    Columbia, Williams SE Va. Pipe Projects Now Fully Permitted to Build

    Two related pipeline projects in southeast Virginia now have all regulatory approvals in hand, and the projects will soon begin construction. Columbia Gas Transmission (a subsidiary of TC Energy) applied with the Federal Energy Regulatory Commission (FERC) to build the Virginia Reliability Project (VRP), which includes two new compressor units and the replacement of existing pipeline. VRP will dig up, replace, and double the size of two sections, or about 48 miles, of the Columbia Gas pipeline between Chesapeake and Petersburg. Williams’ Commonwealth Energy Connector Project will feed VRP by building six miles of new pipeline within Transco’s existing right-of-way in Virginia, expanding a meter station, and building a 30,500-hp electric motor-drive compressor. Both projects received final approval by FERC in November (see Columbia, Williams SE Va. Pipe Projects Get FERC Approval to Build).

    West Deer Twp Approves New (Second) Well Pad for Olympus Energy

    Olympus Energy (formerly Huntley & Huntley) drills in the Greater Pittsburgh region, in Allegheny and Westmoreland counties. In 2021, Olympus applied to build a new well pad in a rural part of Allegheny County, in West Deer Township. So-called “concerned citizens” got amped up to oppose the project. They succeeded when town supervisors rejected the Dionysus well pad (see West Deer Township Denies Olympus Permit to Build Shale Pad). The “concerned citizens” then attempted to block a second well pad, the Leto pad, proposed by Olympus in another West Deer location (see West Deer Antis Try to Block 2nd Olympus Shale Well Pad). However, West Deer supervisors approved the Leto pad last June (see West Deer Approves Olympus “Leto” Well Pad, Antis Pledge to Sue). West Deer supervisors have just approved a second new well pad in the town.

    OH Gov. Signs Law for Utilities to Charge $1.50/Mo. for New Pipes

    The left in Ohio is up in arms again. It’s always up in arms. Everything is a crisis. Everything is a climate tragedy. Everything is a conspiracy — so says the environmental left. Last Thursday, Ohio Gov. Mike DeWine signed House Bill (HB) 201 into law. A provision was tacked onto HB 201 late in the legislative process, several weeks before it was passed, that allows natural gas utility companies to charge customers a piddly $1.50 per month ($18 per year) to help fund new pipelines that will get built in rural areas to industrial sites — areas without existing natgas pipes. The aim is to attract new businesses to locate in the Buckeye State. Many companies won’t consider a potential site without cheap, easy access to natural gas already installed. HB 201 helps make it much more likely a business will consider a site in Ohio, given access to cheap Utica Shale gas. Cue the enviro left’s shrill response.

    Bumpy Financial Road for BKV – Company Bets on Carbon Capture

    A recent article in the Wall Street Journal focuses on BKV Corporation (Banpu Kalnin Ventures), the American arm of Banpu (96% owned by Banpu, Thailand’s largest coal mining company). The article pulls the curtain back and gives us a better view into what happened with the company’s aborted plan to launch an initial public offering in 2023 (see BKV IPO On Hold, M&A Deals Falling Apart Due to Low Gas Prices). The article also reveals that BKV’s strategy is to produce “guilt-free” natural gas by investing in carbon capture.

    Major Natural Gas Pipeline Replacement Planned for Columbus, OH

    Columbia Gas of Ohio will start work this spring to replace a 4.3-mile section of a 20-inch natural gas pipeline from Clintonville to North Linden (Columbus), a key piece of infrastructure that brings gas to thousands of homes throughout central Ohio. Columbia Gas purchased and will demolish several buildings along the pipeline’s route as part of the project. The work is scheduled to begin in April and finish by the end of the year. Columbia’s president and chief operating officer, Vince Parisi, says the pipeline is “our backbone of Columbus” and is “pretty critical” to natural gas distribution throughout the region.

    Baker Hughes U.S. Rig Count Finishes Year @ 622, M-U @ 40

    In what has become a repeating pattern, indicating we may have hit bottom, last week, the Baker Hughes U.S. rig count added two rigs, going from 620 two weeks ago to 622 last week. The pattern is to lose a few and then gain a few every couple of weeks. After Pennsylvania lost a rig two weeks ago (see Baker Hughes U.S. Rig Count Loses 3 @ 620, M-U Drops 1 @ 40), the rig count for the three combined Marcellus/Utica states remained the same last week at 40 active rigs. Disappointingly (for the M-U), the Haynesville, our main competitor (for drillers and money), remained at 44 active rigs last week.

    35 New Shale Well Permits Issued for PA-OH-WV Dec 11-17

    New shale permits issued for Dec 11 – 17 in the Marcellus/Utica continued the trend up over the previous week. There were 35 new permits issued last week versus 27 issued two weeks ago. Last week’s permit tally included 17 new permits in Pennsylvania, 13 new permits in Ohio, and 5 new permits in West Virginia. The company receiving the most permits last week was Ascent Resources with 8 new permits in two different counties: Guernsey and Belmont counties in OH. Antero was second highest with 5 new permits in Ritchie and Doddridge counties in WV.

    Cambria Gas-Fired Power Plant Shows Grace in Tax Refund Due

    Competitive Power Ventures (CPV) Fairview Energy Center is a 1,050-megawatt natural gas and ethane-fueled two-by-one combined-cycle electric generating plant 60 miles east of Pittsburgh (Cambria County) that came online in December 2019 (see CPV Marcellus-Fired Power Plant in Cambria “Ahead of Schedule”). It is the only plant of its kind, using both natural gas and ethane, in the world. Unfortunately, the local taxing authorities got a little too zealous in collecting and spending tax revenue from the plant. The county used a company to perform a tax assessment that was found to be factually wrong, using an incorrect methodology for the appraisal, resulting in CPV paying WAY too much in tax — $5.7 million too much. CPV is showing grace to the local school district in stretching out repayment of the $3.7 million it owes back to the company.

    Baker Hughes U.S. Rig Count Loses 3 @ 620, M-U Drops 1 @ 40

    The venerable Baker Hughes U.S. rig count turned in its totals a day early this week. Likely because workers were heading for the exits early (we can’t blame them). The overall rig count lost ground again last week, as it has for the past couple of weeks. The count went from 623 active rigs last week down to 620 this week. The Marcellus/Utica lost a rig (in Pennsylvania) to end up at 40 active rigs, while our main competitor, the Haynesville, added another rig and now stands at 44 active rigs. Bummer. Not that many weeks ago, the M-U was running more rigs than the Haynesville.

    Ohio HB 201 Adds Fee to Utility Bills to Upgrade NatGas Pipes

    Ohio House Bill (HB) 201 was recently passed by both the state House and Senate and now sits on the desk of Gov. Mike DeWine (a somewhat swampy Republican, although far superior to governors like Kathy Hochul and Josh Shapiro). HB 201 started life as a bill to block the Buckeye State from following California’s lead in adopting emissions that are stricter than national regulations and call for the phaseout of the internal combustible engine by 2035. Somewhere along the way, the bill added an additional measure allowing the state’s natural gas utilities to recover the costs of installing new pipelines by tacking a fee on utility bills. It is the pipeline amendment that has the radicals going nuts in the state.

    PA Shale Water/Wastewater Company Expands to Texas Permian

    It’s been a few years since we reported on Keystone Clearwater Solutions, a company that provides water services (clean water for fracking and wastewater hauling) for shale drillers in the Marcellus/Utica. At last check, in 2021, the company purchased the operations of competitor ECM Energy Services, based in PA, further expanding Keystone’s operations in the Keystone State (see Keystone Clearwater Buys ECM Energy’s PA Water Transport Biz). We’re happy to report Keystone is expanding to the Texas Permian oil play.

    FERC Grants MVP Request to Double Transportation Rates

    The 303-mile Mountain Valley Pipeline (MVP) project will be completed and go online sometime in the first quarter of 2024 (see Equitrans Admits the Obvious – MVP Won’t be Online Until 2024). In September of this year, MVP filed a request with the Federal Energy Regulatory Commission (FERC) to amend its original certificate (that established the rates it could charge) to increase the rates it charges for new customers (not existing/already contracted customers). Earlier this week, FERC granted MVP’s request to raise rates.
