.S.). Not everyone thinks an embargo or tariff is a good idea, including the Marcellus Shale Coalition (MSC).

    Biggest Rig Count Drop in 4 Years – Who’s Still Drilling?

    Some 47 drilling rigs were idled last week according to data provided by Enverus Drillinginfo. That’s the biggest single-week drop since the final week of December 2015–more than four years ago. The rig count stands at 766. Of the rigs idled last week, 40 of the 47 were oil drilling rigs. Of the 40 oil rigs idled, half (20) were idled in the Permian Basin. The good news is that the Marcellus Shale and the Utica Shale remain unchanged at 38 and 10 rigs, respectively. Rig counts in each basin have held steady for four weeks running.

    LNG Cargoes All Dressed Up with Nowhere to Go

    It seems no market has been left untouched by the COVID-19 coronavirus. Not even the LNG (liquefied natural gas) market. Force majeures–cancelations of LNG contracts due to circumstances “beyond our control”–are now an almost daily occurrence. Big tankers full of LNG often leave a port without a final destination, receiving instructions along the way on where the ship will unload the LNG. A cascading number of force majeures has some of those ships sailing around, “all dressed up but nowhere to go.”

    Equinor (Statoil) Stops All U.S. Shale Drilling, Incl. Marcellus

    Oil and gas drilling giant Equinor (formerly called Statoil) is owned by the Norwegian government. Equinor/Statoil has drilled in the Marcellus/Utica for years. As recently as last June the company reported drilling 9-14 Utica wells per year (see Equinor (Statoil) Drilling Long Utica Laterals, Production Up 5X). The company also drills oil wells in the U.S., primarily in the North Dakota Bakken. All of that–both Utica and Bakken drilling–has come to a screeching halt. Yesterday the company announced it is reducing its drilling budget worldwide by $400 million and is “halting” all U.S. onshore (i.e. shale) drilling and completion activities.
